    Guidelines for Restructuring the World Auto Industry and Their Implications for Mexico

    As a system, the auto industry uses a broad number of technologies in a business model based on exclusive mobility. This article explores the guidelines for its restructuring to situate the role and position the Mexican industry has in the global manufacturing and consumption network. Its context is the socio-technological transition toward the paradigm of interactive mobility, concluding that a strategy centered on attracting foreign direct investment undermined national productive capabilities. As a result, the country was left at a disadvantage in a context in which the advantage based on low wages disappeared in the face of a need to consolidate the skills required to implement digitalization and automation in the sector’s emerging processes.La industria automotriz (IA) es un sistema que adopta conjuntos amplios de tecnologías aunados a un modelo de negocio sustentado en la movilidad privativa; el presente documento explora las directrices de su reestructuración para situar el rol y la posición que guarda la industria mexicana en el entramado de manufactura y consumo global, y tiene como contexto la transición sociotécnica hacia el paradigma de movilidad interactiva; se concluye que la estrategia centrada en atraer fuertes flujos de inversión extranjera directa (IED) minó las capacidades productivas nacionales. Dicho resultado deja al país en una situación de desventaja, en un contexto donde la ventaja centrada en bajos salarios se diluye frente a la necesidad de consolidar capacidades de conocimiento, requeridas para instrumentar la digitalización y automatización de los procesos emergentes en el sector.La reestructuración del sector en términos de los cambios tecnológicos necesarios para responder a los retos ecológicos y de movilidad dependen de las capacidades productivas alcanzadas por cada empresa, región o comunidad y de las políticas gubernamentales en términos de regulación, pero sobre todo de fomento, que puedan establecer y movilizar competencias de innovación que sustenten el proceso de puesta al día y permitan desarrollar procesos complejos de fabricación como lo hicieron las naciones asiáticas, que diseñan sus propios géneros y juegan roles preponderantes en la gestación del nuevo paradigma automotriz

    Despite having begun her career in an era when being a woman scientist was almost impossible, Herminia Pasantes was able to take advantage of the opportunities and voids that presented themselves to be able to slip in among the men of science, using out standing intelligence and an iron will, with a little help from chance —although she says that she owes it all to chance. She is one of the most highly renowned scientists in Mexico and abroad for her enormous contribution to the molecular study of the brain (p. 26)

    I begin these thoughts by attempting to create a history of a road travelled for almost four decades. In the wake of the discussions arising out of International Women’s Year, celebrated in Mexico in 1975, three colleagues from the Colegio de México’s Center for Literary Linguistic Studies Literature and Society Seminar, decided to present a paper at the First MexicoCentral America Symposium on Women in 1977, organized by the colegio and the Ford Foundation. Based on the works by Mexicans we read and analyzed in the seminar in the light of Marxist and structuralist theoretical currents, we picked a body of eleven writers born in the twentieth century, of whom only two were women (Rosario Castellanos and Elena Poniatowska). The paper’s title telegraphed a critical position: “Images of Women in Contemporary Mexican Fiction.” It was chosen to be included in a book called La mujer y la cultura (Women and Culture). Our aim was to analyze images of women in their daytoday lives using historical, political, and literary criterio (p. 10)

    We first heard cardanche song in 2010, when working at a radio station. We’d never heard anything like it in traditional Mexican music: three male voices sing a cappella, heavy with sorrow, which is why the song is called car denche, after the prickly cane cholla cactus that grows in northern Mexico. These capriccios are punctured with long pauses, sometimes mid-word, as if breathing emotion. They would help people endure long days of working the land. The lone voices’ only company was the song of crickets, the whistle of the wind, and the sound of embers crackling in the fire. These melodies have resisted writing: no piece of paper could possibly capture so many feelings. Thus, they are treasured in their interpreters’ memories, without which they would no longer be shared. The melodies would die (p. 42)

    Mexican Feminisms Today

    The great variety in the political landscape of Mexican feminism is noticeable at a glance. However, despite the country’s many feminisms and their different political positions, they all agree that the central axis of their protests is violence against women. In the 1970s and 1980s, feminicides were not known as they are now, nor were women’s daily lives threatened by the terror of being kidnapped or disappeared or by the tension of being on the receiving end of different kinds of violence, as they are now. It was in the beginning of the 1990s when one of the most painful and scandalous tragedies to affect our lives became public knowledge: the murders in Ciudad Juárez of poor women, many of them adolescents who worked in the maquila plants. These crimes have continued to replicate nationwide and have given rise to the criminal category of “feminicide” and the term “youthicide.” For Lucía Melgar, the term “feminicide” refers to all the murders of women for being women, which go unpunished and in which the state has a responsibility either through action or omission (p. 14)

Deborah KangThis book the result of the Exchange and dialogue among colleagues from the Center for Research on North America, the University of Toronto’s Munk School of Global Affairs and Public Policy, and the Michigan University Gerald R. Ford School of Public Policy. They have held their discussions from a regional perspective in the framework of the North American Colloquium, which, for four years, has examined issues common to the three countries, in this case, specifically looking at migration and the concept of the border. While the different of migratory policies and border management are the crosscutting themes of this book, its authors also take an interdisciplinary approach to write about social issues; for example, border areas as dreadful places where people wait for a response to their asylum applications, and cultural issues like film and literature, all topics that contribute to knowledge about this enormous region called North America.The book has twelve chapters, which look at different aspects of U.S., Canadian, and Mexican migratory policies, as well as some that deal with Mexico-U.S. border management. We also include chapters on social and cultural issues in order to achieve a pluri- and interdisciplinary vision from academics from the three countries. Despite having made a broad, ambitious call, we recognize that it was not possible to bring together academics specialized in certain topics important for understanding these migratory policies and border issues, which are not included. However, we believe that this book includes important issues among the themes proposed in the colloquium meeting and that it will enrich knowledge about the North American region. Using the essays that were presented and duly peer reviewed, we have divided the book into four sections: “Canada”; “United States/Mexico Migration Trends, Policies, and Border Management”; “Cultural Representations through Cinema and Narratives”; and “History as an Epilogue.” In the “Canada” section, we include three chapters that analyze Trump’s immigration policy and its consequences for undocumented migration to Canada, trends in Mexican migration to Canada, and skilled migration in North America

Con una amplísima y actualizada bibliografía (que incluye fuentes electrónicas), en este libro se explica por qué resulta más fácil para todo sistema político deshacer que construir, regular que reformar, bloquear que articular el cambio.Este libro contribuye con un estudio en el que el rastreo del proceso político ha permitido hacer un diagnóstico del capital político de las minorías, una vinculación histórica para anclar la articulación de su identidad política contemporánea, un estudio actualizado de sus demandas, un análisis de los mecanismos que han desplegado para impulsarlas en el Congreso y defenderlas en la Suprema Corte, y un balance de sus posibilidades de éxito en los ámbitos públicos. Un equilibrio entre la reflexión teórica y el análisis situado en casos empíricos permite que los argumentos vertidos en esta obra sean de interés académico para los estudiosos de la política interna estadounidense, de la política comparada y de la sociología política en Norteamérica.
