    Adaptive eye fundus vessel classification for automatic artery and vein diameter ratio evaluation /

    Eye fundus imaging is a useful, non-invasive tool in disease progress tracking, in early detection of disease and other cases. Often, the disease diagnosis is made by an ophthalmologist and automatic analysis systems are used only for support. There are several commonly used features for disease detection, one of them is the artery and vein ratio measured according to the width of the main vessels. Arteries must be separated from veins automatically in order to calculate the ratio, therefore, vessel classification is a vital step. For most analysis methods high quality images are required for correct classification. This paper presents an adaptive algorithm for vessel measurements without the necessity to tune the algorithm for concrete imaging equipment or a specific situation. The main novelty of the proposed method is the extraction of blood vessel features based on vessel width measurement algorithm and vessel spatial dependency. Vessel classification accuracy rates of 0.855 and 0.859 are obtained on publicly available eye fundus image databases used for comparison with another state of the art algorithms for vessel classification in order to evaluate artery-vein ratio (AV R). The method is also evaluated with images that represent artery and vein size changes before and after physical load.     Part of the Lithuanian military weaponry in the weapons are outdated and the current battle types lose their effectiveness and become just an additional weight. The greatest influence on modern wars makes the speed, accuracy, agility and effective use of ammunition. Light machine gun and smart grenade launcher that is characterized, however, completely different weapons. Both weapons have a significant impact on the existing infantry divisions and led to a comparison of these weapons and the efficiency rating. The problem - is not clarified which weapon is superior and can perform smart grenade launcher projector machine gun all functions and change it. The aim - to evaluate the effectiveness of different types of weapons, setting for each of the different aspects and advantage compared to the use of options as a revolutionary weapon in preparation for the show. Final work object - different types and different functions in comparison with weapons, setting one of the larger advantage. The goals - access to light machine gun and a smart grenade launcher development, concepts and purpose of analyzing arms ammunition performance, according to the technical tactical data to provide the best of these weapons options and compare them to evaluate both arms practical use Lithuanian military units and based on the conclusions of the work to formulate a proposal for the use of these weapons in the Lithuanian army. Work is based on the reliance on scientific articles, experimental results, online sources to find information and expert survey. Practical uses in based and expert opinions on the issue of weapons use. During this work, set light machine gun advantage over smart grenade launcher. The hypothesis that the revolutionary smart grenade launchers can completely displace the light machine guns weapons - did not. According to the experts, projectors will never equal the power of machine-gun fire, fire rate, maneuverability and the ability to use. Based on this work, raised offering motorized and mechanized infantry sections of medium machine gun to replace two light machine guns, and a smart grenade launcher can be used as a weapon to attack the whole squad operations destroying targets inside the building

    Motivation of military volunteers.

    The thesis aims to analyse how to encourage military volunteers in order to increase their motivation more effectively. The following objectives were set to achieve this aim: to investigate the promotion of volunteering in organisations; to identify what factors motivate and demotivate military volunteers; to determine empirically what encourages, motivates and demotivates military volunteers; to provide proposals regarding the encouragement and motivation of military volunteers. An analysis of scientific literature and documents showed that volunteering is understood as an opportunity for everyone, irrespective of the gender, race, nationality, religion or age, to use personal capacities and experience, to gain new skills, to build new interpersonal relations, to get involved in work, and to change the social life. The findings of an empirical study revealed what motivates and demotivates military volunteers most of all. Volunteers are mostly driven by the following factors: favorable public opinion, public respect, feelings of self-esteem, happiness, usefulness, wish to help others, willingness to engage in eventful and exciting activities, love for one’s country, desire to develop one’s personality, willingness to achieve self-fulfillment in the field of the defence of the state, communicate with like-minded people, make friends, test oneself under emergency conditions, opportunity to wear a uniform, learn to handle a gun, wish to satisfy one’s spiritual needs. The research has revealed a new tendency: soldiers request more responsibility and risk in the course of military training stating that it serves as an additional motivating factor. Military volunteers are mostly demotivated by the following factors: insincere communication, mistakes and pranks of fellow volunteers, incapacity of commanders to control conflict situations, tolerance for bullying, low competence of commanders and colleagues, non-statutory relations, shortage of the necessary means, inadequate supply, negative attitude of other units towards the National Defence Volunteer Forces, uninspiring and poor-quality military training, bad military training time planning and change of time, lack of information on the planned tasks (delay)

    In this publication the translation of the article written by Jan Witort (signed by initials J. W.) to the Lithuanian language is introduced. The original article in Polish, titled “Stosunki na Żmudzi”, was first published in the Polish newspaper “Kraj” distributed from Saint Petersburg in 1888. It is noted that the old text could be interesting to a nowadays’ reader as a valuable primary source, especially while researching different aspects of local history. Another question considered is whether the article could be defined as egodocumental heritage. The opinion is expressed, that it cannot be considered as egodocument, though it has inherent egodocumentary value. Some parts of the article reveal author’s-observer’s personality, feelings, evaluation, interests, hopes, aspirations and visions. With reference to J. Witort’s article and to some other publications the authors of this work have also examined the historical concepts of Panevėžys regional dependence and have admitted that in the course of time they had changed. Moreover, it is emphasized that the Polish and Lithuanian views on Samogitia (Žemaitija) and perceptions of the Lithuanian territory were not necessarily alike. Some of the differences between the treatments of territory are reflected nowadays both in Lithuanian and Polish scientific literature

    Neoclassical Realism Theory in Studying Military Interventions: Developing a Poliheuristic Approach.

    The precedents of military interventional decisions by Western countries in the Middle East have been an uneasy topic with vague, long-term strategic objectives and increased questionable attitudes among domestic audiences. This article questions whether these precedents require an updated methodological approach. The aim of this article is to adopt a poliheuristic methodology as an analytic instrument for examining military intervention precedents in the Middle East. This article suggests an analytical solution based on a poliheuristic research methodology, previously defined by Alex Mintz and applied in foreign policy research. This article highlights the need to adopt the methodology to military interventional decisions with an inclusion of additional decision dimensions. The first part of the article reveals a synthesis of the theoretical notions of neoclassical realism. These notions are correlated with the elements of poliheuristic methodology. This path of analysis, applied to theoretical notions and the adopted poliheuristic methodology, reveals additional variables that have a transdimensional role in the military intervention decision process. The following are the variables that influence the cognitive and rational elements of the poliheuristic methodology: the competing dominance of normative or operational ideas, interventional experience and shifting notions of strategic culture. The final part of the article offers an empirical study that illustrates how the suggested poliheuristic methodology is to be applied. The case pays attention to the decision of Barack Obama’s administration in 2013 to not escalate its military intervention into the Syrian conflict. Considerations of the Syrian case are also correlated to the previous multinational military campaign in Libya

    Problematic use of active reserve: Case of 2006 Israel and Lebanon (Hezbollah) conflict.

    Israel active reserve is one of the main national security elements. However, during the 2006 Second Lebanon war Israel military reserve has shown its weak points. Main causes of that was the rise of air force, badly formulated military doctrine, lack of military exercises, logistical shortage and decreased budget to the land forces. Active reserve was forgotten due to the rise of air superiority. A military conflict that has started on July 12th against terrorist organization Hezbollah was not effective. Air campaign could not accomplish set out goals against Hezbollah and therefore war stalled. Halfway through the conflict military reserve forces were activated, which was also ineffective and suffered heavy casualties. During the last offense in Lebanon, there was about 25 thousand of Israel reserve forces against 3 thousand terrorist organization Hezbollah fighters. The conflict lasted 34 days and ended with a ceasefire agreement

    Towards sustainable defence organization: values congruence and organizational commitment /

    A profound transformation of modern culture in line with increasing individualism and self-interest have been observed in the last few decades. While competing for limited resources, public organizations have to tackle the issues of lower commitment and turnover of employees. A recent shift of Lithuania’s defence policy revealed the issues, related to the attraction and retention of qualified personnel. It appears that organizations have to fulfil the demand for loyal and committed personnel and to deal with increasing individualism and self-interest. Thus, the research aims to investigate if and how values congruence of defence organization is interrelated to intentions of personnel to continue and organizational commitment. Theoretical discussion, related to person and organization fit, vlues congruence and organizational commitment, let to develop a questionnaire. The analysis is grounded on the survey of personnel deployed in one unit of defence organization. The final sample comprised 56 respondents. The results confirm the assumption that higher affective commitment increases intentions to stay with organization. In addition, the conclusion that personnel demonstrate identification with organization can be made. Second, the study demonstrates that physical values congruence is positively interrelated with affective commitment. Hence, the sense of favourable social guarantees, benefits, appropriate work place and health consideretaions influence individual’s identification with organization. The implications for top-level management lie in the possibility to monitor values congruence and subsequently, increase organizational commitment of staff
