    Randomness or stock-flow: Which mechanism describes labour market matching in Poland?

    I compare random, stock-flow and job queuing models to determine which mechanism prevails in the Polish labour market. I use monthly registered unemployment data for the period 1999 - 2013 and econometrically correct for temporal aggregation bias in the data. I extend the known solutions to make them directly applicable to a job queuing model. I find that stocks and inflows engage in a matching process. Job seekers (from the pool) seek work among old and new job posts, but only a small fraction of the newly unemployed individuals find work instantaneously. Vacancies are the driving force in aggregate hiring, but the inflow is more important than the stock. The random model has greater explanatory power, although the results do not negate the non-random model. The random model entails the need to improve information to facilitate matching.     Nationalizations in the Austrian, French and British economies in the second half of the 1940s are the subject of this paper. The author analyses how they were conducted, what sectors and enterprises were affected and what was their context (earlier and later nationalizations), particularly political. The main conclusion of the text stresses that time frame and solutions adopted during nationalizations were primarily caused by the local verities and evolutions of governing systems. The author also stresses the need to separate nationalization from other forms of public sector expansions.Le sujet de l’article sont les nationalisations introduites dans la deuxième moitie des années 40 du XXème siècle dans les économies de l’Autriche, de la France et de la Grande Bretagne. L’auteur analyse leur déroulement, leur extension et leurs conditions dans le cadre de l’histoire précédente et postérieure des nationalisations et aussi des transformations politiques en Europe d’Ouest dans les premières années après la IIème Guerre Mondiale. La conclusion principale consiste à constater que c’est avant tout la spéci!que et l’évolution des systèmes locaux de gouvernement qui a décidé de l’exécution, de la forme et de la chronologie des nationalisations en Autriche, en France et en Grande Bretagne. L’article attire aussi l’attention au besoin de faire la di%érence entre la nationalisation et d’autres formes de l’augmentation de l’importance du secteur national dans le cadre d’une économie.Темой статьи являются национализации, проведенные во второй половине 40-х гг. ХХ века в Австрии, Франции и Великобритании. Автор подвергает анализу их ход, масштабы и условия, относясь к прежней и позднейшей истории национализации, а также политические преобразования в Западной Европе в первые годы после Второй мировой войны. Основной вывод заключается в том, что о совершении, форме и хронологии национализаций в Австрии, Франции и Великобритании решали характер и эволюция их систем правления. Статья также указывает на необходимость проведения различия между национализацией и другими формами увеличения государственного сектора в экономике.341-9

    The article discusses the impact of modern information and communication technology on changes of the strategies of contemporary enterprises, the appearance of new business models, and the effects of these processes on marketing communication. A particular attention has been drawn to issues like utilization of large bodies of consumer data (including Social Big Data) in marketing operations and in managerial decisionmaking, data-driven marketing, Internet of Things, and predictive analytics. Furthermore, the article points to the new possibilities marketing communication can benefit from thanks to utilization of 360-degree video technology, streaming, and the general evolution of the Internet towards the so-called Web 5.0.125-14

    Spatial labour market matching

    We analyse to what extent spatial interactions affect the labour market matching process. We apply spatial econometrics methods (including spatial panel Durbin model), which are rarely used in labour market matching analysis. We use the data on stocks and the inflows of unemployed individuals and vacancies registered at public employment offices. We conduct the analysis at the NUTS-3 and the NUTS-4 levels in Poland for the period 2003-2014. We find that (1) spatial dependency affects matching processes in the labour market; (2) both close and remote spatial interactions influence the results of the matching process; (3) spatial indirect, direct, and total spillover effects determine the scale of outflows from unemployment; and (4) spatial modelling is a more appropriate approach than classic modelling for matching function.2016-0091-25SGH KAE Working Papers Serie

    The article explores how developments in Polish coal mining interacted with the creation of NSZZ “Solidarność”. The author shows how demand for coal affected working hours, and salaries, and how the new union’s fight for labour rights translated into deteriorating mining results. Finally, he analyses the attitude of “Solidarność” towards mining, and the impact of the union’s structure on activity in the sector.163-20

In this situation issues related to pro-ecological actions aimed at guaranteeing respect and protection of the environment within the conducted business activity are gaining in importance.     The aim of this paper is to present the main issues related to the functioning of social insurance in the Polish part of Upper Silesia. In the interwar period, the Silesian Region was guaranteed with autonomy. In accordance with the provisions of the Convention of 15 May 1922, the Polish part of Upper Silesia was covered with the provisions of the Insurance Ordinance of the Reich dated 19 July 1911 (sickness, disability, old age and death insurance for workers, accident insurance), of the Act of 20 December 1911 (pension contribution for white collar workers) and of the Act of 17 June 1912 on miners' fraternal insurance. While the Polish Parliament and Silesian Parliament were taking over the legislative power in the area of insurance, Upper Silesia started to introduce the provisions that were more favorable than those that were in force in Germany. Since 1 January 1928, the Silesian Region was included within uniform insurance for white collar workers and since 1 January 1934 - within accident insurance (a part of the so-called consolidating act of 28 March 1933). Under the Act passed by the Polish Parliament on 18 July 1924 – a type of insurance not known so far in Germany was introduced in Upper Silesia, i.e. unemployment insurance. The German insurance provisions in Upper Silesia persisted until 1939 only in the area of sickness insurance, workers’ disability insurance and pension contribution – but radically developed and with many changes that were favorable for the insured entities, introduced in the Acts passed by Silesian Parliament mainly in the 20s.Celem artykułu jest przedstawienie podstawowych problemów związanych z funkcjonowaniem ubezpieczeń społecznych w polskiej części górnego śląska. Zgodnie z postanowieniami konwencji z 15 maja 1922 r. na polską część Górnego Śląska rozciągnięto przepisy Ordynacji Ubezpieczeniowej Rzeszy z 19 lipca 1911 r. (ubezpieczenia na wypadek choroby, inwalidztwa, starości i śmierci robotników oraz od wypadków), ustawy z dnia 20 grudnia 1911 r. (ubezpieczenie emerytalne pracowników umysłowych) i ustawy z 17 czerwca 1912 r. o ubezpieczeniu brackim górniczym. W miarę przejmowania przez Sejm RP i Sejm Śląski władzy stanowiącej w kwestii ubezpieczeń, na Górnym Śląsku zaczęto wprowadzać przepisy korzystniejsze niż te, które obowiązywały w Niemczech. Od 1 stycznia 1928 r. województwo śląskie zostało objęte jednolitymi ogólnopolskimi ubezpieczeniem pracowników umysłowych, a od 1 stycznia 1934 r. ubezpieczeniem od wypadków (część tzw. ustawy scaleniowej z 28 marca 1933 r.). Na podstawie ustawy Sejmu RP z 18 lipca 1924 r. wprowadzono na Górnym Śląsku nieznany dotychczas w Niemczech rodzaj ubezpieczenia - ubezpieczenie od bezrobocia. Do 1939 r. przetrwały na Górnym Śląsku niemieckie przepisy ubezpieczeniowe tylko w zakresie ubezpieczenia chorobowego, ubezpieczenia na wypadek inwalidztwa robotników i ubezpieczenia pensyjnego (emerytalnego) górników ale dość radykalnie rozbudowanego i z wieloma innowacjami korzystnymi dla ubezpieczonych, wprowadzonymi ustawami Sejmu Śląskiego głównie w latach 20-tych.29-50

    Kryzys migracyjny stanowi jakby powracającą w demograficznej formie falę wywołaną uprzednimi błędnymi decyzjami politycznych wynikających z obiektywnych procesów ekonomicznych właściwych istocie kapitalizmu. Wydaje się, że wielka niesprawiedliwość społeczna kapitalizmu, w tym prób i sposobów współczesnego rozprzestrzeniania się demokracji zachodniej sprokurowała obecne masowe przemieszczenia osiedleńcze ludności porównywalne, co do skali tylko z ruchami wędrówkowymi po II wojnie światowej, niemniej od nich – jak dotąd – mniejsze. Przemieszczenia te przerodziły się w kryzys migracyjny, będący nowym aspektem pogłębiającego się społeczno-gospodarczego strukturalnego kryzysu po 2007 r. Tymczasem na skalę i nasilenie migracji oddziaływać trzeba u źródeł poprzez równoważenie rozwoju przestrzeni zamieszkiwania, w tym przestrzeni zamieszkanej w skali globalnej.121-14
