Economics Management Innovation
In this article the author has presented and analysed three research problems related to SME’s labour
market in Poland and Czech Republic. The scientist has focused on multicultural aspect of changes
among human resources needed and existed in both countries. Based on findings identified during
the scientific project, a diagnostic tool (Application RIO) has been presented, which helps to measure
the degree of preparedness of organizations for the management of multicultural human resources.
The author has also formulated recommendations for the use of this tool and the rules of interpretation
of results specified by the application219-33

Motivation: The results of the referendum on the UK’s membership of the EU are far-reaching, but hard to predict. One of the areas related to UK’s withdrawal from the EU is whether it will maintain its integrity. The evolving structure of the UK, persistent trends of separatism in the UK, geographical differences in attitudes of UK citizens to Brexit create the background of the study.
Aim: Our goal is to find out whether the effect of Brexit will be leaving the EU by whole Britain and to determine geopolitical and geo-economic consequences of Brexit. The research is an interdisciplinary economic and law study. We use economic (quantitative and qualitative) and legal methods applicable to the research of international institutions using institutional and functional approaches.
Results: Brexit will be a factor of permanent disintegration of UK. Brexit changes the perception and attractiveness of European integration. Brexit will impact the transatlantic order.4433-4481

The subject of the research is consequences of Brexit perceived from the perspective of the European Union, the United Kingdom and Poland. The research is an interdisciplinary law and economics study. The results show that the balance for the EU is negative. Brexit changes the internal and external perception and attractiveness of integration, which will no longer be perceived as a road with no return, which may result in subsequent withdrawals. It weakens the European identity. It closes the era of bargaining and concessions to the UK. The balance for the United Kingdom will also be negative. The economic costs of leaving the EU can neither be compensated by savings on EU budget payments nor by the dubious benefits stemming from the economic relations with third countries free of the European regulatory restrictions. At the same time, Brexit ends the era of controversy around EU membership and therefore forces the formulation of internal programmes and the implementation of a policy based on realities, not on nostalgia. For Poland, Brexit is also unfavourable. Poland needs a strong European Union to support its basic interests in which the UK is a strategic partner. UK’s withdrawal means also lower EU budget and therefore decrease of financial benefits for Poland.631-4

Recent publications by authors of Activity-Based Costing indicate that the cost analysis of the cycle of care is essential to reduce the growth in healthcare spending. Analysis of current situation in Poland reveals that the limit for the implementation of such solutions is the current organization of the Polish healthcare system. The aim of the article is to present the approach to calculating and controlling costs of health services used currently in Poland. This concept has been critically analyzed against the solution presented for the US health market. Analysis of primary and secondary sources describing organization of the Polish healthcare system has been conducted. Polish costing model is based on the Activity-Based Costing method. Contrary to the Kaplan and Porter’s proposal, the cost calculation is conducted separately in each area of healthcare, currently mainly in relation to inpatient services. We analyze the consequences of the change in US foreign policy following Trump's election for the President of the USA. The aim is to answer the question whether the US decision to turn away from its allies in Asia, will result in re-orientation of their foreign policy. Legal and political considerations are embedded in economic reality by analyzing the economic indicators of the US, China and selected Pacific countries. We positively verify that US foreign policy will not affect the density of US real relationships with their allies in the transatlantic and transatlantic space. What will change in the short and medium term will be the increase in US foreign policy costs. US will return to cooperation with TTP and TTIP partners. American-European alliance with East and South East Asia will survive the turbulence of turning towards isolationism in US politics. Zarządzanie finansami
Celem artykułu jest zaproponowanie zmian w ustawowych limitach zadłużenia dla jednostek samorządu terytorialnego, w celu zwiększania bezpieczeństwa finansowego poszczególnych podmiotów jak i całego sektora. Obowiązujący od 2014r. art. 243 ustawy o finansach publicznych wprowadził maksymalny limit zadłużenia dla samorządów oparty o ich indywidulane przepływy finansowe. Choć kierunek zmian był słuszny, to obecne rozwiązanie nie zabezpiecza odpowiednio skutecznie, aby dług zaciągały jedynie samorządy o należycie silnej kondycji finansowej. Jest to efekt zarówno bazowania wskaźnika z art. 243 na danych historycznych, jak i zakłóceń wynikających z uwzględniania w nim jednorazowych pozaoperacyjnych przepływów jak sprzedaż majątku i szeregu pomniejszych mankamentów. Dodatkowo, wskaźnik ten jest łatwo manipulowany poprzez takie instrumenty jak leasing i dzierżawa zwrotna.
Metodologia badania – W artykule przeprowadzona jest krytyczna analiza obowiązujących rozwiązań prawnych z perspektywy ich spójności z zasadami finansów. Przedstawiony jest alternatywny model określania limitów zadłużenia w oparciu o teorię H. Minsky’ego. Przeprowadzone są symulacje wpływu postulowanego rozwiązania na samorządy w Polsce.
Wynik – Artykuł postuluje przebudowę istniejącego rozwiązania ustawowego w kierunku modelu opartego o przepływy operacyjne samorządów. W zależności od oceny skłonności do akceptacji ryzyka przez ustawodawcę należy rozważyć trzy podstawowe modele począwszy od zadłużenia w celu finansowania wyłączenie deficytu przejściowego, poprzez zadłużenie możliwe do obsługi z przepływów operacyjnych (zarówno kapitał jak i odsetki) a skończywszy na modelu, w którym przepływy operacyjne pokrywają wyłącznie obsługę odsetek. W artykule rekomendowany jest model oparty o hedge financing. Model ten należy rozbudować o analizę przyszłych przepływów z Wieloletnich Prognoz Finansowych oraz analizę wrażliwości na zmiany parametrów ekonomicznych takich jest wzrost rynkowych stóp procentowych.
Oryginalność/Wartość – Proponowane rozwiązanie stanowi oryginalny wkład badawczy w tematykę określania limitów zadłużenia jednostek samorządu terytorialnego w Polsce.Purpose - The aim of this research is a design of more appropriate statutory debt limits for the local governments in Poland. The existing statutory debt limits, implemented in Poland in 2014, are based on a financial surplus ratios calculated for an individual entity. This solution does not adequately secure that the new debt is raised only by the local governments with a sufficiently strong financial standing. This is a result of several shortcomings in the formula of the statutory limits such as: a risk assessment is based on historical data only, operating surplus is inflated by investment inflows etc. In addition, the current statutory debt limits are easily manipulated by such instruments as the sale and leaseback of property and the reversed tenancy. Design/methodology/approach - The article presents an evaluation of existing statutory debt limits and discusses their main flaws. Then, it presents an alternative approach based on H. Minsky's theory as well as financial simulations of an impact of the new proposal on the local governments. Findings - This article calls for reconstruction of the existing legislative solution towards a model based on assessment of operating cash flows. Depending on the risk appetite, three basic models should be considered, ranging from an intra-year budget deficit financing through a long-term hedge financing (both capital and interest have to be repaid from operating cash flows) to a speculative financing model in which the operating cash flows have to cover just interest payments and a capital may be constantly refinanced. The hedge financing model is recommended in this article. In addition, the risk assessment should be extended by an analysis of future cash flows from the Long-term Financial Forecasts prepared by local governments and a sensitivity analysis of changes in economic parameters such as an increase in market interest rates. Originality/value - The research presents new alternatives how to design the sound statutory debt limits for local governments in Poland.1633-64
