Bilingual special education in Texas: an opportunity for getting policy and practice right
Bilingual special education (BSE) is making its way into the state of Texas. This provides a unique opportunity to highlight, nurture and build a much-needed certification programming and service model. The following discusses related laws and educational approaches leading to developing BSE that set the stage and provide lessons learned for recommendations for executing the model in a systematic and sustainable manner
The status of Callirhoe scabriuscula: studies of population abundance and reproduction
Callirhoe scabriuscula B.L. Rob. (Malvaceae) is an exceedingly rare, perennial forb, narrowly endemic to a stretch of relict sand dunes along the upper Colorado River in Texas' Rolling Plains region. This study was initiated in response to a need for updated information regarding this endangered species' current global population status. To provide relevant information on the current distribution and abundance of C. scabriuscula populations, we conducted censuses at known populations and conducted presence/absence surveys at 20 additional locations containing suitable habitat within Scurry, Mitchell, Coke, and Runnels counties, which were previously unsearched. We also monitored the reproduction of 187 individuals across four populations on a weekly basis throughout the 2023 and 2024 reproductive seasons in order to quantify reproductive output. Seed viability rates were estimated using a combination of germination trials and seed mass measurements (prior to viability estimation, we weighed a sample of seeds and evaluated the relationship between dry seed mass and germination success; subsequent viability analyses were extrapolated from germination trial results). We observed C. scabriuscula within 10 element occurrences (E.O.'s were separated by a minimum distance of 1 km). Five E.O.'s were unknown prior to the initiation of this study in 2022. There were 3 historic E.O.'s (last surveyed in 1987) which we were unable to access due to lack of landowner consent, leaving their current status unknown. Observed abundance for extant populations ranged from 3 to >300 individuals. We determined that site-wide averages of mature fruit production ranged from 2 to 17 fruits per plant, with an average of 18 ( 6) seeds per fruit. Overall, 51% of reproductive attempts (initially marked as buds) successfully developed mature seeds. Seed viability rates ranged from 23% to 59%, depending on site and year. In sum, our findings reinforced the rare status of C. scabriuscula. Population sizes are extremely small, with only three populations known to exceed 200 individuals currently. Further, our reproduction studies suggested a potential relationship between population size and reproductive vigor. On average, monitored individuals at the smallest study population produced fewer viable seeds compared to individuals at larger populations
