    Yritystukien tutkimusjaoston kolmannessa vuosiraportissa tarkastellaan yritystukien toteutunutta kehitystä ja sen taustoittamiseksi myös talouden kehityspiirteitä koronapandemian aikana. Muista yritystukiin vaikuttavista muutostekijöistä esillä ovat muun muassa EU:n elpymisväline ja TKI-tiekartta. Muut erityisteemat liittyvät poliittisen päätöksenteon rooliin sekä mekanismien suunnittelun teoriaan.Makrotaloudelliset lähtökohdat vaikuttivat myös yritystukien osalta jo suhteellisen vakailta huolimatta julkisen velan kasvusta ja esimerkiksi energiakustannusten noususta ja sen vaikutuksista energiatukiin. Venäjän hyökkäyssota helmikuussa 2022 romutti vakaan kehityksen horisontin.TKI-toiminta, kansainvälistyminen ja yrittäjyys –sektorin tukimäärä on ylittänyt reaalisesti vuoden 2012 tason. EU:n elpymisvälineeseen sekä TKI-tiekarttaan sisältyvät toimenpiteet ylläpitävät näiden tukien kasvukehitystä myös lähivuosina. Kyseisille tuille löytyy selkeimmät perusteet tuottavuuden parantamisen näkökulmasta ja parlamentaarisen TKI-työryhmän aloitteet julkisen tutkimus- ja kehittämisrahoituksen lisäämisestä ja sitoutumisesta T&K-rahoituslakiin ovat perusteltuja tavoitteita. Työryhmän esitys T&K-verokannustimesta merkitsee muutosta suhteessa aiempaan tukipolitiikkaan. Mahdollisten verotukimallien kirjo on laaja ja käyttöön otettavan mallin yksityiskohdat ovat ratkaisevassa asemassa.</p

    Association of Physical Activity with Metabolic Profile from Adolescence to Adulthood

    Objective: Physical activity benefits cardiometabolic health, but little is known about its detailed links with serum lipoproteins, amino acids, and glucose metabolism at young age. We therefore studied the association of physical activity with a comprehensive metabolic profile measured repeatedly in adolescence.Methods: The cohort is derived from the longitudinal Special Turku Coronary Risk Factor Intervention Project. At ages 13, 15, 17, and 19 years, data on physical activity was collected by a questionnaire, and circulating metabolic measures were quantified by nuclear magnetic resonance metabolomics from repeatedly assessed serum samples (age 13:n=503, 15:n=472, 17:n=466, and 19:n=361).Results: Leisure-time physical activity (LTPA;MET h/wk) was directly associated with concentrations of polyunsaturated fatty acids, and inversely with the ratio of monounsaturated fatty acids to total fatty acids (-0.006SD; [-0.008, -0.003]; pConclusions: Physical activity during adolescence is beneficially associated with the metabolic profile including novel markers. The results support recommendations on physical activity during adolescence to promote health and possibly reduce future disease risks.</p

    Business as the new doxa in education? An analysis of edu-business events in Finland

    The trend towards seeing education as a commodity and part of a global industry has transformed the field of education. We argue that these transformations are reducing the autonomy of the field of education as it has incorporated business rhetoric, logic and practice. We examine this through an analysis of discursive formations manifested in two major international edu-business events in Finland – Dare to Learn and XcitED. The performativity existing in these events, combining actions and interactions, objective and subjective elements and materialized and symbolic interests and outcomes, enables convergences between business and education. In Finland, where education is overwhelmingly public, there is a subtle marketization, increasingly integrating business rationales and attitudes in education. We employed event ethnography and discourse analysis to examine points of diffraction between education and business. A transversal movement between the field of education and the field of business is enabled by symbolic power. Dare to Learn and XcitED discursive formations reveal the penetration of business in education, which reframes the field of education and fosters the global education industry in Finland and abroad, challenging notions and practices of democracy and citizenship in education.</p

    This paper focuses on Cuba and its position in global politics by means of geopolitics/geoeconomics. These two concepts are used to describe the current international political dimensions and how different nations attempt to control their position within global power politics. Geopolitics has always been related to the energy economy and energy policy. Cuba has throughout history been heavily connected to the states located in its neighbourhood as well as the international power politics. In this article, we illustrate the impacts of geopolitics and further explain the Cuban dependency on international global politics through Cross-Impact analysis (CIA), especially in terms of its version called Express Cross-Impact Technique (EXIT), developed at Finland Futures Research Institute. Three alternative scenarios are the results of the analysis.</p

    The solid-metric dimension

    Resolving sets are designed to locate an object in a network by measuring the distances to the object. However, if there are more than one object present in the network, this can lead to wrong conclusions. To overcome this problem, we introduce the concept of solid-resolving sets. In this paper, we study the structure and constructions of solid-resolving sets. In particular, we classify the forced vertices with respect to a solid-resolving set. We also give bounds on the solid-metric dimension utilizing concepts like the Dilworth number, the boundary of a graph, and locating-dominating sets. It is also shown that deciding whether there exists a solid-resolving set with a certain number of elements is an NP-complete problem.</p

    Laser welding is a widely-used fusion welding process in industry. However, laser welding is not a common welding process in the manufacture of industrial crane structures. There has been a remarkable increase in the available strength classes of steel grades over the last 10 years, such that strengths of up to 1200 MPa are now commercially available. This enables the use of thinner materials in welded products and at the same time, has opened up new possibilities for using laser welding more widely in the manufacture of steel structures. This study focuses on the static and fatigue strength of the laser-welded joints. Details investigated are edge joint with flange preparation between two rectangular tubes and edge joint between flat bar and rectangular tube. A novel fatigue strength assessment concept, the FAT(mod) method, is applied to assess the theoretical fatigue performance of the joint in comparison with the effective notch stress method with a FAT630 design curve. The FATmod method is based on the local stress ratio at a fatigue-critical point of the joint and the analysis considers the strength of the material, surface quality and applied stress ratio in the assessment of fatigue. The study shows that the samples failed from the base material side in static tests and the FAT(mod) method developed was found to agree well with the test results.</p

    Post-SELEX modification of quinine aptamers through neoacetalization

    In this article, a neoacetalization-based method for post-SELEX modification of aptamers is introduced. Three modified quinine binding aptamer scaffolds were synthesized by replacing three different nucleosides of the binding site with a (2R,3S)-4-(methoxyamino)butane-1,2,3-triol residue. These aptamer scaffolds were incubated in different aldehyde mixtures with and without quinine, allowing the reversible formation of N-methoxy-1,3-oxazinane (MOANA) nucleoside analogues through dynamic combinatorial chemistry. UHPLC-MS analysis identified two aldehydes, namely methyl 4-formylbenzoate and 3-nitrobenzaldehyde, with significantly different tendency to react with one of the aptamer scaffolds in the presence and absence of quinine. The quinine binding affinity of these two modified aptamers was determined by isothermal titration calorimetry (ITC). Unexpectedly, the 3-nitrobenzaldehyde derivatized aptamer dimerized on binding quinine at the relatively high concentration of the ITC. In addition, we discovered that with another modified aptamer, quinine binding caused cleavage of the N–O bond of the (2R,3S)-4-(methoxyamino)butane-1,2,3-triol residue.</p
