    Special Legal Solutions Introduced in Regard to the Relationship with COVID-19 Affecting Municipal Budgets - Selected Issues

    The article discusses the legal changes related to the finances of communes, introduced into the Polish legal order to counteract adverse social effects and the economic aspects of the SARS- CoV-2 epidemic. It indicates the impact of new regulations on the website revenue for the budgets of municipalities and the powers of municipal authorities concerning, first and foremost, budget control and implementation. The solutions that were presented in detail have the goal of helping entrepreneurs most economically affected by the pandemic - such as the possibility of exemption from real estate tax by resolution of the commune council for part of 2020 and selected months of 2021, an extension of instalment payment deadlines for real estate tax, or the failure to collect the market fee in 2021. Essentially, only some of these solutions provide for financial compensation from the commune budgets. The consequences for the budgets of communes related to the changes indicated, in the context of the need to perform their tasks

    Macrocyclic compounds from the family of crown ethers are subject of an enduring interest due to their interesting properties and numerous applications. The most characteristic feature of chemical compounds belonging to this class is their ability to form complexes with metal cations from I and II group, and the dependence of stability of these complexes on the matching of a cation diameter and the size of the cavity in a macrocyclic ring. The changing of part or all oxygen atoms in the crown ether ring by other heteroatoms (for example sulfur or nitrogen atoms) allows the obtaining of macrocyclic compounds with differentiated complexing properties. During the research, a number of new macrocyclic compounds containing sulfur and oxygen or nitrogen atoms were synthesized. Each of the synthesized macrocyclic compounds also possesses an aromatic moiety in its structure. Complexes of the part of obtained macrocycles with chosen transition metal cations were also synthesized. Obtained compounds were characterized by means of instrumental analytical methods such as NMR, FTIR, UV-Vis spectrometry. Single crystals obtained during research were used to determine crystal structures of large part of obtained compounds by means of the XRD method. Conducted research aims in broadening of fundamental knowledge in the field of described group of macrocyclic compounds, with emphasis on their crystal structures and crystal structures of their complexes with transition metal cations

    W artykule został podjęty problem „tożsamości przemieszczonej” rozumianej jako odgórny - narodowy i społeczny - projekt dla przestrzeni pojałtańskich. Chociaż jego celem była homogenizacja narodowa oraz integracja w nowych granicach geograficznych i ustrojowych, faktycznie wywołał on kryzys przynależności i identyfikacji dziedziczony przez kolejne pokolenia powojennych mieszkańców nowych terenów. Przedmiotem badań autorki są polskie filmy fabularne z lat 1956-1970, stanowiące reprezentację tytułowego zagadnienia, których udział w recepcji „Ziem Odzyskanych” był znaczący. Twórcy tych filmów podejmowali temat migracji, osadnictwa i zagospodarowywania nowych obszarów, przez co zasadniczo wpływali na kształt zbiorowej wyobraźni. Analizie poszczególnych utworów towarzyszą pytania o to, w jaki sposób kino uczestniczyło w procesach konstrukcji monoetniczności, a także na ile wyrażało racje polityczne oraz ukazywało życie codzienne, problemy adaptacyjne i konflikty społeczne. Celem podjętych badań jest uzupełnienie dotychczasowej wiedzy z zakresu historii kina polskiego okresu PRL oraz jego kontekstów politycznych i społeczno-kulturowych związanych z tematyką Ziem Zachodnich

    Badania wybranych właściwości polimerów z pierścieniami imidowymi modyfikowanych azochromoforami

    The aim of the doctoral thesis concerns investigations of azopolymers focus on determination of the relationship between its chemical structure and both physical and induced by polarized light properties. The subject of the research was the polymers with aromatic imide rings and the ester or ether groups in the polymer backbone, containing derivatives of azobenzene or azopyridine. Azochromophores were covalently bonded to the macromolecular chains or molecularly dispersed in polymer matrix formed "guest-host" systems. In the frame of work, the synthesis of low molecular weight compounds and polymers were carried out. The synthesized 8 low molecular weight compounds were used to obtain 4 poly(ether imide)s and 3 poly(ester imide)s. In addition, 2 poly(ether imide) matrices were synthesized, which together with the commercially available poly(ether imide), were used to prepare 38 "guest-host" polyimides. The investigated azopolymers formed a good quality films on glass substrate and in some cases the foils were obtained. It should be stressed, that free-standing materials - foils preparation form azocompunds functionalized polyimides is not easy task. The effect of such selected elements of azopolymer structure as the structure of both the main polymers chain and azochromophores, the method of azomolecules chromophore assembling with the polymer backbone and its content on solubility, thermal, thermomechanical, mechanical properties, trans-cis-trans isomerization, photoinduced birefringence and photomechanical effect was analyzed. It should be noted, that thermomechanical and mechanical properties of azopolymers are seldom reported in the literature. Moreover, there is not much works concern the study of the trans-cis-trans isomerization of azochromophore solutions, in particular of azopyridine derivatives. To the best of our knowledge, the kinetics of the trans-cis-trans azopolyimides isomerization in a solid state is presented for the first time in this PhD thesis. Polymers with the best physical and induced by polarized light properties were examined for the potential application including: (i) the fabrication of photonic structures in cooperation with the Faculty of Chemistry of the Wrocław University of Science and Technology and the Faculty of Physics of the Warsaw University of Technology, (ii) the preparation of layers for the liquid crystal alignment with the Institute of Applied Physics of the Military Technical Academy in Warsaw, and (iii) the use of azopolyimide as membranes for gas separation in cooperation with the Centre of Polymers and Carbon Materials PAS in Zabrze. The innovative nature of the presented dissertation concerns the modification of the chemical structure of the polymers, which allowed to obtain: (i) main-chain functionalized azopolyimide with a record high photoinduced birefringence, (ii) "T-type" azopolyimide, which very high the diffraction efficiency and surface amplitude modulation similar to those reported for the azopolymer with a much higher azochromophore content in the repeating unit and (iii) the "guest-host" system with the surface relief grating modulation significantly exceeded the results obtained for the systems with a much higher content of azochromophore, described in the literature. Moreover, it was showed the photomechanical effect can be observed not only in functionalized azopolymers but also in "guest-host" azosystems. For the first time the main chain functionalized azopolyimide was used as a gas separation membrane. The results obtained in presented dissertation extend the knowledge of azopolyimides and may be also important from the point of view of potential applications

    The main research objective of the presented doctoral dissertation was to develop a technology for the preparation of new nanostructured sulfide (ZnCr₂S₄, CuCr₂S₄) and selenide (ZnCr₂Se₄, CuCr₂Se₄) spinels and to determine the influence of crystallite size on the physicochemical properties of this group of compounds. The implementation of this goal included: 1) obtaining nanospinels using mechanical alloying and high-energy ball mining methods; 2) determination of lattice parameters, crystallite sizes, and lattice strains using X-ray structural analysis; 3) imaging the morphology of the obtained nanospinels using electron spectroscopy; 4) determination of magnetic parameters using temperature tests of changes in direct current (dc) and alternating current (ac) susceptibility as well as magnetization as a function of an external magnetic field; 5) calculation of the exchange integrals related to the magnetic interactions of superexchange and double exchange; 6) carrying out tests of electrical conductivity and thermopower. The conducted studies of magnetic and electrical properties has shown that reducing the size of crystallites to the nano scale causes: 1) disturbance of the long-range and short-range superexchange interactions, which leads to the appearance of different orderings of magnetic moments, 2) weakening of the mechanisms of magnetic interactions of superexchange and double exchange, as indicated by the calculated values of the exchange integrals associated with these interactions; 3) disappearance of the magnetic saturation state; 4) changing the nature of the electrical conductivity of CuCr₂S₄ and CuCr₂Se₄ nanospinels from metallic to semiconductor, which is related to the narrowing of the mixed-valence band of the chromium ions Wd (3d t₂g); 5) changing the type of electric conductivity from p type to n type caused by an increase in the advantage of anionic vacancies over cationic ones. As part of the research work, nanostructured spinel materials with unique physicochemical properties were obtained and the possibility of their modulation by appropriate selection of the size of crystallites was shown, which may result in their potential application in science and technology in the future
