Analysis of the Existing and Planned Waste Management System in Split-Dalmatia County with Proposed Interventions for Achieving Sustainability : Master's Thesis
No full textUčinkovito gospodarenje komunalnim otpadom predstavlja ključan izazov za održivi razvoj, osobito u prostorno složenim regijama poput Splitsko-dalmatinske županije. Ovaj rad analizirao je europski, nacionalni i županijski okvir gospodarenja otpadom te usporedio tri scenarija obrade otpada: potpuni odvoz u ŽCGO Lećevica, djelomični odvoz s lokalnim zbrinjavanjem i izgradnju centralne spalionice u Splitu. Analiza je uključila izračun emisija CO₂, eutrofikacijskog i zakiseljujućeg potencijala, operativnih troškova te prihoda od prodaje sirovina i toplinske energije. Rezultati su pokazali da potpuni odvoz ima najnepovoljnije učinke, dok spalionica postiže najpovoljnije rezultate u pogledu okolišnih utjecaja i ekonomske bilance, uz izazove vezane uz realizaciju. Djelomični odvoz predstavlja kompromisno rješenje, ali sa značajnim logističkim i okolišnim opterećenjima. Rad potvrđuje potrebu za fleksibilnijim i održivijim pristupom gospodarenju otpadom, uz poseban naglasak na optimizaciju transporta i lokalne obrade otpada.Effective municipal waste management is a key challenge for sustainable development, particularly in spatially complex regions such as the Split-Dalmatia County. This study analyzed the European, national, and regional waste management frameworks and compared three waste management scenarios: full transport to the ŽCGO Lećevica center, partial transport with local treatment, and the construction of a central incineration plant in Split. The analysis included calculations of CO₂ emissions, eutrophication and acidification potentials, operational costs, and revenues from the sale of secondary raw materials and thermal energy. Results showed that full transport generates the most unfavorable impacts, while the incineration scenario achieves the best environmental and economic outcomes, despite certain implementation challenges. The partial transport scenario represents a compromise solution but is associated with significant logistical and environmental burdens. The study highlights the need for a more flexible and sustainable waste management approach, with a focus on optimizing transport and enhancing local treatment capacities
