Бюрократия как общественный институт управления государством
No full textМинуло десять років з часу публікації першої статті, присвяченої специфічному аспекту державної бюрократії – її функціональності та допустимості поєднання з політикою. На сучасному етапі розвитку українського суспільства ця проблема набула ще більшої актуальності і обумовила виникнення ще більшої кількості питань, одним з основних серед яких є: чи може виконувати свої функції державна бюрократії за умови її зрощення з політикою та великим бізнесом. Ця стаття є першою, вихідною і основоположною у своєрідній тріаді публікацій, присвячених феномену бюрократії як суспільному інституту управління державою. У статті висвітлено теоретичні засади, об’єктивні передумови виникнення і значення бюрократії як специфічного суспільного інституту, охарактеризовано його місце і роль в інституціональній структурі суспільства. Виявлено неоднозначність і суперечність її феномену та роль в організації життя суспільства. Зроблено спробу розкрити причини та особливості політизації та розвитку бюрократизації. Показано багатофункціональність бюрократії і широкоспекторність її завдань, базові принципи організації та функціонування. Певне місце приділено питанню раціональної бюрократії.
Друга стаття буде присвячена аналізу основних теорій і концепцій розвитку бюрократії як об’єктивного суспільного явища, нерозривно пов’язаного з існуванням держави. Третя – особливостям української бюрократії, її специфічним рисам, ознакам і взаємозв’язкам з політикою і бізнесом.Ten years ago, the first article was published describing a specific aspect of government bureaucracy, namely its functionality while being involved with politics. At the present stage of Ukrainian societal developmen, this problem has acquired greater scope and significance, and is causing the emergence of more questions, even on the international stage. Principle among the questions facing Ukrainian society is whether the government bureaucracy is able to carry out a basic level of functionality while politics is stilled being mingled with large privately held businesses. This article is the first of three foundational articles examining the phenomenon of bureaucracy as a social institution of state governance. The article clarifies the theoretical framework, the objective preconditions for the emergence and meaning of bureaucracy as a specific social institution. Its role in the institutional structure of society is described herein. Ambiguity and contradictions of its phenomenon and role in societal organizations were found. Attempt was made to uncover the causes and features of politicizing bureaucracy and the development of bureaucratization. The multifunctionality of bureaucracy, its objectives, and basic principles of organization and operation were shown. A certain place was given to the question of what rational bureaucracy actually is.
The second article will be devoted to the basic theories and concepts of bureaucracy as an objective social phenomenon, which is inextricably linked to the existence of the state. The third article will be about the peculiarities of Ukrainian bureaucracy, its specific features, attributes and relationships to politics and business
