Українські державницькі процеси в другій половині XVIII століття (до питання про козачі військові формування)

В колі уваги — передумови утворення та функціонування козачих військових формувань — Задунайської Січі (1775–1828), Бузького козацького війська (1785–1817), Катеринославського козацького війська (1787–1789), Чорноморського козацького війська (1788–1860) та ін., їх роль у збереженні державницьких традицій українського народу.The history of Cossak military units on the Ukrainian lands during the second half of XVIII century — after liquidation of Hetmanshchina (as autonomous Ukrainian Cossak stte) and under active offensive of Russian tsarism against rights and liberties of Ukrainian people — is studied. There are under discussion preconditions and character of forming and functioning of Cossak military units — Zadunaiska (Transdanubian) Sich (1775–1828), Bug Cossak army (1785–1817), Katerinoslav Cossak army (1787–1789), Chornomorsk (Black sеa) Cossak army (1788–1860) and others, their role within Russian Empire and Ukrainian sоciety. It is asserted, that Cossack military units served as reliable instrument of the Russian
military forces under the conditions of wars against Osman Empire; they had to become also in the noted aspect an instrument of providing Russian imperialism and chauvinism. Howeer, notwithstanding Russian propaganda and real imperial practice of Russian state machine Cossacks of the noted military units retained their heroic traditions and state building potenial of Ukrainian people.Рассмотрена история казачьих военных формирований на украинских землях после ликвидации Гетьманщины и активного наступления российского царизма на права и вольности украинского народа. Нечіткий підхід до оцінки національного індексу задоволеності життям
Get PDFВ статье рассматриваются проблемы удовлетворенности жизнью населением в конкретных областях жизни, таких как работа, доход, жильё, здоровье, отдых и окружающая природная среда. С этой целью формируется модель оценки национального индекса удовлетворенности жизнью, базирующаяся на методах нечетких множеств и нечеткой логики.
Предметом исследования является обеспеченность социальных групп Азербайджана в различных областях жизни. Полученные результаты показывают, что значения индекса удовлетворенности областями жизни рядом социальных групп, а именно – очень бедных, малообеспеченных, хорошо обеспеченных и высокообеспеченных, полностью совпадают со значениями лингвистических переменных, характеризующих разные степени удовлетворенности жизнью. Значения индекса второй группы (бедные) ближе к очень неудовлетворенной, а индексы малообеспеченной третьей группы – к неудовлетворенной. Проведенные расчеты также показывают, что общий уровень национального индекса удовлетворенности областями жизни находится между значениями неудовлетворенной и среднеобеспеченной.
В работе впервые предлагается нечеткая лингвистическая модель оценки национального индекса удовлетворенности жизнью. Полученные результаты исследования дают возможность лицам, принимающим решения в области управления макросоциоэкономической системы, корректировать параметры управления адекватно текущей ситуации.In this article we deal with some problems of national life satisfaction in specific life spheres, such as: work, income, dwelling, health, pas-time and environment. For this purpose the model of the assessment of the national life satisfaction index is formed, which is based on the methods of fuzzy sets and fuzzy logic.
The subject of the research is material security of social groups of Azerbaijan in different life spheres. The received results show that the value of life satisfaction index of some social groups, such asvery poor, of moderate means, well-off and rich, absolutely coincide with value of linguistic variables which characterize different levels of life satisfaction. The index value of second group (poor people) is closer to very unsatisfied, and that of the third one – to unsatisfied. The cal-culations also show that the general level of the national satisfaction index is located between values of unsatisfied and people of moderate means.
In the article, for the first time, fuzzy linguistic model of assessment of national life index is proposed. The received results of the research give the opportunity to people, who make decisions in the sphere of management of macroeconomic system, to adjust management pa-rameters equal to the current situation.У статті розглянуто проблеми задоволеності населенням життям у конкретних життєвих сферах, таких як робота, дохід, житло, здоров’я, відпочинок і навколишнє природне середовище. З цією метою формується модель оцінки національного індексу задоволеності життям, що базується на методах нечітких множин і нечіткої логіки.
Предметом дослідження є забезпеченість соціальних груп Азербайджану в різних сферах життя. Отримані результати показують, що значення індексу задоволеності сферами життя низкою соціальних груп, а саме – дуже бідних, малозабезпечених, добре забезпечених і високозабезпечених, повністю збігаються зі значеннями лінгвістичних змінних, що характеризують різні ступені задоволеності життям. Значення індексу другої групи (бідні) ближче до дуже незадоволених, а індекси малозабезпеченої третьої групи – до незадоволених. Проведені розрахунки також показують, що загальний рівень національного індексу задоволеності сферами життя знаходиться між значеннями незадоволених і середньозабезпечених.
У роботі вперше пропонується нечітка лінгвістична модель оцінки національного індексу задоволеності життям. Отримані результати дослідження дають можливість особам, котрі приймають рішення в галузі управління макросоціоекономічної системи, коригувати параметри управління адекватно поточній ситуації

The theoretical analysis of the category of «the organizational and economic mechanism» is made. The scheme of forming the organizational and economic mechanism of strategic human capital management is proposed. The author identifies the following types of risks that are influenced by environmental factors that lead to system limitations of strategic human capital management: technological, financial and economic, institutional, social. The classification of stakeholders’ expectations of the airlines segment of the air transport industry is improved. It is formulated the essence of interests’ conflicts between the main actors of strategic human capital management in this segment. The organizational and economic mechanism of strategic human capital management is modeled. The functions of institutions of state and market regulation responsible for strategic human capital management the airline segment of the air transport industry are defined. Prospects for the future research are developing system-creative components of strategic human capital management.Сделан теоретический анализ категории «организационно-экономический механизм».

First the article proposed to consider the effective employment separately for youth. Results of the research can be used for the further research and development program to promote youth employment. Summarizing, we can say that the situation in the youth labor market depends on defining processes that occur on aggregate labor market and the economy in general. According to the author, a precondition for the effective employment of Ukrainian youth, in addition to the above, a high level of education, this is confirmed by national and international studies, as well as one of the best European youth legislation. Therefore, the development of measures to promote effective youth employment should be the part of the
national strategy for employment that will solve a number of important social and economic problems of society.

Модель экологической эстетики в теоретической разработке Ю. Сепанмаа
Get PDFA rather new discipline for Ukraine which is called environmental aesthetics is under consideration in the article. The analysis of environmental aesthetics that explores the global problem of coexistence of man and nature through the definition of aesthetic value and symbolic meaning of the environment is the main focus in the modern philosophical discourse. The actuality of the topic is evident because environmental aesthetics is a developed discipline in the USA, Canada and Finland, some steps of analyses are made in Russia, but in Ukraine it has not become the subject of scientific discussion yet. It is necessary to stress the possibility of practical application of theoretical achievements in this field of
research: in the Ukrainian educational space a course entitled «Environmental aesthetics» written by head of Kyiv ecological and cultural center V. Boreiko was introduced. It is aimed at giving skills of environmental and aesthetic attitudes towards the world of nature.
The concept of environmental aesthetics created by the Finnish philosopher Y. Sepanmaa as one of the most prolific western treatment is considered in the article It reveales a substantive field and the main issues of environmental aesthetics that are fed into the overall context of aesthetic theory in the frames of ontology and metacriticism of environmental aesthetics. This study is conceptual and philosophical.
In the paper the author mainly appeals to the work «The Beauty of Environment: A General model for Environmental Aesthetics», as it is the most thorough exposition of environmental aesthetics in this field of research. Firstly, Y. Sepanmaa has noted that there were three starting points for environmental aesthetics: the philosophy of beauty, the philosophy of art, and the metacriticism.
Environmental aesthetics is the aesthetics of a real world. It is analyzed as a sphere of aesthetic appreciation of objects of the environment. Then, the author offered the classification of aesthetic objects: there are two types (natural and artificial) and three kinds: 1) works of art, 2) the invironment (in a state of nature and altered), 3) environmental art.
There are no limits or criteria for the differentiating the class of «objects of environmental aesthetics», because there are no limits for them in space and time. Making the environment an aesthetic object is based only on a decision of the recipient. After that, the philosopher identifies three ways of aesthetic descriptions: description, interpretation, evaluation.
It is concluded that the work «The Beauty of Environment: A General model for Environmental Aesthetics» helps to understand that environmental aesthetics belongs to the intellectual and cultural evolution of the modern times. It is a discipline with its own concepts, its own object, and problems, and, what is the most important, with its own contributions in the field of the aesthetic science.

Проблематика бюджетного планування в Україні є вкрай актуальна в сьогоднішніх умовах макроекономічної та макрофінансової нестабільності. Особливу увагу зосереджено на реальності макропоказників і необхідності в їх транспарентності для суспільства, на ефективності та результативності середньострокового і стратегічного бюджетного планування держави. Виходячи з реалій сьогоднішнього становища економіки та фінансів висловлені критичні думки щодо макроекономічних і макрофінансових показників, можливих тенденцій і прогнозів подальшого розвитку української держави. Запропоновано деякі напрямки удосконалення бюджетного планування в Україні.The research analyzes evident multifaceted theoretical and practical problems of real methods of budgetary planning in Ukraine. The author aims at the analysis of budgetary planning in Ukraine via the prism of increasing its efficiency and effectiveness, real macroeconomic and macro financial indicators, t macro stabilization achievement. Different opinions of many scientists and practitioners on budgetary planning in Ukraine have been analyzed, and the author, in his turn, expressed his personal points of view.
The research has achieved scientific and practical results and needs further investigation. The issue of budgetary planning in Ukraine has a crucial character and is extremely relevant in today’s macroeconomic and macro financial instability. The questions of true macro indicators and the need of society for transparency, efficiency and effectiveness of medium-term and strategic budgetary planning of the state have been paid particular attention.
Based on the realities of today’s situation in the economy and finance, the article expresses critical views on macroeconomic and macro financial indicators of possible trends and forecasts of further development of the Ukrainian state. Some approaches to the improvement of the budgetary planning in Ukraine have been suggested.Исследование рассматривает имеющиеся многоаспектные проблемы теории и практики украинских реалий бюджетного планирования. Автор ставил целью исследовать бюджетное планирование в Украине через призму повышения его эффективности и результативности, реальности макроэкономических и макрофинансовых показателей, достижение макростабилизации. Рассмотрены мысли ученых и практиков по бюджетному планированию в Украине, в свою очередь высказано критические мысли автора статьи.
