Get PDFУ статті досліджено сутність соціального захисту як інституту і як механізму системи соціальної політики держави з метою забезпечення конституційних прав людини. Акцентовано увагу на тому, що основним базовим інститутом соціального захисту саме економічно активного населення від впливу соціальних ризиків втрати доходів внаслідок повної або часткової втрати працездатності виступає соціальне страхування. Проаналізовано сутність інституту соціального страхування як механізму компенсації частини доходів у випадку настання соціальних ризиків.The main purpose of the article is to outline the essence of institutional components of social security of the population. It is defined the content of the concept of «social institution» and clarified its relationship with the concept of «social security institution» in the article. It`s proved that social insurance as an institution of social protection is an
independent socio-economic system which provides for the protection of the economically active population from social risks. Is improved a formulation of the concept of «social security institution» which is considered on the basis of insurance principles providing for compulsory redundancy of wages with its further use in the insurance case. An practical significance of the obtained results consists in the possibility and suitability of research proposals for improving the operation of social insurance as an institution of social protection of the population in order to protect the realization of social rights of the economically active population. Thus, the basic institution of social protection are social insurance which is an independent socio-economic system which provides for the protection of the economically active population from social risks. In the social security system a social justice can be achieved by providing the relationship between constitutional rights and the realities of modern life, adherence to the insurance principle in order to the implementation of human rights in social and labor sphere. The issue of the interrelationship between the institutions of social protection, social security and social insurance with the aim of enhancing measures to minimize social risks requires a scientific study in the future.В предлагаемой статье исследована сущность социальной защиты как института и как механизма системы социальной политики государства с целью обеспечения конституционных прав человека. Акцентировано внимание на том, что основным базовым институтом социальной защиты именно экономически активного населения от воздействия социальных рисков потери доходов из-за полной или частичной утраты трудоспособности выступает социальное страхование. Проанализировано сущность института социального страхования как механизма компенсации части доходов в случае наступления социальных рисков
