At present in the works of local political scientists, economists, lawyers, constantly
studied the issue of the welfare state. This generated a variety of approaches to
understanding and meaning. An unbiased analysis of these approaches suggests that
most Ukrainian scientists examine these questions in the light of the specific activities of the State in the social sphere. Everything provided in the article — is not an exhaustive list of the challenges and risks inherent in the development of modern Ukraine. Under these circumstances there is every reason to believe that firstly, the formation of Ukraine as a developed European welfare state that provides human development, taking responsibility for social equality, the
welfare of citizens and social cohesion in society is simply impossible.The study also
confirmed the idea that modern Ukrainian society is still a society without established traditions, ideologies, torn with historical and cultural links with the past.
