    최근 디지털 전환이 가져온 기술혁신과 R&D 패러다임의 변화는 과학기술분야 정부출연연구기관(이하 출연(연))의 경제·사회적 가치 창출에 대한 관심으로 이어지고 있다. 즉, 기술혁신을 통한 산업·경제적 기여와 함께, 사회문제 해결 및 국민 삶의 질 제고 등과 같이 출연(연)의 수요기반 R&D 요구에 대한 비중이 보다 확대되고 있다. 이에 따라, 본 고에서는 수요기반 R&D의 중요성과 이에 기반한 출연(연)의 역할 재정립에 대해 설명하였다. 다음으로, 기존 R&D와 수요기반 R&D의 특성과 차이에 대해 파악하고, 수요기반 R&D 과정에서 참여자 간 상호소통을 기반으로 문제해결을 위해 적용할 수 있는 다양한 도구를 소개하였다. 또한 수요기반 R&D 프로세스에서 수요자의 요구를 반영하고 참여를 유도하기 위한 방안으로 고객만족경영 활동에 기반한 수요자 피드백 체계에 대해서도 살펴보았다. 마지막으로, 수요기반 R&D 과정 및 성과가 실질적인 수요자 만족으로 연계될 수 있는 체계 개발을 위한 실천 전략을 제안하였다. 수요자 경험의 체계적 관리·활용, 연구과정에서 참여자 간 상호소통을 활성화할 수 있는 R&D 시스템 구축 등이 요구된다

    Cytoplasmic FMR1-interacting protein 2 (CYFIP2) is a key component of the WAVE regulatory complex (WRC) which regulates actin polymerization and branching in diverse cellular compartments. Recent whole exome sequencing studies identified de novo hotspot variants in CYFIP2 from patients with early-onset epileptic encephalopathy and microcephaly, suggesting that CYFIP2 may have some functions in embryonic brain development. Although perinatal lethality of Cyfip2-null (Cyfip2-/-) mice was reported, the exact developmental time point and cause of lethality, and whether Cyfip2-/- embryonic mice have brain abnormalities remain unknown. We found that endogenous Cyfip2 is mainly expressed in the brain, spinal cord, and thymus of mice at late embryonic stages. Cyfip2-/- embryos did not show lethality at embryonic day 18.5 (E18.5), but their body size was smaller than that of wild-type (WT) or Cyfip2+/- littermates. Meanwhile, at postnatal day 0, all identified Cyfip2-/- mice were found dead, suggesting early postnatal lethality of the mice. Nevertheless, the brain size and cortical cytoarchitecture were comparable among WT, Cyfip2+/-, and Cyfip2-/- mice at E18.5. Using RNA-sequencing analyses, we identified 98 and 72 differentially expressed genes (DEGs) from the E18.5 cortex of Cyfip2+/- and Cyfip2-/- mice, respectively. Further bioinformatic analyses suggested that extracellular matrix (ECM)-related gene expression changes in Cyfip2-/- embryonic cortex. Together, our results suggest that CYFIP2 is critical for embryonic body growth and for early postnatal survival, and that loss of its expression leads to ECM-related gene expression changes in the embryonic cortex without severe gross morphological defects

    Estimating the Impacts of Investment in a National Open Repository on Funded Research Output in South Korea

    Open access is a paradigm whereby the electronic versions of scholarly publications are made freely accessible without any restrictions. It is actively promoted globally and is also promoted domestically in accordance with this global trend. However, there is a growing need to evaluate existing activities and to seek policies for the steady spread of open access. This study examines the necessity of switching to a national repository from existing institutional repositories through policy direction analysis of open repositories. We examined domestic open access policies by analysing various overseas cases and the situation in South Korea. Finally, we determined the validity of investment in a national repository by analysing its social and economic impacts using the modified Solow-Swan model. The main parameters for applying the modified Solow-Swan model were estimated, and the domestic research and development expenditure was predicted via a regression method. Then, we applied a range of rate of returns to research and development (10% to 50%) to various scenarios and examined the effects of increasing accessibility and efficiency by 1% to 10%. We found that the implementation of a national open access repository in South Korea would have a substantial impact (to the tune of 147 billion won), without considering the potential costs of such a repository. Based on the estimates of the social and economic impact of a national repository, the implementation of a national open access repository in South Korea is economically viable. Besides having beneficial social and economic impacts, a national repository is expected to enhance awareness of open access among Korean researchers and institutions

    Computer Vision in Precipitation Nowcasting: Applying Image Quality Assessment Metrics for Training Deep Neural Networks

    This paper presents a viewpoint from computer vision to the radar echo extrapolation task in the precipitation nowcasting domain. Inspired by the success of some convolutional recurrent neural network models in this domain, including convolutional LSTM, convolutional GRU and trajectory GRU, we designed a new sequence-to-sequence neural network structure to leverage these models in a realistic data context. In this design, we decreased the numbers of channels in high abstract recurrent layers rather than increasing them. We formulated the task as a problem of encoding five radar images and predicting 10 steps ahead at the pixel level, and found that using only the common mean squared error can misguide the training and mislead the testing. Especially, the image quality of last predictions usually degraded rapidly. As a solution, we employed some visual image quality assessment techniques including Structural Similarity (SSIM) and multi-scale SSIM to train our models. Experimental results show that our structure was more tolerant to increasing uncertainty in the data, and the use of image quality metrics can significantly reduce the blurry image issue. Moreover, we found that using SSIM was very effective and a combination of SSIM with mean squared error and mean absolute error yielded the best prediction quality
