    Implementation of Cellular Neural Network in 5-Transistor Active Pixel Sensors

    A concept for a CMOS image sensor architecture with real-time parallel analog signal processing is presented in this paper. Cellular Neural Networks (CNN) enables image processing in the analog domain using circuit elements such as capacitors, resistors, and nonlinear voltage-controlled current sources. Utilizing CNN for pre-processing in the analog domain allows for real-time feature extraction, noise removal, or other basic image processing, including edge and corner detection. Implementing CNN on a camera requires modification to the CMOS active pixel sensor architecture

    Social tourism in national policy documents in Turkey

    This research aims to investigate the significance and function of social tourism within Turkey\u27s national policy documents. Since the conceptual emergence of social tourism in the 1950s, there have been several cyclical developments, such as the rapid spread of mass tourism worldwide, changes in the approach of the social state, neoliberal economic transformations, and the emergence of sustainability perspectives. For countries that have established Social Tourism as a part of public policy, its benefits are strongly asserted, and social tourism is included in the scope of public planning. These developments have been influential in the preparation and implementation of Turkey\u27s national policy documents. In this study, the evolution of social tourism is discussed by examining its development through national policy documents in Turkey. It utilizes the document analysis method to gather data from past studies and government publications and, in this respect, carries out an in-depth review of academic literature and national policy documents regarding social tourism, including The Development Plans, The Tourism Strategy of Turkey 2023, and The Action Plan covering 2007-2013. Sosyal turizmin kavramsal olarak 1950’li yıllarda ortaya çıkmasından günümüze dek dünya genelinde kitle turizminin hızlı bir biçimde yaygınlaşması, sosyal devlet anlayışındaki değişimler, neoliberal ekonomik dönüşümler, sürdürülebilirlik perspektifleri gibi bazı konjonktürel gelişmeler olmuştur. Sosyal turizmin kamu politikasının yerleşik bir parçası olduğu ülkelerde, faydaları güçlü bir biçimde vurgulanmış ve sosyal turizm kamu planlaması kapsamına alınmıştır. Bu gelişmeler Türkiye’nin ulusal politika belgelerinin hazırlanması ve uygulanması sürecinde de etkili olmuştur. Bu çalışmada Türkiye’de sosyal turizme yönelik yaşanan dönüşüm ve mevcut durum ulusal politika belgeleri üzerinden incelenmektedir. Bu çerçevede sosyal turizme ilişkin akademik literatür taranmış; kalkınma planları, Türkiye Turizm Stratejisi 2023 ve Eylem Planı 2007-2013 gibi temel ulusal politika belgelerine doküman analizi yapılmıştır.     City of Tampa Tree Canopy and Urban Forest Analysis 2021

    This report summarizes the fourth tree canopy and urban forest analysis conducted for the City of Tampa and represents the year 2021. The City of Tampa tree ordinance (Ord. No. 2006-74, § 9, 3-23-06) requires an assessment of the tree canopy and urban forest every five years (beginning in 20061). In an effort to reduce concerns over bias, this work has been conducted by a collaborative team from the University of South Florida and the University of Florida following established USDA Forest Service protocols. This report provides detailed information about the current size, composition, health, and distribution of Tampa’s urban forest. It also shows how the tree canopy, urban forest and associated benefits have changed over the last five-year monitoring intervals and since 1973, 33 years before regular monitoring began. Specific results are used to evaluate the performance criteria listed in the City of Tampa’s Urban Forest Management Plan2, including tree canopy change and other results associated with the five Planning Districts whose boundaries were adopted in the Tampa Comprehensive Plan3 (see Figure 1). As part of this 2021 assessment, the report also includes several additional analyses to assist the City of Tampa with the management of the tree canopy and urban forest, including: Results of an online survey and in-person interviews focused on residents’ experiences and values of trees, including benefits, drawbacks, and priorities for the urban forest in the City of Tampa. Presentation of an urban heat map, showing areas of the City with measurably hotter summertime temperatures and how urban heat is related to the amount of tree can- opy, grass/shrub, and other land cover. An analysis of environmental equity, showing how specific sociodemographic groups might be disproportionately impacted by urban heat, lack the benefits provided by tree canopy. The intended audience for this report includes policymakers, agency managers, businesses, neighborhood associations and the City’s residents. This project is part of the City of Tampa’s Urban Forest Program. This report is intended to help Tampa enact tangible solutions to protect the City’s natural environment for future generations

    Disrupting Deterrence Signaling: Examining the Fifth Wave of Technology’s Impact

    A critical component of deterrence is signaling, or how states communicate desired images of themselves and their intentions.[i] While scholars advocate for a re-examination of classical deterrence theories in light of the emergence of artificial intelligence (AI) and autonomous systems, some view the impact of AI and autonomy as a force that will diminish human agency as a component of deterrence and interactions between nations. This article argues the contrary and posits that the emergence of AI and autonomous systems will magnify the importance of human agency by enabling decision-makers to more accurately gauge credibility, will-to-fight factors, and the national resolve of their opponents based on aggregated sentiment analysis and psychological profiling of civilian populations. Furthermore, this article contends that traditional forms of signaling are undermined by the pervasiveness of AI, autonomous systems, social media, metadata, and the ability of nation-state actors to more accurately surmise the credibility and national resolve of an opponent.     Desperate and Opportunistic: CBRN Terrorists and Civilian Radiological Material

    Chemical, Biological, Radiological, and Nuclear (CBRN) terrorism has long been a threat that has concerned policy makers. This paper highlights the factors which determine when a group is likely to use CBRN weapons given the numerous constraints on their use. A group which is desperate, small, and innovative is most likely to resort to their use as the taboos which constrain groups under normal circumstances become an incentive. These characteristics also determine what type of CBRN weapon will be used, a basic radiological weapon. A radiological weapon is relatively easy to develop compared to other options, and the material for it can be easily acquired. Using International Atomic Energy Agency (IAEA) reports, this research explores numerous shortcomings in sectors using radiological material both past and present. Significant failures have occurred in, and continue to occur in the medical, scrap metal, energy, and industrial practices. These are shown to provide ample opportunity to a resource poor group to carry out a successful CBRN attack
