Public service media y políticas de la UE : de la centralidad económica a la regulación de plataformas
No full textEsta contribución aborda el futuro de los Public Service Media (PSM) a partir del análisis de las políticas de la Unión Europea que afectan a este sector: de una regulación importante (definición de misiones y financiación) se ha pasado a una intervención secundaria, débil e indirecta. La definición de una serie de obligaciones de servicio público asu- midas por parte de los medios estatales, y su controvertida financia- ción pública, tal y como reflejaba el Protocolo de Ámsterdam (1997), ha constituido durante casi tres décadas la justificación esencial de permanencia del Public Service Broadcasting (PSB) en Europa. Sin em- bargo, la explosión de la transformación digital y, con ella, la transición del Public Service Broadcasting (PSB) al Public Service Media (PSM) ha tenido un doble efecto que podríamos calificar de efecto inverso. Por un lado, parece más necesario que nunca responder, de manera actualizada, a la pregunta sobre las misiones de servicio público en el contexto digital. En este sentido, los populismos y la instrumentalización mediática por parte de algunos países del sur y este de Europa han hecho ver a la Comisión Europea que los medios públicos podían ser parte de la solución para proteger los derechos fundamentales de la UE de Libertad de Expresión y Derecho a la Información (art. 10 CEDH), esenciales para el funcionamiento de las democracias. Sin embargo, en segundo lugar y en sentido inverso, esta necesidad no se ha plasmado legalmente. Resulta sorprendente que la Direc- tiva sobre Servicios Audiovisuales de 2018 no haga referencia a los PSM; aunque se haya reconocido su papel a través de mecanismos de soft-power como declaraciones, informes, acciones de promoción del pluralismo y presiones políticas desde Bruselas. Partiendo de dicho contexto, este análisis estudia en qué medida las recientes iniciativas legislativas para la regulación de los mercados y servicios digitales, como la Digital Services Act y la Digital Markets Act, podrían afectar a los medios públicos y a su posicionamiento -marginal o central- en el sector de la comunicación de las próximas décadas

Racing for Love : Achilles and Iphigenia in the Black Sea
No full textAmong the many places on the North Pontic coast that were related to Achilles in antiquity, the White Island or Leuke has attracted most scholarly attention, because substantial literary and epigraphic sources suggest that it was the main cult centre of Achilles in the Black Sea.¹ The archaeological remains of a big temple, now unfortunately lost,² and the large number of votive objects found at the site, support this idea. However, it was not the only cult place of Achilles in this region, for we know that there were other sacred spaces along the northern shore of the Black Sea where the Achaean hero was worshipped in antiquity: the sites of Beykush, Berezan, Olbia, Kinburn and Tendra provide evidence of this local veneration in a wide time frame, from the late Archaic period to the Roman times

Chapters document historical trends and the evolution of Honduras as a post-colonial nation, before looking in detail at recent State interventions in policy at pre-school, elementary, and secondary level. By offering empirical analysis of the Honduran education sector, the changing role and priorities of the State, and the increasing involvement of international organizations, NGOs, and private actors in the provision of education, the text increases understanding of how State theory interacts with broader global dynamics to impact education. No full textEl presente capítulo contextualiza la experiencia del Banco Audiovisual de Testimonios del Memorial Democrático de la Generalitat de Cataluña -el mayor archivo de fuentes orales audiovisuales del sur de Europa-, se subraya el valor de su base de datos y se exponen tres estudios de caso sobre los nuevos usos sociales de las fuentes audiovisuales para la dinamización cultural. También se compara el banco catalán con otros archivos audiovisuales europeos y americanos, y se describen las posibilidades de su consulta pública, poniendo de relieve el valor de las nuevas tecnologías como un garante para la transparencia democrática

The discussion is based on the large volume of research on the epigraphic material conducted in recent years. In particular, proxenia decrees and private letters written in the context of Greek archaic trade have come under scrutiny. While the investigation has provided several new insights relating to φυλαί, προξενία, πολιτεία and οἶκος in the Northern Black Sea area, the presentation will concentrate on some local peculiarities related to tribes (phylai)
