A swarm intelligence approach for cloud-based adaptive motion planning in robotic systems
Abstract and text in EnglishThe research study introduces a Multi-scale Convolutional Gated Recurrent Unit Network (MCGRU) combined with a Multi-Objective Glowworm Swarm Optimization (MOGSO) algorithm to enhance autonomous navigation capabilities in robotic systems. The MCGRU integrates a multi-scale convolutional neural network (CNN) with a GRU, facilitating effective
feature learning and representation for high predictive accuracy. The goal of the MOGSO-MCGRU algorithm is to achieve higher accuracy and precision than
individual algorithms. Inspired by the light-emission behavior of glowworms used to attract prey, the MOGSO algorithm serves as an evolutionary tool for optimization purposes. It searches for optimal solutions to enhance accuracy and convergence speed. By decomposing a multi-objective problem into several single-objective sub-problems through an aggregation function, the MOGSO algorithm reduces computational burden while improving convergence and execution speed—critical factors for the autonomous navigation of robots. To validate its performance, the MOGSO-MCGRU model was benchmarked against existing models, namely the Convolutional Neural Network – Fully Convolutional Network (CNNS-FCN), the Dark-FCN, and the Dark-FCN-448 machine learning models. The independence of the judiciary and its role in safeguarding the rule of law and constitutionalism in South Africa, Kenya, and Uganda
Abstract in English and SwahiliThe rule of law and constitutionalism are the pillars that support constitutional
democracies. It is the judiciary that ensures that the rule of law and constitutionalism
remain intact. For the judiciary to do so, it must be independent, therefore the role that
an independent judiciary plays cannot be over emphasised.
This dissertation examines the independence of the judiciary and its critical role in
safeguarding the rule of law and constitutionalism in three selected countries: South
Africa, Kenya, and Uganda. The study aims to understand how judicial independence
varies in different political and legal contexts and its impact on the upholding of
democratic principles.
This study also looks at the varying levels of judicial independence of the chosen
countries. With its 1996 constitution hailed as one of the most progressive documents,
South Africa represents a well-established democracy with a stable legal framework
and strong institutions ensuring judicial independence. The study examines how the
judiciary in South Africa has been a key pivot of its constitutional democracy in
upholding democratic principles, protecting human rights, and ensuring checks and
balances within the government.
The legacy left by the colonisers in Kenya when it comes to the judiciary was very
poor. They left a weak judiciary, and the post-independence leaders did not do much
to change the status quo. The promulgation of the 2010 Kenyan constitution was
welcomed and timely. It reduced arbitrariness in governance and established an
independent judiciary. This research focusses on some successes and challenges of
Kenya's judiciary in maintaining and upholding the rule of law despite political
pressures.
Uganda offers a contrasting perspective with its judiciary operating in an environment
where there are several challenges that include authoritarian tendencies, the shrinking
of political and civic spaces, and the ongoing frustration of the judiciary to achieve full
judicial independence. The study investigates the judiciary's efforts to uphold
constitutionalism and the rule of law amidst executive interference and systemic
challenges. This research highlights the effect that the constitutions of the featured countries have
on their respective judiciaries. The study focusses on a number of factors, including
models of funding, the effect of politics and ideology on the judiciary, transformative
constitutionalism, etc. The study also explores the mechanisms implemented to
strengthen judicial independence and its effectiveness in promoting justice and
accountability.
The research provides insights into the critical role of an independent judiciary in
maintaining the balance of power, protecting human rights, and maintaining
democratic stability. The findings underscore the need for continuous efforts to
maintain judicial independence as a means of ensuring the rule of law and upholding

ilichangia kwa kuwepo ama kuanzisha mahakama huru. Utafiti huu unaangazia baadhi
ya mafanikio na changamoto za mahakama ya Kenya katika kudumisha na kuzingatia
utawala wa sheria licha ya mashinikizo ya kisiasa.
Uganda inatoa mtazamo tofauti, mahakama yake inafanya kazi katika mazingira
yenye changamoto kadhaa kutoka kwenye serikali yao, baadhi yake zikiwa ni,
mwelekeo wa kiimla, kusinyaa kwa nafasi za kisiasa na kiraia, na mkanganyiko wa
mahakama kufikia uhuru kamili. Utafiti huu unachunguza juhudi za mahakama kudumisha katiba na utawala wa sheria wakati ikiingiliwa katika utendaji wake pamoja
na changamoto za mfumo.

An evaluation of the competency and efficiency of private security officers in protecting assets in Gauteng, South Africa
Text in English with abstracts in Xitsonga and TswanaThis study evaluated the competency and efficiency of private security officers in protecting assets in Gauteng, South Africa. The purpose of the study was to understand how private security officers protect assets, how competent and efficient they are, and to make recommendations for improvement where performance gaps were identified. The research problem statement was based on the fact that although organisations spend a lot of money on private security services, they still suffer losses from security incidents which occur while private security officers are on duty. This then raises a question on the competency and efficiency of private security officers in protecting assets.
The study employed a qualitative research approach and followed a phenomenological research design. The research approach and research design choices were chosen after being found suitable for this research study based on the problem to be investigated. The study used semi-structured interviews as the main data collection method. Document analysis was also used as an additional data collection method to understand how security-related documents influence the phenomenon that was investigated.
Based on the data obtained from semi-structured interviews held with various respondents, it was concluded that private security officers are competent and efficient in protecting assets. However, it was also found that there are security officers who are not competent in their job mainly because of inadequate training. The study also uncovered that there are a wide range of factors which can lead to poor performance by security officers not necessarily because they are incompetent in performing their job, but because of being demotivated. These include low remuneration, payment delays, not being paid correctly according to hours worked, lack of performance recognition and rewarding, poor management, ineffective supervision, unequal treatment/favouritism, being disrespected and undermined in their job, inadequate security equipment, security officers making favours for employees, and other related factors. Evaluation of the significance of community policing forums in fighting crime within Soshanguve, Pretoria
This study evaluated the significance of Community Policing Forums (CPFs) in Soshanguve Block H, Gauteng, focusing on their role in crime prevention and community-police collaboration. Gauteng, as South Africa’s economic hub with high population density and diverse communities, faces unique challenges in crime control, making Soshanguve an ideal location for examining CPF effectiveness. This research employed a qualitative design situated within an interpretivist paradigm and utilised in-depth interviews conducted with community members and CPF representatives. The findings indicated that, while CPFs are generally regarded positively, a disconnect exists between these forums and the community, as many residents remain uninformed about the CPF's strategies and initiatives. Factors such as the transient nature of the population, attributed to the prevalence of rental properties, impede sustained community engagement in policing efforts. The study advocates for enhanced community education regarding policing, improved selection criteria for CPF members, and the fortification of the relationship between the South African Police Service (SAPS) and the community to ensure equitable treatment. This research contributes to the understanding of how CPFs can be rendered more effective in mitigating crime and fostering safety in urban and semi-urban areas.M. A. This paper investigates the determinants of implementing an integrated librarymanagement system (ILMS) by the Nkangala District Municipality CommunityLibraries, Mpumalanga Province, South Africa. Based on semi-structuredinterviews conducted with 17 library staff and ICT officers, the study uncoveredtechnological infrastructure and staff training deficiencies that hinder thesuccessful implementation of ILMS. The conclusions emphasise the importanceof strategic resource planning and capacity building to improve service deliveryand ensure equitable access in resource-limited areas. A Gauteng Province-based case study to explore the influence of business incubation process on entrepreneurial performance and growth post incubation
Text in English with abstracts in Tswana and AfrikaansBusiness incubators in the Gauteng province are supported by key economic stakeholders and are strategically positioned in areas of industry-specific activities. However, given the support provided by incubators to incubatees, little is known regarding the influence and impact of business incubation services on the performance and sustainability of businesses once they leave or graduate from business incubation programmes. This research study sought to explore if the influence and resources provided during business incubation processes enabled entrepreneurs to develop and grow their business in the market post-incubation. The study further explored whether business incubators equip incubatees with sufficient resources for continued existence in the market post business incubation. The research study applied the theory of business incubation and the theory of entrepreneurial value creation. The theory of business incubation provided an input approach in the identification of business incubation phases which are (a) idea formulation, (b) decision to proceed, (c) resource gathering, (d) launch of a new enterprise and (e) firm development. The entrepreneurial value creation theory served as an output identification process in the stages of entrepreneurial growth which are (a) entrepreneurial opportunity, (b) entrepreneurial competence and (c) entrepreneurial reward. The interpretivist study followed a qualitative methodology and triangulated using a literature review, interviews with post-incubatees and focus group-sessions with incubation managers, practitioners and programme and policy developers. The findings indicated that all post-incubatees interviewed are still operating their businesses although some have diversified from their original business concepts. Although post-incubatees’ businesses are still in operation, they continue to experience numerous challenges such as market barriers and lack of funding for capital and operational needs. These challenges could have been identified and resolved during the business incubation phases. A further finding was that business incubators lack monitoring and evaluation systems to assess and track the performance of post-incubatees’ businesses after they have left or graduated from a business incubation programme, meaning, the influence of business incubators was previously never measured. Interviews were conducted with ten post-incubatees and three focus group sessions were convened with incubation practitioners and policy developers. The study contributes to the body of knowledge in that the theory of business incubation and the theory of entrepreneurial value creation established a connection between the inputs supplied throughout the business incubation phases and the entrepreneurial outcomes generated within the value creation process. The study developed two frameworks; the first framework was on the influence of business incubation services on the performance of businesses during a business incubation process. The second framework was on the influence of business incubation services of the performance of businesses after leaving or graduating from a business incubation programme. These frameworks aim to assist in the impact assessment and enhancement of business incubation support services during and post-incubation which can be used in a theoretical and practical context. Grade 7 English home language teachers’ experiences of Isizulu-speaking learners’ English reading abilities at Umzinyathi District
Abstract in English, Zulu and Southern SothoReading ability in English has become a challenge for non-English-speaking learners
in most primary schools in South Africa, specifically those that use English as a home
language. This study was conducted in the uMzinyathi District, in KwaZulu-Natal,
South Africa. The purpose was to explore the Grade 7 English Home Language
teachers’ experiences of isiZulu-speaking learners’ English reading abilities in the
district. The study was grounded in interpretivism, guided by the zone of proximal
development (ZPD) theory. The study used a qualitative approach with semi structured interviews and observations utilised to generate the data. Eight English
Home Language teachers were purposively selected from four public primary schools,
of whom all were females. Collected data was transcribed and arranged into codes
and themes using the thematic data analysis method. The study discovered that
isiZulu-speaking learners possess inadequate English reading competencies due to
several factors that are contributed to by different stakeholders who are role players
in the educational setting. Teachers as facilitators of English reading lacked the
strategic knowledge to teach reading. They were also challenged by a lack of support
from the province and district, minimal provision of resources, non-operational
libraries, poor parental involvement, and overcrowded classrooms. These factors
hindered teachers from modeling proper scaffolding to assist isiZulu-speaking learners
in acquiring the necessary English reading skills. The study also revealed that parents
were not fully involved in their children’s education, since most of them did not attend
school meetings, did not encourage their children to speak English at home, and did
not expose them to text-rich environments. It is recommended that the KwaZulu-Natal
Department of Education and the uMzinyathi District ensure that they provide
resources and support that align with learners’ specific needs, which is also applicable
in supporting teachers. Schools are urged to appoint teachers with English language
specialisation in their teaching qualifications to teach the language. English Home
Language teachers should explore multiple scaffolding strategies in reading lessons,
and parents are urged to expose their children to text-rich environments at home and

A framework for adopting learning analytics in higher education
Abstract and text in EnglishThe growing significance of learning analytics LA in higher education (HE) has highlighted its transformative potential for improving teaching and learning.
Notwithstanding its benefits, the adoption of LA in South African (SAn) institutions of HE remains limited, hindered by challenges such as insufficient digital transformation,
low institutional preparedness, and concerns surrounding ethics and information privacy. This study addresses the research question: What are the dimensions of learning that can influence the adoption of learning analytics in HE institutions in South Africa? By focusing on the unique challenges within the SAn context, the research study seeks to provide actionable insights to enhance LA integration and adoption. Existing literature on LA adoption frameworks and information systems (IS) theories reveals gaps in addressing localised, context-sensitive challenges faced by institutions in the Global South. Most frameworks assume a level of technological maturity and institutional capacity that may not align with South African institutions of HE realities. This study bridges this gap by developing a tailored conceptual framework, emphasising the dimensions and factors influencing the mandatory adoption of LA in HE in a South African setting. The study employed a parallel mixed-methods approach, combining quantitative and qualitative surveys, qualitative interviews, and literature analysis. Evidence was gathered from academic staff, administrators, and students across South African universities. Quantitative findings were analysed using statistical techniques, while qualitative evidence underwent content analysis and thematic exploration using advanced tools like Python, LDA (Latent Dirichlet Allocation) Model. The findings highlight several dimensions, including institutional communication and assurance, stakeholder engagement and education, ethical considerations and transparency, and information partnership and capacity building, among others, all of which play a significant role in the adoption of LA in HE.
The present study provides several benefits to foster the implementation of LA in South African HE. It provides an extensive framework that establishes dimensions and
factors affecting LA adoption, tackling challenges and enhancers relevant to the South African context. The study enhances institutional knowledge regarding digital
transformation by providing practical insights into readiness, infrastructural challenges, and promoting informed-driven decision-making. Furthermore, it

Framework for e-service delivery using decision support systems : a case study of Sasria SOC Ltd
The goal of this research was to study the application of decision support systems within a public sector context for e-service intelligence applications with a view of making the application more effective. The study evaluated the implementation of a decision support system that facilitates e-service intelligence inside Sasria SOC Ltd, a public organisation. The objectives were to analyse and understand the utilisation of data-driven decision support systems for e-service applications intelligence and the relevant systems relied upon for decision making.
The methodology applied was a mixed method technique with an explanatory sequential research approach incorporating qualitative and quantitative methods. The observation exercise and the survey were used to gather information. Based on the findings, the data revealed that even though Sasria SOC Ltd automated most of the work done, the organisation still depends on human intervention for decisions and the data that is not structured.
