    Teachers’ perspectives on supporting learners experiencing barriers to learning in a public mainstream primary school in Lesotho

    Limited research has been conducted in Lesotho about teachers’ perspectives on supporting learners experiencing barriers to learning in public mainstream primary schools. In the current research, the main aim was to explore teachers’ perspectives on supporting learners experiencing barriers to learning in a public mainstream primary school in Lesotho. The study adopted a qualitative approach and data was collected using semi-structured telephonic interviews and document analysis with 12 teachers in the school. The findings of this study revealed that teachers use formal and informal assessments and observations of learner's behaviour to identify learners experiencing barriers to learning as they do not have access to the 'assessment form' developed by the Ministry of Education and Training (MOET) that help them identify the learners with diverse needs. Furthermore, the results showed that a few teachers differentiate the curriculum, but only a few of the teachers differentiated the learners' learning environments when responding to their diverse needs. In addition, the findings of this study suggest that teachers encounter many challenges when supporting learners experiencing barriers to learning. The challenges included lack of training on inclusive education, lack of parental involvement, lack of appropriate learning materials, difficulty managing learners with diverse needs in the same classroom, time constraints, and lack of support from the MOET. Lastly, teachers reported that in order for them to be able to implement inclusive education successfully they require diverse learning materials, additional training on inclusive education from the school and/or the MOET, involvement of parents in their children's education, and teaching assistants in the classroom. In conclusion, teachers in the current study require more support from various stakeholders such as parents, school management, and the MOET to effectively include learners with barriers to learning in mainstream classrooms. Future research should be conducted on the level of alignment between the national inclusive education policy in Lesotho and the curriculum followed by the public mainstream schools.M. Ed.     The Escalation of Corporate Corruption during the Covid-19 Pandemic: Is the Anti-Corruption Framework of the Companies Act 71 of 2008 Adequate?

    During the Covid-19 pandemic corruption in South African companies, both state-owned and privately-owned, reached staggering proportions. This included bribery, procurement irregularities, overpricing and fraudulent deals between government officials and companies. This article identifies provisions of the Companies Act 71 of 2008 that may be used to address corporate corruption. This is done with a view to ascertaining whether the anti-corruption framework of the Companies Act is adequate to counteract corporate corruption. It concludes that the Act contains a fairly comprehensive framework to tackle corruption in companies registered under it. In spite of this framework the level of corporate corruption remains high, and increased substantially during the Covid-19 pandemic.     The current and emerging roles of subject librarians in academic institutions: A comparative study of the University of the Witwatersrand and the University of South Africa

    The impact of information and communication technology on higher education has changed the approaches to service provision in academic libraries, including the ways in which information users find and use information with the guidance of the subject librarian. This qualitative study explored and compared the traditional, current and emerging roles of subject librarians at two institutions of higher learning in Gauteng Province, South Africa. Semi-structured interviews were conducted with 25 purposively sampled subject librarians from a population of 30 respondents at the two academic institutions’ library staff. Thematic data analysis was implemented as the main framework against which the study findings were developed. The findings revealed, inter alia, that subject librarians at these two academic institutions have different job titles, but share common responsibilities and many enormous tasks, ranging from information literacy training/ user education, new course development, faculty liaison, collection development, research support, marketing, building maintenance and staff management, information provision; as well as attendance of research and departmental meetings. The study further found that subject librarians constantly embraced technology, acquired new skills and expertise, and undertook complex tasks with little relation to the early training received from their careers, and kept learning in order to enhance their roles, skills, competency and relevance. Amongst others, the study recommends that the LIS curriculum should be reinforced to reimagine and reposition the librarianship profession, and that further research be undertaken to consider the discrepancies found in different institutions in respect of the titles and work of subject librarians.Information Scienc

    Development of strategies for community-based prevention of maternal common mental disorders in urban Oromia, Ethiopia

    This sequential explanatory mixed-method study investigated in divided three phases: the quantitative phase, the qualitative phase, and the strategy development phase based on the findings of the first two phases. In the quantitative phase, the population entailed 228 women attending the antenatal clinic (ANC) clinic and key informants related to pregnant mothers at 5 towns administration health facilities in urban Oromia, Ethiopia. In the qualitative phase, the population comprised members of the community who had a relationship with a pregnant mother. On entry (before admission to the ANC clinic), data were collected using a standardized Likert-scale questionnaire, and in the qualitative phase, individual phenomenological interviews were done. Quantitative data analysis was done using Statistical Package for Social Sciences (SPSS) version 22, and the Colaizzi data analysis method was employed in the qualitative phase. Findings indicate that women with common mental disorders (CMD) such as depression (10.7%) and anxiety (24.9%) prevalence is 32%. These disorders were exacerbated by having lower levels of education, perceiving their financial status as poorer, being unmarried, living alone, the CMD women also stated lower level of social support, lower relationship quality, higher scours of anxiety and depression, living urban, higher maternal age, household insecurity, and low economic status. As regards mother-to-child transmission (PMTCT), substance use were risk factors for higher prevalence compared to the other indicators. It is also noted that very minimal mental health prevention services are available in the community for pregnant women. The psychological obstacles women face during their childbearing years may not end in just CMD. The findings were then utilized in the third phase of strategy development.     Reformed curatorship as a strategic approach to resource vulnerability reduction in the South African wine industry

    The South African wine industry contributes 1.1% to the GDP of South Africa and provides work, directly and indirectly, to over a quarter of a million people. Yet despite established literature depicting various external threats and threatening market conditions, no framework exists to determine the vulnerability to erosion faced by individual wine producers’ resources. The theoretical framework of Curatorship, as proposed by Le-Breton Miller and Miller (2015), provided a solid foundation and inherent nurturing, innovative approach to aid the South African wine industry. This framework is positioned squarely within the realm of the resource-based view of strategic management, creating opportunities for definitive contribution to existing bodies of knowledge. However, an aggressive and critical review of the literature on which Curatorship was based necessitated enough changes to rename the framework and rework it into a scientifically testable, explanatory model. As such, the framework was renamed Reformed Curatorship. Not only was a scale instrument derived from the literature, but also a ‘step-by-step’ scale creation framework, which could be used within the managerial sciences. A smaller, yet highly reliable sample was tested. The sample was subjected to case screening, exploratory factor analysis, reliability testing, regression analysis and PLS-SEM. Thus, the South African wine industry became a multi-industry vessel against which this scale was subjected to and analysed accordingly. The scale proved reliable and valid to a large extent. From an explanatory viewpoint, only the construct of ‘ambiguity’ proved to harbour statistically significant explanatory power, along with some predictive power relating to ‘firm performance’, the dependent variable. However, the small sample does provide a limitation on the results, along with the time it took to conduct the research and the energy expended. Amongst several contributions to literature and industry, the two most notable contributions are the 34-point step-by-step scale creation framework, and the operationalisation of the original Curatorship framework into a tested and useful model related to firm performance. This research also led to several new suggested avenues of research.     The relevance of agricultural education curriculum in poverty alleviation : a case of Masvingo rural district in Zimbabwe

    English, Venda and Zula abstractsThis study sought to investigate the relevance of the Agricultural Education curriculum in alleviating poverty in the Masvingo rural district of Zimbabwe. To that end, the researcher adopted an interpretive paradigm and employed a qualitative research design to collect data through semi-structured interviews and focus group discussions with secondary school teachers and smallholder farmers in the district. The study participants were selected by means of non-probability sampling. Integrated theories and a case study underpinned this undertaking, while thematic analysis was used to code the qualitative data. The research gives an overview of (i) a conceptualisation of the relevance of the Zimbabwean Agricultural Education curriculum in alleviating poverty in the Masvingo rural district, (ii) teachers’ implementation of the Zimbabwean Agricultural Education curricula to equip learners with relevant knowledge to practise farming, (iii) the challenges smallholder farmers in rural Masvingo encounter when implementing Zimbabwe’s agricultural policy to alleviate poverty, (iv) the strategies Agricultural Education teachers can employ, to equip learners with farming knowledge and skills, and (v) government intervention strategies which can be employed to improve smallholder farming practices. The study closed with recommendations on how the Agricultural Education curriculum for schools can be used to capacitate smallholder farmers with knowledge and skills to practise sustainable farming aimed at poverty alleviation.     An analysis of the water crisis and its impact on sustainable development in Cape Town, South Africa

    The access and availability of water have been South Africa’s challenge for millennia. Cape Town has experienced a severe water crisis, never witnessed since its establishment in 1652. The city’s water problems began in 2015 when below-average precipitation was received. Consecutive droughts were experienced until 2018 when water problems reached its peak and became a crisis as taps were expected to run dry. The systems theory and sustainable development concept guided the research process. The study was exploratory and descriptive, following a qualitative approach that used interviews and documentary sources. The study explored the causes and impacts of Cape Town’s water crisis and the implemented strategic interventions, and the role of public participation for improved access and availability of water to a population nearing 5 million. Purposive sampling was used because units were sampled strategically according to their relevance to the research problem. Snowball sampling was also used where the researcher asked for referral to other participants. Data-rich participants were selected for interviews, particularly from government, business, industry and institutions. Forty-two participants were interviewed for the required data. Climate change and governance issues were established as critical factors causing the crisis. Impacts were severe across agriculture, tourism, industrial and retail sectors. Local to national level economy as well as individual and households were impacted. Diversification of water sources, especially by desalinisation, reuse and groundwater, as strategic intervention, was established, although with some challenges. Public participation has gained support in alleviating water problems and establishing cohesion in a racially divided Cape Town.     The impact of bank regulation on bank lending: A review of international literature

    This paper reviews the theoretical and empirical literature on the impact of bank regulation on bank lending. It also structures the empirical evidence according to the impact of various bank regulatory measures on bank lending. The surveyed theoretical literature generally indicates that the impact of bank regulation on lending could be asymmetric, depending on the trade-off between the costs and benefits of bank regulation. The evidence from the empirical studies also shows that the impact of bank regulatory measures on lending is ambiguous. Although many studies found the impact to be negative, some established that it was positive while others found it to be insignificant or inconclusive. However, most empirical studies only assumed first-round effects using static and/or dynamic models, whereas the ones incorporating second-round effects using general equilibrium models were limited. Therefore, this systematic review of the literature indicates that policy recommendations regarding the appropriateness and efficacy of bank regulatory measures in influencing bank lending cannot be implemented uniformly across different regions or countries.Economic

    The purpose of this mini-thesis is to investigate communication as a management strategy in schools. An attempt was made to define communication and to determine the possible barriers that could exist to prevent effective communication. The investigator examined ways by which management could encourage effective communication in order to stimulate efficient schooling. Various types of communication, such as up down, down up, lateral and horizontal communication as well as non~ verbal communication received attention The roles of both principals as well as teachers in a number of schools in the Moutse East Circuit. in the Mpumalanga Province were ascertained by means of questionnaires and interviews. The data obtained indicated deficiencies in communication between the principals and their subordinates. As communication skills can be lean1ed, it is recommended that more attention should be paid to the training of managers to become effective communcators and thereby facilitating more effective communication in their schools.M. Higher education is linked to economic mobility, which is crucial for a developing country such as South Africa, especially if the largest portion of the annual South African budget allocation is spent on education and in particular, the NSFAS to address the ever-increasing demand for funding. Since its inception in 1999, many stakeholders depending on this entity have expressed their concerns with the service quality, especially to the primary customer, the student, and demanded greater accountability and a greater emphasis on efficient and effective management of the scheme. The literature suggests that there should be a adequate correlation between the macro dimensions of leadership, governance, operations and resource management and service quality. Stakeholder engagement is a further dimension, which proves to be crucial in the delivering of quality services. On the micro level, the dimensions of responsiveness, reliability, empathy, accessibility and competence are vital for the NSFAS to serve students. Utilising the information from the literature, this study developed a theoretical service quality management framework for the NSFAS. Using a qualitative methodology, the study was conducted by obtaining information on this topic from five primary stakeholders affected by the NSFAS service delivery. The service quality performance of the NSFAS was examined using, among others the Baldrige Performance Excellence Framework (BPEF) for education, which allowed for the testing of the theoretical framework and develop the conceptual service quality management framework for the NSFAS, which is the primary objective of this study.M.
