Suggestions for the Optimisation of European Union Cohesion Policy Financing to Promote Sustainable Regional Development in Latvia
The aim of this paper is to make conclusions regarding the allocation of EU structural funds in the programming period 2004-2006 in Latvian regions as well as to give suggestions for the optimization of allocation of EU cohesion policy financing in Latvian regions. Data of the allocation of EU structural funds in the programming period 2004-2006 shows that the allocation is proportional to distribution of inhabitants in the regions and that the most part of financing and the highest financing per capita has been received by most developed regions. Exception is the priority No.4 “Promotion of Development of Rural Areas and Fisheries” where higher financing per capita was received by less developed regions. Using the methodology which was used to allocate EU funds in the programming period 2007-2013 between NUTS II regions and statistical data for the year 2005 the allocation of EU funds in Latvian NUTS III regions has been calculated. The proposed methodology earmarks highest financing per capita to less developed regions and eliminates situation where the allocation is proportional to the distribution of inhabitants in the regions. At the same time the establishment of regional quotas requires creation of EU funds regional programmes and thus significant changes in the EU funds management system

Promocijas darba izstrādāšanas gaitā veiktie pētījumi liecina, ka pareizi izstrādāta nodokļu politika ir sociāli atbildīgas ekonomikas jautājums. Šī nodokļu politika varētu veicināt sociālo vienlīdzību valstī un taisnīgu nodokļu piemērošanu. Pareizi izstrādāta nodokļu politika varētu ietekmēt tautsaimniecības attīstību, radīt labvēlīgāku uzņēmējdarbības vidi un sekmētu kapitāla ieguldīšanu uzņēmējdarbībā. Ņemot vērā esošo ekonomisko situāciju, kā arī nepieciešamību līdzsvarot valsts budžeta ieņēmumus un izdevumus, nepieciešams sagatavot alternatīvus priekšlikumus nodokļu normatīvo aktu grozījumiem, kas ietver pasākumus gan budžeta līdzsvarošanai, gan uzņēmējdarbības veicināšanai un ekonomikas sabalansētai attīstībai. Viens no šiem pasākumiem būtu nodokļu struktūras sabalansēšana, pārdalot nodokļu slogu no ienākumiem uz kapitālu. Ņemot vērā nepieciešamību palielināt budžeta ieņēmumus, jāizvērtē iespēja paplašināt iedzīvotāju ienākuma nodokļa bāzi, ieviešot kapitāla un kapitāla pieauguma nodokli. The Polyisoprene – Nanostructured Carbon Composite as Flexible Pressure Sensor Material – Properties and Practical Applications
Polyisoprene - nanostructured carbon composite (PNCC) is often treated as a prospective multifunctional sensor material [1]. It has unique property to rapidly and reversibly change its electrical conductivity under applied external strain or pressure. More likely – under all types of external deformation it has a remarkable as well as reversible piezoresistive effect. To obtain PNCC, certain conditions must be taken into account, such as hyper elastic polymer matrix and high structure conductive carbon filler must be chosen. The previous research approved that unique properties are provided only after the composite is vulcanized [2].
In our work we present latest result on designing, preparing and obtaining the PNCC with necessary properties, as well our efforts on practical application of such material. The dependence of PNCC sensing properties on vulcanization time, pressure as well as filler type and concentration is evaluated. The completely-hyper elastic multi layer structural design is proposed to be used as a sensing element

The concept of creativity has become increasingly popular in numerous scientific areas including linguistics. It has its general characteristics, as well as specific implications in each of the subject areas. Creativity in technical translation is a complex and contraversial issue. In the article it is pointed out and shown how professional renedering of the technical source text into the target language is not a reproductive, but in most cases - a creative act. A New Conceptual Approach to Creative E-course Model Design in English for Engineering Students
The research project pursued the goal of integrating creative learning methodology with e-learning in the online course of English for Specific Purposes (ESP). The sociocultural activity theory served as its conceptual basis. The research was also centered on the theoretical and empirical methodologies in defining and developing creativity in pedagogy, psychology and language teaching practice. The article describes the criteria developed for designing a creative ESP online course, which may be used in launching other creative online courses in foreign languages, and include specific course content, creative process support (creative thinking tools, techniques and software) and corresponding course administration: selection of the learning content, user support, software environment and assessment techniques. Advanced tean learning software ThinkTank and Zing were integrated in the course

Viena no visaktuālākajām vides problēmām Eiropas Savienībā (ES) un arī pasaulē ir klimata pārmaiņas, ko izraisa siltumnīcefektu izraisošo gāzu lielais emisiju apjoms. Papasaulē nepārtraukti pieaug arī primāro energoresursu patēriņš, kas šobrīd Latvijā un daudzās citās pasaules valstīs ir dabasgāze vai nafta. Tādēļ vēl viena Eiropas un pasaules mēroga problēma ir energoresursu pieejamība. Un, ņemot vērā, ka šie resursi ir pieejami tikai dažās pasaules valstīs, Eiropa un Latvija saskaras arī ar energoapgādes drošības problēmu. Vietējā līmenī par klimata pārmaiņām jūtamākas ir ekonomiskās problēmas, kad, arvien vairāk pieaugot maksājumiem par patērēto siltumenerģiju, iedzīvotājiem kļūst arvien grūtāk šīs izmaksas segt. Rakstā ir aprakstīta autora piedāvātā siltumizolācijas metode. Pārbaudot to efektivitāti, rakstā tiek salīdzinātas divas siltumizolācijas tehnoloģijas
Estimation of Reliability Related Costs and Their Affect on Choosing Substation’s High Voltage Switchgear Scheme
Calculations of reliability level for some typical HV switchgear schemes is performed in the paper. Calculations of reliability parameters were performed taking into account unscheduled faults of elements of switchgears and also scheduled maintenance works. In the work there are defined substations with typical load (Typical Substations). The definition of typical substations was based on analysis of geographical allocation of loads from different sectors. Methodology for estimation of customer costs of reliability, based on share of load sectors and subsectors in electrical energy consumption, is proposed in the paper with the aim to find customer non-supply costs for substation with high accuracy. Case study included in the paper shows how reliability related costs depend on switchgear scheme type, nominal power of transformers, geographical allocation of substation and shows how to choose optimal HV switchgear scheme for HV/MV substation. It also shows significance of methodology for estimation of customer non-supply costs proposed in the paper

Application of Vacuum Evaporation to Obtain Natural Fiber Textile Products Ultra Thin Metallic Coatings
The fundamentals of nanotechnology lie in the fact that properties of substance considerably change when their size is reduced to the nanometer range. One of the main tasks of research is to impact the additional value on cotton fabrics by adding them new properties with a metal nano-level coating. Metal covered textiles have attracted a lot of attention in recent years due to their special surface properties, such as heat radiation resistance, antimicrobial and anti-fungicidal properties and chemical resistant properties. Although vacuum metallization proc¬esses are at present the most commonly applied methods of obtaining thin me-tallic layers, they have not been used for coating natural textile material. The process of vacuum evaporation of copper layers on cotton knitted fabric is carried out. As it is very important to efficiently clean off all oils, waxes that are used in fabrics manufacturing process and dust and dirt particles to allow good interfacial contact between fabric surface and deposited metal, different material pretreatment processing methods are being investigated to find the most successful one
