The European Principles of Public Administration Services Delivery from the Perspective of Digitalization and Simplification : Normative Framework and Practise in the Republic of Serbia
European Union principle of Public administration service delivery is a key principle underpinning the efficiency principle and simplification of administrative procedures. Serbian government has done a lot of efforts and made a progress in the last five years in the sphere of public services digitalization, through strategic, institutional, normative changes, but some weaknesses still remain in terms of realizing the full potential of the different strategies and legislation. The purpose of the paper is to elaborate the application of quality and efficient public service delivery through analysis of Serbian strategic and normative framework de lege ferenda, simplification of administration procedures, focusing to main concerns for effective implementation of general procedure legislation and applying consistent practice. In the Introduction authors emphasize the progressing importance of digitalization of public services, from the perspective of European Union principles. This part also addresses conceptual issues of efficiency and effectiveness for ensuring high quality of public service delivery. The second part reveals the analysis of Serbian normative and strategic framework towards reducing bureaucratic burdens, simplification of administrative procedures through one-stop-shops, coordinating and “conecting” procedures from the jurisdiction of one or more administrative organs or organizations in the way the they provide better access to public services across the country. This part contains analysis of general legal framework from the aspect of reducing bureaucratic burdens for citizens and business entities, by imposing the obligation for public authorities to provide the documents ex officio and use them in administrative procedures. The authors analyze the provisions of the General Administrative Procedure Act de lege ferenda and its weaknesses for effective implementation. In Conclusion authors will summarize results of research in the way to point out to contemporary tendencies regarding digitalization of public services and means of application of efficiency, transparency, accessibility, openness and quality of public services in practice. The Application of Multimodal Analysis of Biometric Data in Forensic Medical Expertise
Forensic medical expertise uses a large number of
biometric data in the process of making findings and opinions.
Further development of biometric analysis leads towards much
more specific results that enable more precise identification of
persons. Medical documentation contains a large number of
biometric data that can be used in forensic medical expertise. In
cases where it is not possible to make a precise conclusion based
on only one biometric data, multimodal analyzes that take into
account several types of biometric data are applied
Students’ perception of police readiness to respond to disasters caused by a COVID-19 pandemic
The COVID-19 pandemic has pointed out the need to examine the role of the police in emergencies caused by various infectious diseases as much as possible. The aim of the study is to determine the perception of students of the University of Criminal Investigation and Police Studies, who are studying to become police officers, about the actions of the police in confronting the COVID-19 pandemic, i.e. the readiness of police officers to respond in the current as well as in the future pandemics. The research used a modified survey questionnaire from the previous research. The survey was anonymous. All respondents voluntarily agreed to participate in the research conducted from May to June 2022. The research data were collected from 105 students of the University of Criminal Investigation and Police Studies. According to the respondents, the police officers did well in the new circumstances given the lack of protective equipment and insufficient training for such situations. It was assessed that the police are one of the key entities in opposing the COVID-19 pandemic. Research findings can help police organizations plan their work during infectious disease pandemics. Above all, in the planning of the procurement of protective equipment, in education of future police officers by introducing new topics in training related to the work of the police in infectious disease pandemics, such as improving communication with citizens, and its implementation in online format. The findings of the study can be an incentive to other researchers as a basis for further research in the field of police work in emergencies because there are few of them in the scientific literature, and those related to police work in a pandemic are almost non-existent
The Role of the Police of Montenegro in Combating Fan Hooliganism
In recent years, hooligan incidents in Montenegro have become more frequent and violent. Hooliganism at sports events is becoming recognized as a serious problem by citizens, legislators, and other state institutions. Violence at sports events in Montenegro exists, but it still does not represent a major security problem. States deal with this security problem in different ways, primarily by passing appropriate regulations, but in solving this problem in all states, the police seem to play a primary role. In recent years, we have witnessed a proactive approach by the police to this problem. This is precisely where the lack of the Montenegrin police, which has good police units that act repressively on hooligan outbursts, can be seen. However, the Montenegrin police do not have narrowly specialized units dealing exclusively with this problem, which will collect and exchange information about hooligans, as well as the National Office for the Exchange of Information on the Security of Football Competitions (NFIP), which is a prerequisite for the establishment and successful international cooperation in this field. The research presented and analyzed statistical data in the period 2018-2021, which refers to the actions of the Montenegrin police during the security of public gatherings, especially sports events. Based on them, it can be concluded that the Montenegrin police play a significant role in opposing fan hooliganism. Members of the police in Montenegro are adequately prepared to oppose fan hooliganism, as far as repressive actions are concerned. All of the above instills confidence in citizens that the police of Montenegro will succeed, together with other state bodies, in adequately opposing fan hooliganism
Аутоматизовани систем за избегавање опасних временских прилика базиран на размени података ваздух-земља
Сигурносне мреже су баријера која се имплементира у систем да би се побољшале
његове перформансе или учиниле безбеднијим или, у овом случају, да би се
учинило обоје и учинило корисника тржишно конкурентнијим. Развојем
аутоматизованог система који повећава свест о саобраћајној ситуацији везаној за
временске прилике код пилота и контролора летења, заправо уводимо нову
метеоролошку сигурносну мрежу. Циљ је повећање безбедности ваздушног
саобраћаја обрадом ажурираних метеоролошких података. Реч је о
аутоматизованим уређајима и системима за откривање и решавање опасних
метеоролошких појава, насталим као техничко-технолошке иновације, у оквиру
комуникационих, навигационих и надзорних система, са циљем повећања
безбедности и ефикасности система, а тиме и повећања капацитета. Можемо их
поделити на земаљске сигурносне мреже и авионске (за посаду) сигурносне мреже,
за практичне обраде метеоролошких појава у односу на путању лета. Сигурносне
мреже ваздухоплова имају за циљ да упозоре пилоте на постојање потенцијално
опасних ситуација, као и да повећају свест пилота о ситуацији у саобраћају. Овакви
аутоматизовани системи помажу оператеру – пилоту и предлажу начин и поступак
решавања дате ситуације – у нашем случју обраду опасних метеоролошких појава.
У ваздухопловном систему систем управљања је веома сложен аутоматизовани
систем који се састоји од човека и машине Послови и задаци су јасно и прецизно
предвиђени посебним упутствима и програмима који су писани по европским и
светским стандардима. Систем човек-машина, аутоматизовани систем, може да
ради оптимално у случају када је омогућено и остварено нормално и несметано
кружење низа информација кроз систем. Тада се обијају континуирано ажурне
информације о стању и функционисању система, као и о томе које радње треба
предузети да би се омогућио безбедан и брз ток саобраћаја

Експлозија кондензованих материја
представља опасност по човека и околину, те је од важности
предвидети ризик од настајања исте и управљати могућим
последицама. У оквиру рада приказан је прорачун
притиска ударног таласа експлозије кондензованих материја
и анализа последица по човека. За анализу изабране су
материје са различитом енергијом топлотне моћи.
Приказане су упоредна анализа тока прорачуна импулс
фаза сабијања и пробит функције. Утврђено је растојање са
ког неће бити последица по човека и околину

Međutim,
postoje
inherentna
ograničenja
prava
na
život.
Stoga
se
otvara
dilema
da
li
je pravo
na
život,
jedno
od
nederogativnih
prava
u koja
su
ipak,
ugrađena
određena
inherentna
ograničenja,
apsolutnog
karaktera?
Ako
je lišenje
života
u nekim
situacijama
dozvoljeno
da
li
mu
to,
po
prirodi
stvari,
odriče
apsolutni
karakter?
U analizi
ovih

navešćemo

ukazuje
na
nove
tendencije
u zaštiti
prava
na
život
u krivičnom
pravu.The right to life belongs to the hard core of human rights, those which cannot be derogated
from, guaranteed by Article 2 of the European Convention for the Protection of Human Rights and
Fundamental Freedoms and Article 24 of the Constitution of the Republic of Serbia. The European
Court of Human Rights has built important standards regarding the protection of the right to life.
Some authors emphasize non-derogation as an important characteristic of absolute rights. However,
there are inherent limitations to the right to life. Therefore, the dilemma arises whether the right to
life, one of the non-derogatory rights in which certain inherent limitations are still incorporated, is of
an absolute character? If deprivation of life is allowed in some situations, does that, by the nature of
things, deny it its absolute character? In the analysis of these issues, we will mention the latest practice
of the European Court of Human Rights, which sheds a different light on the right to life, because
today the human right to self-determination, a dignified life and personal freedom are more and
more in the foreground. A special place will be taken by the expertise of the decision of the Federal
Constitutional Court of Germany, in which we find that the criminalization of assisting suicide is
unconstitutional, the judgment of the ECtHR in Mortier v. Belgium, which for the first time examined
whether the act of euthanasia was in accordance with the ECHR, and where the nature and scope of
positive obligations (material and procedural) of the state were clarified based on Article 2 in a very
specific concrete context and the judgment of the Grand Chamber in Gross v. Switzerland, which finds a violation of Article 8 because Swiss law is not clear enough regarding the permissibility of assisted
suicide. Bearing in mind that these decisions are closely related to the corresponding incriminations
in the criminal legislation, the author indicates new tendencies in the protection of the right to life in
the criminal law and makes suggestions de lege ferenda
The Misdemeanor Court as an Entity of Opposition to Domestic Violence
Доношењем Закона о јавном реду и миру 2016. године
јавно место је постало битан елеменат бића прекршаја из овог
закона. С обзиром да се насиље у партнерском и породичном односу
најчешће дешава на месту које није јавно, прекршајни судови су
изгубили дотадашњу улогу у заштити жртава одређених облика
насиља у породици који нису имали обележја кривичног дела. Међутим, применом Закона о спречавању насиља у породици од 1. јуна
2017. године и прописивањем прекршаја у члану 36, прекршајним
судовима је додељена нова, значајна улога. Постали су надлежни и за
превенцију насиља у породици. У овом раду анализираћемо поједине
сегменте прекршајноправне заштите жртава насиља у породици у
петогодишњем периоду примене наведеног закона. Сматрамо да је
један од циљева доношења закона био да се спрече сви облици насиља
у породици од првог сазнања да оно може наступити. Прекршајни
судови су значајан субјект у испуњењу тог циља, пре свега у области
заштите спровођења хитних мера.After the Law on Public Order and Peace in 2016 had been
passed, a public space became a substance of the criminal offense referred
to in this law. Given that violence in partner and family relationships most
often occurs in a non-public area, misdemeanor courts have lost their previous role in protecting victims against certain forms of domestic violence
that lack the characteristics of a criminal offense. However, misdemeanor
courts have been assigned a new significant role through both the implementation of the Law on Prevention of Domestic Violence on 1 June 2017
and prescription of offenses set out in Article 36. They have become responsible for the prevention of domestic violence. In this paper, we will tackle
certain segments of misdemeanor-legal protection of victims of domestic
violence over the course of a five-year period with regards to the implementation of the aforementioned law. We believe that one of the goals of passing
the law was to prevent all forms of domestic violence from the first moment
of its occurrence, meaning that misdemeanor courts are an important
entity in fulfilling this goal, primarily in the area of the implementation of
urgent measures
Parameters Estimation in Non-Negative Integer-Valued Time Series: Approach Based on Probability Generating Functions
This manuscript deals with a parameter estimation of a non-negative integer-valued (NNIV) time series based on the so-called probability generating function (PGF) method. The theoretical background of the PGF estimation technique for a very general, stationary class of NNIV time series is described, as well as the asymptotic properties of the obtained estimates. After that, a particular emphasis is given to PGF estimators of independent identical distributed (IID) and integer-valued non-negative autoregressive (INAR) series. A Monte Carlo study of the thus obtained PGF estimates, based on a numerical integration of the appropriate objective function, is also presented. For this purpose, numerical quadrature formulas were computed using Gegenbauer orthogonal polynomials. Finally, the application of the PGF estimators in the dynamic analysis of some actual data is given
The role of the Council of Europe in compressing violence at sports events
Nasilje na sportskim priredbama nije nova pojava i pominje se još u tekstovima Antičke
Grčke i Rimskog carstva. Međutim, u novije vreme ono je kulminiralo tragičnim događajima na stadionu Hejsel, 1985. godine. Hejsel predstavlja prekretnicu u donošenju međunarodnih evropskih dokumenata, čiji je cilj bio da se problemu nasilja pristupi na celovit način i da se izgrade međunarodni standardi, koji će činiti osnov za unapređenje bezbednosti na sportskim priredbama. Prva među konvencijama Saveta Evrope (SE) koja je doneta u ovoj oblasti bila je Evropska konvencija o nasilju i nedoličnom ponašanju gledalaca na sportskim priredbama, posebno na fudbalskim utakmicama. Konvencija je predstavljala odraz vremena u kome je doneta, ali imajući u vidu da tokom godina njene odredbe nisu više bile usaglašene sa dobrim praksama koje postoje u većini evropskih zemalja, ali ni sa teorijskim znanjima koje postoje u ovoj oblasti SE je 2016. godine doneo novu Konvenciju o integrisanom pristupu bezbednosti, sigurnosti i uslugama na fudbalskim utakmicama i drugim sportskim događajima (CEТS No. 218). Cilj rada jeste da ukaže na značaj nove Konvencije SE (CEТS No. 218), u ostvarivanju međunarodne policijske saradnje u borbi protiv nasilja na sportskim priredbama, koja se ostvaruje kroz delovanje nacionalnih fudbalskih informativnih tačaka (NFIP), kao organizacionih jedinica koje su formirane u okviru policije. Naša zemlja je pomenutu Konvenciju potpisala tek 2021. godine, ali je do danas nije ratifikovala, iako je bila potpisnica Konvencije iz 1985. godine. Razloga za to ima mnogo, ali su po našem mišljenju dva ključna: prvo, zakonodavni okvir u našoj zemlji nije usaglašen sa odredbama pomenute Konvencije, drugo, nedostatak političke volje da se država suprotstavi nasilju navijačkih grupa na jedan organizovaniji način.Violence at sporting events is not a new phenomenon and is mentioned in the texts of Ancient Greece and the Roman Empire. However, in recent times it culminated in the tragic events at
Heysel Stadium in 1985. Heysel represents a turning point in the adoption of international European
documents, the goal of which was to approach the problem of violence in a comprehensive way and
to build international standards, which will form the basis for improving security at sports events.
The first among the conventions of the Council of Europe (CoE) that was adopted in this area was
the European Convention on Violence and Misbehavior of Spectators at Sports Events, Especially at
Football Matches. The convention was a reflection of the time in which it was adopted, but bearing
in mind that over the years its provisions were no longer aligned with the good practices that exist
in most European countries, nor with the theoretical knowledge that exists in this area, in 2016 the
SE adopted a new Convention on an integrated approach to safety, security and services at football
matches and other sporting events (CETS No. 218). The aim of the paper is to point out the importance of the new SE Convention (CETS No. 218), in achieving international police cooperation in the
fight against violence at sports events, which is realized through the action of the national football
information points (NFIP), as organizational ones that were formed within the police. Our country
signed the aforementioned Convention only in 2021, but has not ratified it to this day, although it was
a signatory to the Convention from 1985. There are many reasons for this, but in our opinion, two are
key: firstly, the legislative framework in our country is not in accordance with the provisions of the
mentioned Convention, secondly, the lack of political will for the state to confront the violence of fan
groups in a more organized way
