    Implementation of Software-Defined Networks Using Open-Source Environment

    The paper gives an overview and analysis of software-defined technologies in the context of the actual problems of conventional computer networks. The virtualization process lies at the basis of software-defined network architecture. The basic concepts of software-defined networks are elaborated, as well as their implementation and configuration in cloud environment using OpenStack open-source software with Microsoft Hyper-V hypervisor. The practical part of this research showed that the implementation of a software-defined network into an existing standard network is relatively simple to realize, remaining all the time in open-source framework. All existing network functionalities were held, and it is also possible to provide additional network operations such as traffic monitoring in a completely open-source environment

    Krivičnopravno reagovanje na terorizam u zakonodavstvu Španije i Italije

    Author presents and analyzes the manner, content and models of the criminal law reaction to terrorism, in two member states of the European Union, Spain and Italy, which had direct negative experiences with terrorist attacks and developed anti-terrorism laws. Knowledge of terrorism as a category of criminal law, as one of the existing incriminations in national legal systems, with a comparative analysis and analysis of solutions from the national criminal justice systems of the elected countries, can be the basis for a later comparison with the solutions accepted in the national criminal legislation, through which could be given some suggestions regarding some of the de lege ferenda solutions. At the end of the paper, the author concludes that the criminal law provisions on terrorism of the selected legislation are aligned with the aquis communitaire, as well as characterized by expansionism and punitiveism, which in a free, democratic state must be limited and constantly reconsidered.U radu se daje prikaz i analiza korpusa krivičnopravnih odredaba o terorizmu u zakonodavstvu Španije i Italije, kao državama koje su imale neposrednih negativnih iskustava sa terorisičkim napadima. Cilj rada je da ukazivanjem na sličnosti i razlike u odabranom načinu i modelu krivičnopravne zaštite od terorizma bude ukazano na značaj harmonizovane reakcije na terorizam na nivou Evropske unije, koja je uspostavila zajednički krivičnopravni pojam terorizma i sličnih, sa njim povezanih, pojmova, sa krajnjim ciljem efikasnijeg suprotstavljanja ovom teškom obliku kriminaliteta. Kao zaključak autor iznosi konstataciju da su krivičnopravne odredbe o terorizmu odabranih zakonodavstva usklađene sa aquis communitaire, kao i da ih karakteriše ekspanzionizam i punitivizam, koji u demokratskoj, slobodnoj državi moraju biti ogranični i stalno preispitivani

    Phonon-Induced Thermodynamic Properties of Ultra-narrow Wires

    In this paper, we investigated the influence of size effect on thermodynamic properties of ultra-narrow wires with a simple cubic lattice, by means of two-time dependent Green functions method, adjusted to confined crystalline structures. Poles of Green functions, which defining phonon spectra, are found by solving the secular equation. For different boundary parameters, this problem is presented graphically. The temperature behavior of ultra-narrow wire thermal capacitance is compared to that of bulk structures. It turned out that in low-temperature region thermal capacitance of the ultra-narrow wire is notably lower than in the corresponding bulk sample. How this fact reflects the thermal, conducting and superconducting properties of materials, is discussed in the conclusion

    The Possibilities and Limitations of Individual Risk Assessment of Domestic Violence by Application of the Matrices of Probability and Consequences

    By comparing the risk theory and the relevant standard with the Law on Prevention of Domestic Violence (Law), it comes to the conclusion that risk management, especially in the domain of its assessment, is based on qualitative methods of analysis. Thus, the potential for the application of semi-quantitative and quantitative risk analysis methods in the application of the said regulation is not used. As it is too ambitious to problematize the purpose and the possibility of implementation of both types of methods of risk analysis in the Law by one paper, this paper deals with possibility and limitations of the conversion of qualitative into quantitative data in the function of risk assessment in the doctrine and practice of preventing domestic violence in the Republic of Serbia. More precisely, the work has identified the purpose, possibilities, limitations and the proposal of their overcoming, in the implication of the matrices of probability and consequences, as a semi-quantitative method of analysing the specific risk in the doctrine and practice of preventing domestic violence in the mentioned spatial framework. This contributes to the creation of conditions that support the effective implementation of the Law, which are not foreseen as a potential for improving the doctrine and practice of preventing domestic violence by using matrices of probability and consequences, while recognizing the identified limitations. The verification of this research creates a starting point for the development of standards for the quantification of the risk of domestic violence, which creates the conditions for the mentioned assessments to be more accurate in terms of precision, ranking and risk classification, as well as the reduction of discretionary decision-making. This would create the conditions for defining good practice in this area, which could be taken to the necessary extent in other countries

    Local Security Councils and Community Policing in Serbia : between vision and reality

    The multi-dimensional approach to understanding human and the implementation of the community policing strategy as two complementary parts of the concept of quality of life make it possible to qualitatively consider security in local communities. According to the concept of human security, institutions are obliged to provide citizens with permanent protection, instead of occasional, to act preventively, rather than reactively, whereby all relevant local community actors actively participate in deciding on issues related to their security. One way to actively involve key members of a community in improving (human) security at the local level is the formation of local security councils. In Serbia, the first local security councils were established in 2002 as a result of the implementation of the pilot project “Police in the local community and a safe community in Serbia”. Fifteen years later, there are 119 local security councils in Serbia. In addition to representatives of local self-government and representatives of other institutions (police, judiciary, social welfare centres, school institutions, health services, etc.), the representatives of civil society also participate in their work. Nevertheless, the functioning of local security councils in Serbia is still little known. There is also insufficient knowledge in which manner these bodies contribute to the improvement of human security at the local level. Theoretical considerations in this paper are focused on the analysis of the conducted quantitative and qualitative research with the aim of reviewing the legislative, security and sociological environment in which local security councils are established and operating. Key findings point to the necessity and significance of the decentralization of local security, the need for further development of the police in the local community, and the determination of the scope, dynamics and methodology of the work of the local advisory bodies for security

    Sources of danger at the site of discovery of secret labs for drugs production

    Since 2003, 10 secret laboratories for the production of synthetic drugs, mainly amphetamine and methamphetamine, have been discovered in Serbia. The discovered laboratories exceeded the needs of the Serbian drug market with their production capacities, possessed highly professional equipment, and only some had very professional staff who worked there. In the future it can be expected that criminal groups will direct the production of synthetic drugs to mini-labs of so-called kitchen type, which will increase the availability of synthetic drugs in the local market and directly lower their price. Regardless of their size, these laboratories are highly risky, especially due to the presence of a variety of chemicals that are generally poisonous and flammable, and certain chemicals in contact with air or other chemicals can cause fires and lead to explosion. Also, due to the improper disposal of chemical waste, illegal laboratories pose a great danger to the environment. Police, as well as other authorities involved in suppressing these criminal activities, must be very careful during their treatment, since drug users with a high rate of infection of various infectious diseases, primarily HIV / AIDS and hepatitis, can also be the source of danger.     Comprehensive forensic examination with Belkasoft evidence center

    The enhancement and proliferation of information and communication technology (ICT) has tackled every aspect of human activity: work, leisure, sport, communication, medicine, etc. All around us we can see mobile phones and other connected devices that are now ubiquitous, changing trends in consumer behaviour. Therefore, there is no surprise in fact that such technologies can play a significant role in committing or assisting a crime, since data held on digital devices can give a detailed insight into people’s lives, communications, contacts, friends, family and acquaintances. In order to help law enforcement investigation of such crimes, digital forensic is performed with the aim of collecting crime-related evidence from various digital media and analyse it. Investigators use various forensic techniques to search hidden folders, retrieve deleted data, decrypt the data or restore damaged files, etc. Obtaining evidence such as location data, photos, messages or internet searches can be beneficial, if not crucial, in assisting the police with criminal investigations. Since advances in technologies have led to an increase in the volume, variety, velocity, and veracity of data available for digital forensic analysis, without efficient techniques and tools such investigation would require a tremendous amount of effort and time. That is the reason for expansion in the market of digital forensic tools, both proprietary and free for use, that are available today. In this paper an insight of digital forensic process is given, emphasizing the role of digital forensic tools in providing digital evidence. The possibility of one particular tool, Belkasoft Evidence Center – BEC, in acquisition and analysis of digital evidence was briefly described

    Assessment of air pollution distribution from radioactive sources and its impact on human health

    The paper assesses the concentration of gas aerosols produced as a result of radioactive sources emission. A Gaussian diffusion model is used for calculation of the particle concentration, and the Cs137 isotope is taken as an example of the particles. The determination of the dispersion parameters used in the Gaussian model will be carried out using the Pasquill-Gifford and Briggs’ method. Based on calculated concentrations of radionuclides, their impact on human health will be analyzed

    Lice i naličje militarizacije policije

    U radu se razmatra proces militarizacije policije kao složen proces modifikacije tradicionalne i uobičajene prirode i karaktera policijske profesije prema modelima i vrednostima svojstvenim vojnoj profesiji. Militarizacija policije ukazuje upravo na određen obim i prirodu uticaja vojničkog sistema funkcionisanja na način obavljanja policijskih zadataka. Time se razlika između ovih dveju profesija smanjuje, što ima kako svoje potencijalno dobre, tako i loše strane. U radu se najviše pažnje posvećuje upravo analizi lica i naličja militarizacije policije, i ukazuje kako na pozitivne, tako i na negativne efekte te pojave. Autori smatraju da proces militarizacije policije ima ipak izraženije negativne efekte jer smanjuje preventivne i proaktivne funkcije policije, i time je vraćaju u status reaktivne i retributivne službe, čime se ujedno dovode u pitanje vrednosti demokratskog društva i vladavine prava

    Analiza mera bezbednosne zaštite određenih ličnosti

    Bezbednosna zaštita određenih ličnosti1 predstavlja jedan od primarnih zadataka svih savremenih svetskih službi bezbednosti. Preduzimanjem posebnih bezbednosnih mera omogućava se nesmetan život i rad najvažnijih državnih funkcionera i predstavnika međunarodnih bezbednosnih organizacija, čime se štite institucije država i stvaraju uslovi za normalno funkcionisanje međunarodnih bezbednosnih organizacija. Da bi određena lica boravila i radila u stabilnom bezbednosnom okruženju, posebne organizacione jedinice službi bezbednosti blagovremeno ocenjuju stanje bezbednosti određenih ličnosti, procenjuju njihovu ugroženost i predlažu mere bezbednosne zaštite, kako bi se sprečio bilo kakav oblik ugrožavanja njihove bezbednosti. U ovom radu izvršena je analiza bezbednosne zaštite koju preduzimaju, prvenstveno, službe bezbednosti država koje su nastale raspadom bivše Socijalističke Federativne Republike Jugoslavije. Analizom je obuhvaćen i rad pojedinih službi bezbednosti Sjedinjenih Američkih Država (Diplomatska služba bezbednosti i Vojska Sjedinjenih Američkih Država), Organizacije za evropsku bezbednost i saradnju (OEBS) i Ujedinjenih nacija. Prvi deo rada odnosi se na teorijsko definisanje procesa ocene i procene stanja ugroženosti određenih ličnosti. Akcenat je na analizi postupka bezbednosnog procenjivanja, kojim se dolazi do sintetičkog zaključka o budućem stanju bezbednosnih pojava koje može ukazati na moguće ugrožavanje bezbednosti određenih ličnosti. S obzirom da bezbednosna procena predstavlja sponu između prikupljanja i obrade podataka i donošenja odluke, ponaosob je izvršena analiza prikupljanja i obrade podataka, predviđanja, formiranja varijanti, ocene prihvatljivosti varijanti, analize neprihvatljivih varijanti i podnošenja predloga varijanti. Drugi deo rada obrađuje analizu sadržaja mera bezbednosne zaštite određenih ličnosti. Sintezom mera bezbednosti koje primenjuju analizirane službe bezbednosti, kao i kritičkom analizom postupka bezbednosnog ocenjivanja i procenjivanja bezbednosne situacije, sačinjen je predlog novog modela mera bezbednosne zaštite određenih ličnosti za koji smatramo da je valjaniji od postojećih.
