The use of information and communication technologies by enterprises in the European Union member countries
The paper analyzes the use of information and communication technologies (ICT) in enterprises in the
European Union member states. The objectives of the analysis were to examine the level reached in the
application of ICT in European enterprises and explore the differences in ICT usage that exist between the
EU member states. The analysis is based on the Eurostat data on ICT usage in enterprises in the European
Union countries (EU-28) for the years 2018 and 2017. The following indicators of ICT usage were analyzed:
fixed broadband access, the speed of the internet connections, the presence of the Internet (enterprises
having a website), the use of social media, the use of cloud computing services, e-commerce indicators
(the share of the enterprises making e-sales and the share of e-commerce in the total turnover) and the
indicators of e-business integration - the share of the enterprises using enterprise resource planning
(ERP), customer relationship management (CRM) and the supply chain management (SCM) software
applications. A comparative analysis of the EU countries by the value of these indicators was carried out.
The main focus in the analysis was to identify the factors that influence the difference in the value of the
ICT indicators between the countries. The analysis has shown that the regional position, the geographic
characteristics, the size of the country and the level of its economic development are the factors that
influence these differences.U radu se analizira primena informaciono-komunikacionih tehnologija (IKT) u preduzećima u zemljama članicama Evropske unije (EU). Ciljevi analize bili su da se ispita dostignuti nivo u primeni IKT u preduzećima i da se istraže razlike u korišćenju IKT koje postoje među zemljama članicama EU. U analizi su korišćeni podaci EUROSTAT-a o primeni IKT u preduzećima Evropske unije (EU-28) za 2017. i 2018. Analizirani su sledeći indikatori primene IKT u preduzećima: širokopojasna internet konekcija, brzina internet konekcije, prisustvo na internetu (posedovanje Web sajta), korišćenje društvenih medija, korišćenje cloud računarstva, indikatori e-trgovine (udeo preduzeća koja prodaju svoje proizvode preko interneta i učešće e-trgovine u ukupnom prometu), i indikatori integrisanosti e-poslovanja (udeo preduzeća koja koriste integralni poslovni software, software za upravljanje odnosima sa klijentima i softver za upravljanje lancem snabdevanja). Izvršena je komparativna analiza zemalja EU po vrednosti ovih indikatora, sa ciljem da se utvrdi koji faktori utiču na razlike u vrednosti indikatora među zemljama. Analiza je pokazala da su regionalni položaj, geografske karakteristike, veličina zemlje i dostignut nivo ekonomskog razvoja faktori koji utiču na ove razlike
Women in the police profession and a review of the situation in the Serbian police
Cilj rada je da se predstave rezultati istraživanja kojim je ispitivana profesionalna
integracija i napredovanje žena zaposlenih u Upravi policije za grad Beograd. Problem integracije i napredovanja žena u srpskoj policiji istraživan je u Policijskoj upravi
grada Beograda Ministarstva unutrašnjih poslova Republike Srbije, u periodu od 2016.
do 2017. godine, primenom kvalitativne i kvantitativne metodologije. Rezultati su pokazali da postoje objektivne okolnosti koje zaustavljaju žene na određenom stepeniku promocije u karijeri, a koje imaju poreklo i uporište na više nivoa, naglašeno na društvenom
nivou koji je pod uticajem patrijarhalnih odnosa. Istraživanjem je utvrđeno je da su otežavajuće okolnosti formalne i neformalne prirode i da u osnovi potvrđuju teorije o rodnoj
neravnopravnosti u maskulinim profesijama, kao što je policijska profesija. U policijskim
službama u Srbiji žene još uvek čine manjinu koja je prikriveno diskriminisana i javno
segregirana na marginama profesijeThe aim of the paper is to present the results of the research in which we examined the professional integration and advancement of women employed in the
Police Directorate for the City of Belgrade. The problem of integration and advancement of women in the Serbian police was investigated at the Police Directorate
of the City of Belgrade, Ministry of Internal Affairs of the Republic of Serbia, in the
period from 2016 to 2017, by using a qualitative and quantitative methodology. The
results showed that there are objective circumstances that stop women at a certain
stage of career promotion, which have origins and a multi-level stronghold, emphasized at the social level influenced by patriarchal relationships. The results suggest
that circumstances of a formal and informal nature are aggravating and that they
fundamentally confirm theories of gender inequality in the masculine professions,
such as the police profession. In police services, in Serbia, women still constitute a
minority that is covertly discriminated against and publicly segregated on the sidelines of the profession
Structure and Dynamics of Illegal Markets Within the Spectrum of Organized Crime
Илегално тржиште је, слично легалном, област друштвених односа у којој се обављају производња, размена,
продаја и потрошња робе и услуга, с том разликом што производи/услуге који су предмет размене, или сама размена, крше утврђене законске одредбе. Значај њиховог проучавања произилази из
чињенице да се на илегалним тржиштима акумулирају огромна
финансијска средства, док игнорисање овог феномена у најмању
руку значи и игнорисање проблема организованог криминала, уз
отежавање разумевања и законитих тржишта.
Експланација организованог криминала анализом структуре и функционисања илегалних тржишта заснива се на чињеници
да су управо илегална тржишта доминантан друштвени амбијент у коме та врста криминала настаје и у коме се развија. Вишеструки карактер феномена незаконитог поступања на тржиштима уопште онемогућава разликовање легалних од илегалних тржишта на основу карактера производа који су предмет размене. Уместо тога пажњу треба фокусирати на идентификовање различитих облика, односно типова илегалних тржишта. Такође,
нормално функционисање тржишта захтева транспарентност
и антиципацију тржишних трансакција, као и прилагодљивост
тржишних партиципаната. Као три основна фактора, чији дисбаланс доводи до тржишне нестабилности и поремећаја координације активности тржишних учесника, издвајају се проблеми
процене вредности, конкуренције и сарадње, уз често присуство
насиља, као регулаторног фактора sui generis.Illegal market, similar to the legal one, is the field of
social relations in which production, exchange, sale and consumption
of goods and services are carried out, the difference being that products/services that are exchanged or the exchange itself violate the established legal provisions. The significance of their research arises from
the fact that huge financial assets are accumulated in illegal markets,
while ignoring their existence to say the least means ignoring the problem of organized crime and makes understaning of even legal markets
more difficult.
The approach to explain organized crime by the analysis of
structure and functioning of illegal markets is based on the fact that
the illegal markets are the dominant social setting where this kind of
crime is generated and developed. Multiple character of the phenomenon of illegal market conduct in general makes it impossible to distinguish legal from illegal markets based on the character of products
being exchanged. The focus should instead be on identifying various
forms, i.e. types of illegal markets. Also, normal functioning of the market requires transparency and anticipation of market transactions, as
well as adaptability of market participants. The three main factors
whose disbalance leads to market instability and disturbance of coordination of activity of market participants are the problems of assessment of value, competition and cooperation
The results and problems of the general police in combating crimes
Policijski poslovi koji se odnose na suzbijanje kriminala čine bitan sadržaj rada Ministarstva unutrašnjih poslova (MUP) Republike Srbije, pri čemu rezultati koji se ostvaruju na tom planu predstavlјaju jedan od najvažnijih pokazatelјa njegove efikasnosti. U suzbijanju kriminala učestvuju sve organizacione jedinica policije, obavlјajući poslove iz svog delokruga. Delokrug rada organizacionih jedinica policije je različit, tako da se razlikuje i njihov doprinos suzbijanju kriminala. Policija opšte nadležnosti i kriminalistička policija svakodnevno preduzimaju mere i radnje usmerene ka suzbijanju kriminala. Ostale organizacione jedinice policije to čine u određenim slučajevima, obavlјajući primarne poslove iz svog delokruga (na primer, saobraćajna policija, granična policija i dr.). Policija opšte nadležnosti predstavlja najbrojniji sastav MUP-a i svojom pozorničkom i patrolnom delatnošću na bezbednosnim sektorima neprekidno pokriva područje Republike Srbije. U radu se sagledava doprinos policije opšte nadležnosti u suzbijanju kriminala i ukazuje na neke probleme i mogućnosti unapređenja aktuelne prakse.Police duties related to the suppression of crime make an essential content of the work of the Ministry of the Interior (MoI), and the results achieved in this area represent one of the most important indicators of MoI’s efficiency. The fight against crime involves all organizational units of the Ministry, each of them performing tasks under their authorities. The purview of the different police organizational units is different, so their contribution to the fight against crime is also different. General police and crime investigation police (detectives) take measures and actions aimed at combating crime on a daily basis. Other organizational units of the police do this in certain cases, performing primary tasks under their specialisation (e.g., traffic police, border police, etc.). General police is the most numerous composition of the MoI, and through the patrol work they cover the whole state territory. Approximate Solution of Coupled Schrödinger and Poisson Equation in Inversion Layer Problem: An Approach Based on Homotopy Perturbations
In this paper, the homotopy perturbation method (HPM) is applied to the coupled set of Schrödinger-Poisson (SP) equations in inversion layer problem for obtaining the approximate analytical solution. Inversion layer of n-type is considered, and the electric quantum limit is assumed. By introducing some dimensionless quantities, the SP system has been turned into one which can be solved along the infinite interval. After some appropriate transformations, the infinite interval has been reduced to finite one (0,1), and recurrence series of the HPM approximate solutions of the coupled SP system have been obtained. The existence and convergence of obtained HPM approximate solutions have been formally proved. Moreover, these solutions show relative simple mathematical form, as well as high degree of accuracy what is desirable for semiconductor device modelling
Supervisory system for physical objects spatial location detection
In this paper was proposed the simple concept and realization of the technical system, for physical objects spatial location detection, with optimization methods for low quality hardware. This computer system consists of computers, software applications, video cameras, computer network, active and passive network equipment. The basic idea of the system is the principle of triangulation by the visual images and time data from at least 4 cameras with high number of frames per second. The system then creates photorealistic graphical 3D animation of object trajectory and space, using the calculated spatial location data. Experimental results and a computer simulation of a real system indicated that the proposed concept improves objects spatial location detection and 3D graphics on medium quality technical equipment

Right to life of an unborn child or criminal-law protection of a foetus : person or embryo
Iza pitanja „čovek ili embrion?“ krije se, zapravo, rasprava o pravu na život nerođenog deteta. Interesantno je da se u više podnetih zahteva time bavio i Evropski sud za ljudska prava izbegavajući da pruži konkretan odgovor da li se termin „svako“, od koga se polazi u međunarodnim dokumentima, može primeniti i na prenatalnu fazu. Nekoliko zanimljivih slučajeva u našoj sudskoj praksi odnosilo se na određene radnje preduzete od strane lekara, usmerene prema majci koje su, usled različitih okolnosti, dovele do nastupanja smrti ploda.Postavilo se pitanje mogućnosti i pravaca razvoja krivičnog zakonodavstva Srbije u takvim situacijama. Osnovna teza ovog rada je da do početka porođaja fetus uživa samo posrednu zaštitu preko majke kroz različita krivična dela iz Krivičnog zakonika ili „neposredniju“ kroz krivično delo nedozvoljeni prekid trudnoće. Istina je da se zakonodavac u drugim zemljama odlučio na proširivanje neposredne krivičnopravne zaštite fetusa, ali uglavnom kada je u pitanju telesni integritet i stanje zdravlja fetusa, pa se u tom pravcu daju i konkretni predlozi de lege ferenda.The dilemma of whether an embryo is a person actually hides a debate on the right to life of an unborn child. It is interesting that the European Court of Human Rights has dealt with this issue on several occasions avoiding to offer a concrete answer if the term “everyone”, which makes a starting point in international documents, can be applied to this prenatal stage as well. Several interesting cases in our court practice referred to certain prenatal actions undertaken by the doctors, which have resulted in the death of a foetus. This raised a question of possibility and directions of development of criminal legislation in Serbia in such situations. The basic argument of this paper is that until childbirth begins a foetus enjoys only indirect protection through its mother. This is the prism through which the right to life of an unborn child should be observed. The truth is that the legislators in other countries opted in favour of expanding the direct criminal-law protection of a foetus, but mostly when bodily integrity and foetal health condition are concerned
