The role of religious leaders in the creation of the 21st division of the SS - Skanderbeg and their involvement in the war crime in Velika
The paper deals with the role of fanaticized religious leaders in the creation of the 21st Division of the SS “Skanderbeg”, developed on the basis of the ideas of the League of Prizren which laid the foundations of the socalled “Greater Albania”. The authors analyze the activities of the German Counter-Intelligence Service “Abwehr” in the creation of such an “elite” division, whose operatives and agents skillfully mislead religious leaders and religiously fanaticized aghas and beys in order to preserve occupying power in the Balkans without the involvement of German regular troops. Within this unit there were numerous ballist and volunteer forces from the territory
of Kosovo and Metohija, Northern Albania, Western Macedonia, but also from Plav and Gusinje (Montenegro) and from the Raška area, while only the commanding staff (officers and non commissioned officers) were Germans. Since the creation of this unit, religious and nationalist fanatics have been attempting to ethnically cleanse the multinational region from all Non-Albanians, committing mass crimes against the unprotected population. Use of the Kotter’s model in the quality audit of organizational changes of the MOI of Serbia
Recent changes in the organization of the Ministry of Interior, which occurred at the end of 2018, imposed a need to check their effectiveness and justification. Without considering the question of what the political set is in power, the satisfaction of employees must be taken into consideration
first and foremost. In particular, it must be borne in mind that, according to the data of some police unions, over 8,000 Interior Ministry employees have written complaints about new employment solutions. In order to check the quality of these changes, the Kotter’s change management model was used to make them successful. Thirty years of research by leadership researcher John Kotter have proven that 70% of all major change efforts in organizations fail. Following the 8 Step Process outlined by Kotter, organizations can avoid failure and become adept at change. By improving their ability to change, organizations can increase their chances of success, both today and in the future. Without this ability to adapt continuously, organizations cannot thrive. Based on the changes that have been made, it can be determined whether they have been cosmetic, transformational or transactional changes.

Solving Schrödinger Equation for a Particle in One-Dimensional Lattice: An Homotopy Perturbations Approach
In this paper, a novel approach for an approximate solving Schrödinger equation for a particle in the one-dimensional lattice with the periodic potential is described. This approach, based on the homotopy perturbation method (HPM), gives an approximate analytic solution which has a high degree of convergence, and at the same time high degree of accuracy. The convergence of the HPM is examined and formally confirmed. In addition, the efficiency of the HPM method is illustrated in two examples
The Influence of Data Classification Methods on Predictive Accuracy of Kernel Density Estimation Hotspot Maps
When it comes to hot spot identification, spatial analysis techniques come to the fore. One of such techniques, that has gained great popularity among crime analysts, is the Kernel Density Estimation (KDE). Small variation in KDE parameters can give different outputs and hence affect predictive accuracy of hotspot map. The influence these parameters have on KDE hotspot output sparked many researches, mostly analyzing the influence of the cell size and bandwidth size. Yet, the influence of different classification methods applied to calculated cell values, including the choice of threshold value, on the KDE hotspot predictive accuracy remained neglected. The objective of this research was to assess the influence of different classification methods to KDE predictive accuracy. In each KDE computation, calculated cell values were divided into five thematic classes, using three the most common (default) classification methods provided by Environmental Systems Research Institute (ESRI) Geographical Information System (Arc GIS) (equal interval classification, quantile classification and natural breaks classification) and incremental multiples of the grid cells’ mean. Based upon calculated hit rates, predictive accuracy indices and recapture rate indices and taking into account the necessity that mapping output should satisfy some operational requirements as well as statistical rules, this research suggest that incremental mean approach with hotspot threshold of 3 and above multiples of the grid cell’s mean, should be used

Police ethics in scientific discourse
Полицијска етика је млада теоријско-сазнајна дисциплина а изградњом демократског друштва етика постаје све значајнија компонента и саставни део
полицијске професије. Са циљем да истражимо заступљеност тема полицијске етике, у
раду смо анализирали издања часописа Безбедност од 2010. до 2018. године и издања
часописа Наука, безбедност, полиција (НБП) од 2010. до 2018. године. У истраживању
нас пре свега интересује ниво заступљености тема које се баве полицијском етиком
као сазнајном дисциплином, етиком полицијске професије и моралом полицијског
поступања, као и начин и становиште са кога се у научном дискурску приступа овој
теми.Police ethics is a young theoretical discipline and by upbuilding a
democratic society ethics becomes an significant component and an integral part of the
police profession. In order to investigate the coverage of the topic of police ethics, we
analyzed the issues of the magazine Security from 2010 to 2018 and the issues of Science,
Security, and Police (SSP) from 2010 to 2018. In our research, we are primarily interested in
the amount of representation of topics dealing with police ethics as cognitive discipline and
ethics of the police profession, as well as the way and standpoint from which the scientific
discourse approaches this topic
