Reinterpreting security in the context of the new types of risks and conflicts of globalisation 4.0
This study maps the political, social and economic trends expected
for the next 15-20 years, which will determine the processes of the so-called
globalisation 4.0, making sure that the changed nature of the risks and their
identification are also examined in the light of these prognoses.
Besides analysing the shift in the geopolitical system and the increasing risks
that result from new global roles, we also discuss the new, already perceivable
security challenges like energy security, the security related aspects of climate
change and the risks generated by demographic-change-related urbanisation
processes – laying an emphasis on the context of interconnections between
these and the 4.0 revolution
Quality of life and community policing: between theory and the realistic needs of the citizens
The quality of life is an immediate sustainability manifestation, which refers to the capability of the place or the local community to meet the current needs of the citizens without jeopardizing the possibility for the future generation to meet their needs to the full extent. The quality of life is the identification of the key domains of human well-being in the community, i.e. the identification of the existing needs of its citizens. The needs of the citizens of one local community synthetize everything that the citizens recognize as a difference between the current and desirable situation. The need can be formulated also as a wish to improve the current situation or to correct the defect. Systems (services, institutions, agencies) for providing services to the citizens in the functional communities base their activities on defined priorities of the local community, they reduce the potential risks for the citizens, put their focus on outcomes (changes among citizens) rather than the processes themselves, maintain the existing and establish new social networks of help and support to individuals, while respecting their individual rights, include citizens (service users) in decision-making agencies, and others. Whenever various forms of community action and action are realized, it must take into account the specificities of the target groups and the characteristics of the community whose needs or deficits must be met. It is on these principles that a modern police organization bases its activities within community policing, dealing primarily with the security needs of citizens. The analytical approach in this paper deals with the implementation of a problem-solving strategy with the goal to reduce the fear of crime and the rate of crime, that is, with the measures and activities by which the police influences

Visualizationand risk estimation of harmful substances leakage based on ALOHA code
Air pollution caused by leakage of dangerous chemicals is a serious threat to the living world and the environment. Predicting the consequences of pollution by mathematical simulation of leakage has become an important method in the field of environmental protection. In this study, two registered accidents of leakage of chemicals on the territory of the Republic of Serbia were analysed, the leakage of hydrochloric acid and the leakage of ammonia. The areal location of hazardous atmospheres (ALOHA) model was selected together with accurate data on geographic location and meteorological conditions for simulation and evaluation of the effects of harmful evaporation on the environment, Additional analyzes of the same accidents were performed for different meteorological conditions and a comparison of the results was done.The simulation confirmed that the extent of the pollution largely depended on the type of chemical pollutantsand then on their release in given meteorological and geographical conditions

Veliki broj intervencija u krivičnom zakonodavstvu rezultat je potrebe usaglašavanja

relevantnim
dokumentima
Evropske
unije
i Saveta
Evrope.
Takođe,
praksa
Evropskog
suda
za ljudska
prava
i Evropskog
suda pravde
oblikuje
nacionalno
zakonodavstvo.
Mi
ćemo
se
tim dejstvom
baviti
sa
stanovišta
krivičnog
prava.
Na
ovom
mestu
je važno pomenuti
i da
je
Evropska
konvencija
za zaštitu
osnovnih
ljudskih
prava
i sloboda
u velikoj
meri
krivičnopravnog
karaktera,
pa je njen
uticaj
ogroman
posebno
u sferi
kaznenog prava.
U kojoj
meri
je
nacionalno
zakonodavstvo
nadahnuto
odlukama
ova
dva
pravosudna
organa
pokušaćemo
da
utvrdimo
kroz
analizu
odluka
koje
se
odnose
na načelo ne
bis
in
idem.
Mogli
bismo
se
složiti
da odluke
Evropskog
suda za ljudska
prava
imaju
posredno,
interpretativno
dejstvo
jer
utiču
na donošenje
odluka
sudija,
posebno
Ustavnog
suda, i tumačenje
domaćih
pravnih
normi.
Kada
je u pitanju
budući
doprinos
Evropskog
suda pravde
harmonizaciji
krivičnog
prava
u pravnom
poretku
EU,
možemo
istaći
da, pored
interpretativnog
učinka, do izražaja
dolazi
i direktni
upliv
putem
stvaranja
obaveza
za
glavne
aktere
nacionalnih
pravnih
sistema.
Posmatrano
sa
stanovišta
teme
kojom
se
bavimo
i koju
smo suzili na načelo ne
bis
in
idem,
u kaznenom pravu EU govorimo o njegovom transnacionalnom karakteru koji obuhvata
odnos
između sudova
država
članica
EU,
pa bi
u tom
smislu
načelo trebalo
da se
primenjuje
ne samo
u okviru
nacionalne
jurisdikcije
nego
među jurisdikcijama
država
članica,
kako
je to
proklamovano
u Povelji
o osnovnim
pravima
EU.A large number of interventions within criminal legislation result from the need to make
harmonization with the relevant EU and Council of Europe documents. Also, the practice
of the European Court of Human Rights and the European Court of Justice shapes national
legislations. We shall deal with this impact from the criminal-law point of view. It is also
important to mention here that the European Convention for the Protection of Human Rights
and Fundamental Freedoms is of criminal-law character to a large extent, and therefore its
impact is huge particularly in the sphere of criminal law. We shall try to determine to which
extent the national legislation has been inspired by the decision of these two judicial bodies
through the analysis of the decisions related to ne bis in idem principle. We could agree
that the decisions of the European Court of Human Rights have indirect, interpretative
impact since they influence the judges’ ruling, particularly those of the Constitutional Court
and the interpretation of national legal norms. When it concerns the future contribution of the European Court of Justice to the harmonization of the criminal law within the EU
legal order, we can point out that in addition to interpretative effect there is also a direct
interference by creating obligations for the main actors in national legal systems. Observed
from the standpoint of the topic we are dealing with and which we narrowed down to ne
bis in idem principle, in the EU criminal law we talk about its transnational character which
includes the relationship among the courts of the EU Member Countries, and consequently
this principle should be applied not only within the national jurisdiction but also within the
Member Countries jurisdictions, as it has been proclaimed in the Charter of Fundamental

Strategic decision-making in the police and contemporary models of CI-intelligence collection
Почетком 21. века дошло је до великих
промена у сфери тешког криминала. Под утицајем нових
технологија, пре свега развоја информационих система,
експанзије илегалне производње нових врста вештачких опојних
дрога, глобализације и укидања државних граница, као и појаве
великог броја ратних конфликата на подручју целе планете,
долази до бржег развоја организованог и транснационалног
криминала. Приходе стечене трговином људима и кријумчарењем
миграната са подручја Азије и Африке у Европу организоване
криминалне групе све чешће усмеравају на куповину оружја и
експлозивних материја за вршење терористичких напада.
Терористички удари на Светски трговински центар и Пентагон
11. септембра 2001. у САД, на Балију 12. априла 2002. и у Лондону
7. јула 2005. утицали су на доносиоце стратешких одлука у
безбедносним структурама. У многим државама, пре свега САД,
Аустралији и Великој Британији, постају свесни да је неопходно
успоставити другачији начин рада безбедносних служби. Да би
уважили основна начела ефикасности, ефективности и
економичности, органи кривичног гоњења у будућности треба да
предвиђају краткорочно и дугорочно кретање криминала и
понашање организованих криминалних група, да размишљају стратешки и буду разборити у расподели ресурса.
Традиционални, реактивни начин рада, усмереност на тактичке
истраге у расветљавању појединачних кривичних дела,
постизање тренутних оперативних резултата и размишљања
руководилаца полиције попут „наредна година није моја брига већ
брига неког другог“, морају постати прошлост. У овом раду
приказаћемо неке савремене моделе рада полиције засноване на
стратешком размишљању и доношењу стратешких одлука у
супротстављању криминалу на основу прикупљених
обавештајних података.The beginning of the 21st century was marked by major changes in the sphere of serious crime. New technologies, and primarily the development of information systems, but also the expansion
of illegal manufacture of new types of artificial narcotic drugs, globalization and abolition of state borders, occurrence of a large number of
war conflicts throughout the planet, all have lead to the occurrence of
new forms of crime and a faster growth of the already existing ones,
primarily organized and transnational crime. Organized criminal
groups increasingly use the proceeds obtained by human trafficking
and from smuggling migrants from the territories in Asia and Africa
into Europe for buying arms and explosives intended for carrying out
terrorist attacks in the furtherance of their goals. The terrorist attacks
on the World Trade Center and the Pentagon in the US on September
11, 2001, in Bali on April 12, 2002, and the bombing attack in London on 7 July 2005 influenced strategic decision-making in security structures by raising awareness of uncertainty in our understanding of security, from crime in the local area to national security. In order to
observe the basic principles of efficiency, effectiveness and economy, it
is necessary to establish a different way of operating security services.
Police should be able to foresee criminal trends and actions by organized criminal groups both in the short and in the long run. Chiefs of
police should think strategically and be prudent in the allotment of
resources. The traditional reactive ways of work, directed at tactic
investigations focused on resolving individual criminal offences,
achievement of momentary operative results and the attitude of police
chiefs that “next year won’t be my concern, but someone else’s” have
to be obliterated. The paper presents some of the contemporary models
of policing based on strategic thinking and decision-making. Research
results show that police work should inevitably be aimed at crime prevention. Yet the objective has to be realistic, as it is impossible to
eradicate crime, but it is possible to contain it and keep it within certain socially acceptable limits. Furthermore, it is vital to incorporate
the subject of Crime investigation strategy into police education. It
would teach police officers how to think strategically, in a proactive
way, in order to combat crime. The police should focus their activities
on the monitoring of recidivists in order to prevent the perpetration of
new offences and thus reduce the overall crime rate. It should be borne
in mind that preventing a crime is a more valuable result of police
work than apprehending the perpetrator of a committed crime. The
citizen who has not been victimized will be more satisfied than the
damaged party who receives compensation in a criminal proceeding
Serbian Police and International Police Cooperation From the Beginning to European Integration
Српска полиција је била посвећена међународној полицијској сарадњи од самог почетка њеног успостављања.
Србија је била међу иницијаторима међународне полицијске сарадње, оснивачима и активним учесницима Међународне комисије
криминалне полиције, која је поставила темеље међународној полицијској сарадњи, а касније и прерасла у најпознатију и највећу
међународну полицијску организацију – Интерпол. Данас, у ери успостављања јединственог тржишта и омогућавања слободног
кретања у оквиру Европске уније, сведоци смо замаха међународног организованог криминала. Није могуће супротставити се бујању криминала само на националном нивоу, у оквиру граница своје земље и издвојено од осталих држава, већ је неопходна адекватна полицијска сарадња. Због тога се од сваке, па и наше, земље
очекује професионално и одговорно ангажовање у оквиру међународне полицијске сaрадње у спречавању и сузбијању криминала.
Ово тим пре што је Србија у преговорима за приступање ЕУ, па
у том циљу мора испунити више предвиђених услова међу којима
су и они који се односе на остваривање полицијске сарадње.У склопу тих преговора развоју полицијске сарадње се посвећује велика пажња и придаје све већи значај, али независно од тока и трајања приступних преговора треба наставити рад на јачању и развоју међународне полицијске сарадње као незаменљивом инструменту у борби против криминала.
У раду се говори о почецима међународне полицијске сарадње и улози Србије у том процесу, затим о остваривању полицијске сарадње у Европској унији, док се на крају даје осврт на то шта је према Поглављу 24 потребно урадити у области полицијске сарадње, а шта је Србија реализовала.The Serbian police were, from the very beginning of
the foundation, dedicated to international police cooperation. Serbia
was one of the first countries which initiated international police
cooperation, as well as one of the founders and active participants of
the International Criminal Police Commission, which laid the
foundation for international police cooperation, and later turned into
the largest and most famous international police organization -
Interpol.Today, in the era of establishing a single market and
facilitating free movement within the EU, we are witnessing an
increase ininternational organized crime.It is impossible to oppose the
rise of crime only at the national level, within the borders of one’s own
country, separated from other countries - adequate police cooperation
is necessary. Therefore, each country, including our own, is expected
to engage in the framework of international police cooperation in the
prevention and combating of crime professionally and responsibly. Even more so because Serbia is in the process of accession
negotiations with the EU and for this purpose it has to fulfil certain
conditions, including those related to police cooperation. As part of
these negotiations, a lot of attention is paid to the development of
police cooperation and it has been given an increased importance, but
the work on strengthening and developing international police
cooperation as a permanent value and an indispensable instrument in
the fight against crime should continue regardless of the course and
duration of the accession negotiations. Serbia has recognized the
major challenges ahead of it in the process of accepting and
harmonizing with European standards in the field of police
cooperation.In that sense, it should continue to further harmonize
domestic legislation with the EU legal attainment and intensively
develop the administrative, analytical and operational capacities
needed to achieve police cooperation.
This paper focuses on the beginnings of international police
cooperation and the role of Serbia in this process, then moves on to the
development of police cooperation within the European Union, and
eventually gives a review of what is required under Chapter 24 in the
area of police cooperation, and what Serbia has done so far
Study of the Impact of Technical Malfunctioning of Vital Vehicular Parts on Traffic Safety
The paper aims to present the results of study on how certain types of vehicles with malfunctioning technical parts affect traffic safety in the Republic of Serbia between 1997 and 2014. The following methods were used in the paper: statistical method, comparative method, analysis of frequency of defined traffic accident causes, Pearson linear correlation with a modelled algorithm for data processing. The technical malfunction of vehicles as a cause for accident occurrence has a share of 0,72% in the total number of accidents. The most common cause of accidents lies with malfunctioning lights or light-signalling devices on vehicles. The technical malfunction of vehicles has the highest value of 1,65% in accidents with fatalities and the biggest correlation between accidents at police district and accidents on national level is recorded with accidents in which only material damages were sustained. The research results can be used for comparison on regional level, so as for developing of the model of analysis of the causes of traffic accidents in Serbia and in the region
Spatial Context of Crime Activites in Criminal Investigation
Kriminalno ponašanje se manifestuje na određenoj lokaciji koja je sastavni deo šireg geoprostornog miljea, zbog čega se ne može posmatrati izolovano od okruženja u kojem nastaje i u kome proizvodi svoje posledice. Razumevanje gde i zašto se krivična dela vrše može unaprediti aktivnosti koje se preduzimaju u cilju suprotstavljanja kriminalu. To potvrđuje niz empirijskih istraživanja, koja ukazuju da izbor objekta napada od strane učinioca nije slučajan, već je često uzrokovan, između ostalog, i geoprostornim činiocima. S tim u vezi, u radu se ukazuje na značaj geoprostora u oblikovanju kriminalnog ponašanja. Međutim, u kriminalističkoj praksi još uvek ne postoji dovoljno znanja i svesti o tome kako sagledavanje geoprostornog konteksta može unaprediti kriminalističke aktivnosti koje se svakodnevno preduzimaju u cilju suprotstavljanja kriminalu. U tom smislu, njegov informativni potencijal ostaje neiskorišćen, a kriminalistički rad nedovoljno efikasan.Because of the fact that crime is committed in certain locations in geographic space, it cannot be analyzed in isolation from the environment in which it occurs and where its consequences arouse. Understanding where and why crimes took place can improve the outcomes of the activities undertaken in order to prevent them. This is confirmed by a series of empirical studies that suggest that the choice of the crime targets is not random, but is usually influenced by some psychological
and spatial characteristics. In this regard, the paper points to the importance of space in shaping criminal behavior. At the same time, there is a lack of knowledge and awareness in the police practice that better knowing spatial context of crime can improve the actions that have been taken daily to counter crime. As a result, information resources contained in the spatial criminal environment remains largely untapped, leading to the lack of the efficiency of police actions
