    Results of an Empirical Study on the Effectiveness of Urgent Measures in the Republic of Serbia

    Целокупно савремено законодавство, не само кривично и кривично процесно, карактерише једна нова етапа која траје и дан данас и која се огледа у значајним реформама и доношењу нових закона, као и проналажењу нових решења како би се повећала ефикасност у спречавању и сузбијању насиља у породици. Тим путем је кренула и Република Србија, доношењем Закона о спречавању насиља у породици којим превасходно треба интензивирати превентивно деловање надлежних државних органа у случајевима насиља у породици. Примена Закона о спречавању насиља у породици у Републици Србији почела је 1. јуна 2017. године и, имајући у виду да је од тада прошло три године, неопходно је извршити адекватну анализу и оценити да ли је ефикасност супротстављања насиљу у породици повећана. У том смислу, предмет истраживања у овом раду је анализа практичне примене Законом предвиђених хитних мера од стране полиције, јавног тужилаштва и суда. Истраживањем је обухваћен период од две године примене Закона – од 1. јуна 2017. до 31. маја 2019. године. Приликом истраживања су коришћени статистички метод и методи анализе, дедукције, компарације и дескрипције. Основна питања која ће се анализирати у овом истраживању тичу се односа укупно и појединачно изречених хитних мера од стране полиције, територијалне дистрибуције изречених хитних мера на територији Републике Србије и продужења хитних мера од стране суда, а значајан део истраживања обухвата и разматрање кршења изречених хитних мера.Contemporary legislation, not only criminal and criminal proceedings law, has entered a new stage, that is currently underway and that is reflected in significant reforms and new legislation, as well as seeking new solutions to increase efficiency in preventing and combating domestic violence. The Republic of Serbia embarked on this path by adopting the Law on Prevention of Domestic Violence, which should primarily intensify the preventive action of the competent state bodies in cases of domestic violence. The Law on Prevention of Domestic Violence started to be applied on June 1, 2017 and given the fact that it has been applied for the past three years, it is necessary to carry out an adequate analysis and to evaluate whether it has increased efficiency when it comes to combating domestic violence. In this regard, the subject of this paper is primarily the analysis of the practical application of urgent measures provided by the Law imposed by the police, the public prosecutor and the court. This research will cover a period of two years of applying of the law, i.e. the period from June 1, 2017 to May 31, 2019. During the research, the statistical method was used along with the methods of analysis, deduction, comparison and description. The paper will analyse: both the total and the individual number of urgent measures imposed by the police; territorial distribution of the imposed urgent measures on the territory of the Republic of Serbia; imposing of extended urgent measures by the court, and a significant aspect of this research will be dedicated to the issue of violations of the imposed urgent measures.Овај рад је резултат реализовања научноистраживачког пројекта под називом „Развој институционалних капацитета, стандарда и процедура за супротстављање организованом криминалу и тероризму у условима међународних интеграција“, који финансира Министарство просвете, науке и технолошког развоја Републике Србије (бр. 179045), а реализује Криминалистичко-полицијски универзитет у Београду (2011−2019)

    Challenges of contemporary predictive policing

    Big data algorithms developed for predictive policing are increasingly present in the everyday work of law enforcement. There are various applications of such technologies to pre-dict crimes, potential crime scenes, profiles of perpetrators, and more. In this way, police officers are provided with appropriate assistance in their work, increasing their efficiency or entirely replacing them in specific tasks. Although technologically advanced, police use force and arrest, so prediction algorithms can have significantly different, more drastic consequences as com-pared to those that similar technologies would produce in agriculture, industry, or health. For further development of predictive policing, it is necessary to have a clear picture of the problems it can cause. This paper discusses modern predictive policing from the perspective of challenges that negatively affect its application

    Characterization and potential application of dextran-based biopolymer powder obtained from Hydrangea macrophylla liquid anthocyanins extract by ultrasonic extraction

    Biopolymers have numerous advantages, such as their biodegradable, non-toxic, non-inflammatory and biocompatible properties, and, therefore, have a potential for various applications. In this paper dextran-based biopolymer powder, obtained from Hydrangea macrophylla liquid anthocyanins extract by ultrasonic extraction and simple precipitating method, was synthetized and characterized in order to determine its properties and potential application. Attenuated total reflectance Fourier-transform infrared spectroscopy (ATR FT-IR) analyses showed interactions between the components of the system. Optical microscopy suggested that the prepared biopowder formulation was small and somewhat uniform in size, and also showed its easy binding to the fingerprint residues. Additionally, the prepared biopolymer powder was used to visualize latent fingerprints left on different non-porous and semi-porous surfaces, i.e. flat wood, glass, plastic and rubber. The results demonstrated the potential of the obtained dextran-based biopowder to complement routinely applied systems in developing latent fingerprints

    Police student nutritional behaviors

    Introduction. A career in law enforcement is physically and mentally demanding, contributing to increased health risks and occupational stress. Physical activity and healthy eating are beneficial for maintaining a healthy weight and preventing many chronic health conditions (e.g. heart disease, cancer). While most police students must pass a fitness exam to enter training and again before becoming sworn police officers, it is unclear whether academy training prepares officers to develop healthy dietary habits for their careers. This study aimed to investigate typical dietary habits of police students at the University of Criminal Investigation and Police Studies, Belgrade, Serbia, and determine ways to improve officer education in healthy eating. Methods. A sample of police students (n = 137, 36.5% female) of average age 20.2 years participated in a survey to evaluate their typical dietary habits. Descriptive statistics were used to describe their nutritional behaviors. Results. Overall, the results suggest that most students make good nutrition decisions. The majority (78.1%) of students reported using alcohol responsibly, and 74.45% drank water between meals, though only 6.6% of students ate enough fruit every day. Almost all (98.5%) understood the importance of diet, but only 11.7% received nutrition-related information from a school source. Conclusion. Results suggest that police student training should include nutritional education and physical preparation for holistic police officer development. This approach could help prevent poor health outcomes for police officers

    Private Security Preparedness for Disasters Caused by Fire

    The subject of the research was the examination of the factors of influence on the preparedness of the private security for disasters caused by fire. In addition to determining the preparedness index, there are deeper insights into the interrelationships between various selected variables and the level of preparedness of members of the private security. Using the random sampling method, 300 adult members of the private security were selected, and they participated in the research. The results of the research indicate that members of private security were not sufficiently prepared to react to fires. The research results could be used as a starting point for conducting further research in this area since the improvement in training of security personnel plays an important role in disaster control and prevention, thereby producing safer and more secure work environment and society

    Specificity of engraving with fiber laser marking systems

    Laser processing is a technology that has quickly become necessary in many manufacturing industries. It is a very precise and economical finishing of parts. The most common application is for laser cutting and engraving. The term laser engraving is often used instead of laser etching and laser marking. However, there is a significant difference between these procedures, primarily in the depth of processing, and thus their application. In this paper, the influence of laser processing parameters on the characteristics of the processing trace was examined.     У другој половини XIX века постепено су се развијале и усавршавале методе полиције за истрагу злочина. Крајем XIX и почетком XX века у европским државама оснивају се специјализоване установе за послове криминалистичке технике, као и регистрациони бирои који ће временом прерасти у научно-судске лабораторије. Почетком XX века и у Србији је, у оквиру Министарства унутрашњих дела, основано Aнтропометријско-полицијско одељење задужено за криминалистичко-техничка вештачења. Оно ће након Великог рата прерасти у Одељење техничке полиције. Велики допринос организацији и раду те службе дали су пионири српске криминалистике − Родолф Арчибалд Рајс, Душан Алимпић, Васа Лазаревић, Добривоје Бакић, Александар Андоновић и Сергије Трегубов, чија су дела, заједно са делима „српског Золе“ Тасе Ј. Миленковића, представљена на изложби „Дела пионира српске криминалистике“. Изложба обухвата књиге из фондова библиотеке Криминалистичко-полицијског универзитета, Народне библиотеке Србије и Удружења „Адлигат“.     Use of IMU in Differential Analysis of the Reverse Punch Temporal Structure in Relation to the Achieved Maximal Hand Velocity

    To achieve good performance, athletes need to synchronize a series of movements in an optimal manner. One of the indicators used to monitor this is the order of occurrence of relevant events in the movement timeline. However, monitoring of this characteristic of rapid movement is practically limited to the laboratory settings, in which motion tracking systems can be used to acquire relevant data. Our motivation is to implement a simple-to-use and robust IMU-based solution suitable for everyday praxis. In this way, repetitive execution of technique can be constantly monitored. This provides augmented feedback to coaches and athletes and is relevant in the context of prevention of stabilization of errors, as well as monitoring for the effects of fatigue. In this research, acceleration and rotational speed signal acquired from a pair of IMUs (Inertial Measurement Unit) is used for detection of the time of occurrence of events. The research included 165 individual strikes performed by 14 elite and national-level karate competitors. All strikes were classified as slow, average, or fast based on the achieved maximal velocity of the hand. A Kruskal-Wallis test revealed significant general differences in the order of occurrence of hand acceleration start, maximal hand velocity, maximal body velocity, maximal hand acceleration, maximal body acceleration, and vertical movement onset between the groups. Partial differences were determined using a Mann-Whitney test. This paper determines the differences in the temporal structure of the reverse punch in relation to the achieved maximal velocity of the hand as a performance indicator. Detecting the time of occurrence of events using IMUs is a new method for measuring motion synchronization that provides a new insight into the coordination of articulated human movements. Such application of IMU can provide additional information about the studied structure of rapid discrete movements in various sporting activities that are otherwise imperceptible to human senses

    Public perception of police behaviors in the disaster COVID-19 – the Case of Serbia

    Purpose–The aim of the study is to determine the perception of general public on the Serbian police behaviors in combating COVID-19 pandemic, as well as the perception of the citizens how successful the police units were in fulfilling their tasks. Design/methodology/approach – Due to the state of emergency declared due to COVID-19 pandemic, in particular the restriction of movement and the need for social distance, the data collection for this study had to be conducted via the online survey platform (Google.doc). The study was conducted during March–April 2020, only four weeks after the state of emergency was declared. The participants were invited to complete the online questionnaire in their native language by using the snowball sampling strategy focused on recruiting the general public via social media tools. Findings – Considering the fact that police officers are not sufficiently prepared and trained to respond in these specific circumstances, it is necessary to improve their engagement in the future by conducting appropriate training, procuring adequate resources, implementing adequate planning activities, etc. The results of the multivariate regressions of public perception preparedness subscale show that the most important predictor is gender and it explains 23.6% of the variance in preparedness subscale. The remaining variables did not have significant effects on preparedness. This model with all mentioned independent variables explains 6.1% of the variance of preparedness subscale. Originality/value – Bearing in mind that there were no completed studies on public perception of police behaviors about the COVID-19 disaster in Serbia, the research has a considerable scientific and social importance
