The Role of Sports Federations in Opposing Fan Hooliganism - FC Red Star Case Study
States oppose hooliganism at sports events in various ways. The entities that can be involved in solving this problem are sports federations and clubs, but their role is not much considered in professional literature. For the purposes of this paper, an analysis of 388 delegate reports from the matches played by FC Red Star was performed from the season 2010/2011 to 2018/2019 in addition to 94 decisions to punish FC Red Star by the disciplinary bodies of the FSS and UEFA. The results of the conducted research indicate that, in practice, the disciplinary sanctions imposed by UEFA gave better results in relation to, in our opinion, inadequate sanctions imposed by the disciplinary bodies of the Football Association of Serbia (FSS)
Legislative framework and criminal operational aspect of combatingnew forms of community violence
The paper presents the legislative framework and the criminalistics-operational aspect of the fight against new forms of violence in Serbia. It is primarily about domestic violence, then peer violence and violence at sports events. The social response to the challenges, risks and threats posed by new forms of violence in the community first included normative-legal activity. The legal frame-work for the fight against new forms of violence in the community included the adoption of special laws and bylaws, which were pointed out in the paper. On that basis, the criminalistics-operational response of the police and law enforcement agencies, judicial bodies and other relevant entities was further upgraded. The paper also points out the activities of the RS Ministry of the Interior in the fight against forms of domestic violence, peer violence and violence at sports events. In the concluding remarks, proposals were made for improving the legislative framework de lege ferenda, strengthening multi-agency and multi-sectoral cooperation, and accepting the good practice of the developed countries in the context of our application for the EU accession
Factors of Corruption With Reference to the Situation in The Republic of Serbia
Корупција представља један од најопаснијих феномена савременог друштва. Уткана у поре готово свих држава, институција и система у већој или мањој мери, као таква заслужује да буде предмет истраживања. Карактеристике корупције указују на препознатљив облик коруптивног понашања, док узроци усмеравају пажњу на извориште проблема, усмеравајући
ограничене ресурсе на превентивно уместо на, помало застарело,
репресивно поступање. Фактори корупције, који су многобројни,
ограничени су на оне који су препознати као најзначајнији и уједно највећи катализатори развоја корупције. Благовременим фокусирањем на факторе корупције омогућује се ажурирање постојећих и проналажење нових механизама којима се корупција може умањити на ниво који омогућава функционисање владавине права и
демократског државног уређења. Као земља која је прошла периоде рата и транзиције, и која је и даље на свом развојном путу, Србија представља одлично тле за доношење закључака о ваљаности
постојећих и проналажењу нових антикорупцијских мера.Corruption is one of the most dangerous phenomena of
modern society. Woven into the pores of almost all states, institutions and systems to a greater or lesser extent, it deserves as such to be the subject
of research. The characteristics of corruption indicate a recognizable
form of corrupt behavior, while the causes direct attention to the source
of the problem, directing limited resources to preventive rather than,
somewhat outdated, repressive behavior. Factors of corruption, which
are numerous, are limited to those that are recognized as the most
important and at the same time the biggest catalysts for the development
of corruption. Timely focusing on the factors of corruption enables the
updating of existing and finding new mechanisms by which corruption
can be reduced to a level that enables the functioning of the rule of law and a democratic state system. As a country that has gone through
periods of war and transition, and that is still on its development path,
Serbia is an excellent ground for finding conclusions about the validity
of existing and finding new anti-corruption measures

Metrical characteristics and the reliability of kinematic sensor devices applied in different modalities of reverse punch in karate athletes
In order to understand the complexity of punches, measurement under realistic conditions in a training environment is necessary. A crucial element to achieving valid results is a reliable instrument. The aim of the study was to evaluate the metrical characteristics and reliability of kinematic sensors (KS) in specific karate testing as a novel method in the training process. Fourteen male competitors, members of a Serbian national senior and cadet karate team, participated in the study. Segmental acceleration in the different modalities of reverse punch (Gyako tsuki) were measured using KS placed on the hand and body. In relation to the qualitative criterion of the intraclass correlation coefficient (ICC) significance, good reliability (ICC = 0.75–0.90) was observed for eight kinematic variables, while excellent reliability (ICC > 0.90) was confirmed for ten kinematic variables. KS can be considered sophisticated measuring tools providing a reliable base of information for the objectification of assessment as the primary approach to top-level athletes
Empirical Analysis of Silent Mining Operation in the Monero System
This paper analyses three important issues regarding Blockchain systems. The first one is related to the existence, success and mitigation of silent mining activity achieved through the development of Application-specific Integrated Circuits (ASICs). The second one lies in the mathematical modelling of Blockchain systems affected by ASIC mining machines and in the mathematical modelling of Blockchain with suppressed ASICs. Finally, this paper presents the economic parameters related to the rate of Return on Investment (ROI) and the possibility of calculating them based on the obtained results. Three different Blockchain systems were analysed, two of which allow the usage of ASIC machines, while one of them by definition does not support this type of mining activity. The analysis showed that the systems which involve ASIC machines can be described by means of linear regression models, while suppressing ASICs mining would provide a different statistical model. Successful mitigation activities can provide reliable data for the calculation of the economic parameters related to the rate of Return on Investment (ROI) based on silent mining
Konvergencija i simbioza principa razvoja javne uprave - uticaj međunarodnih i regionalnih organizacija
Under strong influence of the European coherency,
the member states are constantly improving public administration performance. The scientific justification of the paper has been reflected
through analysis and synthesis of legally binding or non-binding
/international and European principles. It focuses on international and
European rules and practice promoting principles of legality, professionalism, transparency, responsibility, public service integrity. They
have a strong influence on the development and implementation of the
standards in national public administration systems. It is expected that
harmonization of national regulations will encourage development of
common practice of public officials’ performance. The European
Court of Human Rights doctrine and practice has developed the principle of legality (rule of law, legal certainty). The paper also emphasizes the efforts of European institutions (European Commission, Council of Europe, European Court of Human Rights) as well as other
international organisations (United Nations).
The paper offers the analysis and comparison of divergent tendencies in the permanent public administration reform. It elaborates
convergence and symbiosis of international and European standards
and their influence to national administrative systems. Particular attention has been given to comparison at cross-national level and possibilities for putting standards in practice in various national legal
systems.
Prevailing research methods are theoretical and normative,
comparative and descriptive research methods, as well as crossnational and international comparisons with respect to case law of
European institutions (European Court of Human Rights, Council of
Europe).Inicijativom meĊunarodnih i regionalnih
organizacija, podstiĉu se stalne promene i reforma sistema javne
uprave u kontekstu ostvarenja vladavine prava i jaĉanja
institucionalnih kapaciteta. Usvajajući zajedniĉke standarde, države
menjaju i unapreĊuju upravne sisteme i harmonizuju najznaĉajnije
segmente rada javne uprave. Pored uticaja i doprinosa Evropske unije
i njenih institucija na razvoj i primenu upravnih standarda, od znaĉaja
su inicijative drugih meĊunarodnih i regionalnih organizacija -
Organizacije ujedinjenih nacija, Saveta Evrope i drugih asocijacija.
Standardi definisani aktima meĊunarodnih i regionalnih organizacija,
usmereni su ka pružanju podrške državama za uspostavljanje jasnog i
konzistentnog pravnog okvira i sprovoĊenje vladavine prava, razvoju
dobro organizovanih sudskih, upravnih, bezbednosnih i drugih
institucija, kao i razvoju graĊanskog društva koje doprinosi jačanju vladavine prava i odgovornosti javnih službenika i institucija. U radu
se ukazuje na znaĉaj naĉela zakonitosti (vladavine prava),
profesionalizma, transparentnosti, efikasnosti, odgovornosti i
integriteta. Od posebnog je znaĉaja depolitizacija uprave i puna
primena principa meritornosti.
Imajući u vidu specifiĉnu tradiciju nacionalnih sistema – pravnu tradiciju, politiĉku podršku za sprovoĊenje promena, ekonomski
ambijent, organizacionu kulturu u organima i organizacijama javne
uprave, od država ĉlanica se oĉekuje usklaĊivanje nacionalnih propisa
sa smernicama definisanim od strane meĊunarodnih i regionalnih organizacija. Njihovom inkorporiranju i primeni, trebalo bi pristupiti
kritiĉki i analitiĉki, bez preuzimanja „gotovih“ rešenja. Evropski i
meĊunarodni standardi ne mogu imati punu primenu u nacionalnim
upravnim sistemima, bez prilagoĊavanja i uzimanja u obzir stvarnih
potreba i prioriteta. Preispitivanje i prihvatanje meĊunarodnih
standarda predstavlja potrebu i izazov u procesu unapreĊenja rada
javne uprave. Evropski sud za ljudska prava ima sveobuhvatan pristup odreĊenju naĉela „dobre uprave“, polazeći od stanovišta da je u
skladu sa naĉelom zakonitosti i vladavine prava od kljuĉnog znaĉaja
efektivna primena pravnih pravila u praksi. Nauĉni doprinos rada,
ogleda se u analizi i sintezi standarda razvoja javne uprave, definisanih od strane meĊunarodnih i regionalnih organizacija, kritiĉkom preispitivanju i pokušaju da se odredi zajedniĉki evropski „administrativni identitet“.This paper is the result of the realization of the Scientific Research Project entitled

Запрет определенных действий как мера пресечения в уголовном процессе : учебное пособие
На основе анализа нормативных правовых актов, судебной практики
и научных исследований, посвященных мере пресечения в виде запрета
определенных действий, рассматриваются правовая природа, основания и
условия применения указанной меры пресечения. Проводится сравнительный анализ запрета определенных действий в России и за рубежом. Исследуются проблемы соотношения сроков запрета определенных действий и
иных мер пресечения.
