    The main idea of this paper is to highlight the need for police training, which is conducted in educational institutions and organizational units of the Ministry of Internal Affairs of the Republic of Serbia (MoI RS), to devote adequate attention and to comprehensively investigate all their aspects. The work contains an introductory part which considers the basic problem and the current issues of police training in the country, a part which is related to the organization and the type of police training, followed by the presentation and interpretation of the methodology of its implementation, which was presented and performed on a coaching course II (contractor rate OSCE), and finally the concluding part.Osnovna ideja rada je da ukaže na potrebu da se policijskoj obuci, koja se sprovodi u obrazovnim ustanovama i organizacionim jedinicama Ministarstva unutrašnjih poslova Republike Srbije (MUP RS), posveti adekvatna pažnja, odnosno da se svestranije izuče svi njihovi aspekti. Rad sadrži uvodni deo u kom se razmatraju osnovna problemska i aktuelna pitanja policijske obuke u našoj zemlji, deo koji se odnosi na organizaciju i vrste policijske obuke, zatim predstavljanje i interpretacija metodologije njenog izvođenja po modelu kojim se obučava Engleska policija, a koja je prikazana i izvedena na Kursu za trenere II (izvođač kursa OEBS) na Kriminalističko policijskoj akademiji u Beogradu, i na kraju zaključni deo

    The traditional division of police functions in real-socialist states into public (the police) and secret (intelligence and security agencies) police, with the former responsible for fighting general and corporate crime while the latter dealt with political offences, has been made redundant in the climate of Euro-Atlantic integrations: on the one hand, there has been a noticeable escalation in new types of crime (high-technology and environmental crime, in particular); on the other hand, it is evident that public security agencies have been on the decline in combating general and corporate offences. Therefore, in the context of Euro-Atlantic integrations, there have been tendencies to create criminal intelligence agencies which are able to respond adequately to contemporary manifestations of severe crime. These tendencies are three-fold: firstly, certain public security organizational units are bestowed with powers traditionally exclusive to intelligence and security agencies; secondly, intelligence and security agencies are assigned new duties and responsibilities related to fighting the most severe forms of general, corporate, and high-technology crime; finally, completely new public security agencies are created which are bestowed with powers of intelligence agencies.     Sve državne službe i strukture su početkom 21. veka pretrpele promene, posle tzv. demokratskih promena u oktobru 2000. godine. Jedna od tih službi je i policija. O tome se dosta govori, piše u okviru zadatih tema na skupovima posvećenim reformi policije, objavljuju se i pojedine knjige. Međutim, u stručnim časopisima koje čita najšira pravnička javnost smatramo da ima malo tekstova posvećenih različitim segmentima reforme policije koja se odvija u različitim pravcima. Zbog toga, smatrali smo da je značajno da u jednom tekstu ograničenog obima, predstavimo saradnju policije sa predstavnicima lokalne zajednice u Srbiji. Želja nam je da i na ovaj način damo svoj doprinos "otvaranju" policije i dostignutim dometima u saradnji sa predstavnicima lokalne zajednice u različitim nivoima odnosno vidovima saradnje, predstavimo probleme sa kojima se policija u tom pogledu susreće i perspektivama te saradnje.     Предстојеће измене Кривичног законика Републике Србије као примарни циљ имају прецизирање кривичног дела злоупотребе службеног положаја са становишта могућег учиниоца кривичног дела. О неопходности законског уређења проблематике коју чине коруптивна кривична дела говоре бројни међународни документи које је наша земља ратификовала и на тај начин преузела обавезу хармонизације са међународним стандардима. Овом приликом разматрамо питања која се односе на статус кривичног дела злоупотреба службеног положаја de lege lata и de lege ferenda са посебним освртом на међународне изворе. Посебно место заузима трећи евалуациони извештај GRECO за Републику Србију – инкриминације (ETS 173 и 191). Такође, указаћемо на решења и приступе овом проблему у Кривичном законику Црне Горе који се новелама из 2010 и 2011 значајно издвојио, када су у питању кривична дела против службене дужности, у односу на остале земље у региону

    Politika međunarodne saradnje Republike Srbije u vanrednim situacijama

    This paper presents the author’s attempt to research the system and normative documents concerning international cooperation in a state of emergency, as well as international cooperation policy of the Republic of Serbia. The paper gives details on the modes of international cooperation and partnership in a state of emergency caused by the natural and technological disasters or by technical devices. Since during a state of emergency states’ borders become porous, international cooperation is necessary. Therefore, states found international organizations and associations, or become their members in order to improve knowledge, mutually take actions and provide humanitarian aid for the duration of a state of emergency. After all the crises it underwent in the past, the Republic of Serbia has been making efforts to institute and improve the national security and rescue response system in a state of emergency as well as to develop international cooperation in this field.Ovaj rad je pokušaj autora da istraži sistem i normativna dokumenta međunarodne saradnje u vanrednim situacijama, kao i politiku međunarodne saradnje Republike Srbije u toj oblasti. U ovom radu se objašnjavaju načini međunarodne saradnje i udruživanja u oblasti vanrednih situacija prirodnog i tehničko-tehnološkog karaktera. Pošto za vanredne situacije državne granice predstavljaju poroznu sredinu, međunarodna saradnja je neophodna. U cilju unapređenja vlastitih znanja, zajedničkog delovanja u slučaju vanrednih situacija i obavljanja poslova humanitarne prirode, države formiraju međunarodne organizacije i udruženja, ili postaju njihove članice. Republika Srbija, posle svih kriza kroz koje je prošla u proteklom periodu, čini značajne napore na uspostavljanju i unapređenju nacionalnog sistema zaštite i spasavanja u vanrednim situacijama, kao i međunarodne saradnje u toj oblasti

    Uticaj policijske supkulture na uspešnost u finansijskim istragama

    The overall progress of society, as well as socially damaging phenomena which society confronts in an institutional manner, is increasing and complicating the police apparatus. However, in the context of dealing with activities aimed at gathering information and evidence related to criminal offenses, including offenses in the sphere of organized crime and corruption, and research trends of property acquired with those works, takes special attention to the role of the Criminal Investigation Department, or its organizational units specialized in the fight against organized crime, or other specialized bodies. The interactions of various factors within the police service and outside, which find the origin of activity in the same mission, are a potential source of disagreement, and it emphasizes the characteristics of the police profession, and the associated subculture. This paper analyzes the general characteristics of the police profession that can have repercussions on the efficiency of financial investigations and the necessary conditions that favor their success, and processes in which police officers involved in financial investigations are exposed to, in order to improve efficiency. Also, the paper identifies other circumstances, at the strategic and operational level, which can significantly affect the results achieved in the investigation process. Good cooperation among the subjects of criminal and financial investigations, starting financial investigations immediately after getting information about the crime and the assets obtained, and specialization of investigative subjects are only basic elements needed for success in financial investigations. Besides these, it is possible to identify a number of objective or subjective factors, which may affect the success of the implementation of financial investigations, which are mentioned in the paper. Special attention, especially in the context of societies with underdeveloped institutions and the questionable rule of law, deserves the will factor. Aforementioned factor emerges as a key element that can significantly affect the success of the research team, and indeed the expected results. It is therefore desirable that the general interest, presented in the normative framework, is consistent with the prevailing beliefs of research subjects, i.e. it is essential that these entities have a high degree of belief in the purpose and validity of what they do. Otherwise, the results will be absent, and the regulatory framework will appear as an empty form, without meaning and content.Sa opštim napretkom društva, kao i društveno štetnih pojava kojima se društvo suprotstavlja na institucionalan način, uvećava se i usložnjava i policijski aparat. Međutim, u kontekstu bavljenja delatnostima usmerenim na prikupljanje informacija i dokaznog materijala vezanog za krivična dela, uključujući i krivična dela iz sfere organizovanog kriminala i korupcije, kao i istraživanje tokova imovine stečene tim delima, posebnu pažnju zauzima uloga kriminalističke policije, odnosno njenih organizacionih jedinica koje su specijalizovane za borbu protiv organizovanog kriminala, odnosno drugih specijalizovanih tela (najčešće agencija ili posebnih istražnih subjekata). Interakcije različitih činilaca, u okviru policijske službe ili šire, čije delatnosti pronalaze ishodište u istoj misiji, potencijalni su izvor nesuglasica, što u prvi plan stavlja karakteristike policijske profesije, odnosno pripadajuće supkulture. U radu su analizirane opšte karakteristike pripadnika policijske profesije koje mogu imati reperkusije na uspešnost u finansijskim istragama kao i neophodne pretpostavke koje idu u prilog njihove uspešnosti, odnosno procesi kojima su izloženi policajci angažovani u finansijskim istragama, u cilju poboljšanja efikasnosti. Takođe, identifikovani su i druge okolnosti, na strategijskom i operativnom nivou, čije ostvarenje može znatno uticati na ostvarene rezultate u istraživačkom procesu

    The paper analyzes the use of physical force as a means of coercion, i.e. techniques of physical control. The Law on Police and the Regulations on conditions and manner of use of coercive means define the conditions and manner of use of means of coercion (force), period of duration, limitations as well as obligations following the use of force.10 Special attention has been devoted to the definition of force, quantity and nature of resistance that should be surmounted, as well as the level of force control the police officers use in order to neutralize unlawful physical actions of a suspect in order to control a certain situation. Practical application of techniques of Special Physical Education (SPE) as means of legal control activities of the police, i.e. technical physical control in the function of controlling physical resistance given by a suspect have been analyzed. The total number of 182 reports when the physical force was used was analyzed. In addition to this, the paper highlights the need for clear codification and generally accepted set of rules for the use of physical force as a guarantee for ethical and legal performance of police powers.U radu je urađena analiza primene fizičke snage kao sredstva prinude, odnosno tehnike fizičke kontrole. Zakonom o policiji i Pravilnikom o uslovima i načinu upotrebe sredstava prinude, definisani su uslovi i način upotrebe sredstava prinude (sile), vreme trajanja, ograničenja, kao i obaveze nakon primene sile1. Posebna pažnja posvećena je definiciji sile, količini i prirodi otpora koji se mora savladati, te nivou kontrole sile koju pripadnik policije primenjuje da bi neutralisao nezakonite fizičke akcije osumnjičenog u cilju upravljanja (kontrole) određenom situacijom. Analizirana je praktična primena tehnika specijalnog fizičkog obrazovanja (SFO-a) kao sredstva zakonitih kontrolnih aktivnosti policije tj. tehnike fizičke kontrole u funkciji kontrolisanja fizičkog otpora koji pruža osumnjičeno lice. Analizirano je ukupno 182 izveštaja u kojima je bila opravdana upotreba fizičke snage. Dalje, u radu je potencirana potreba jasno kodifikovanog i opšte prihvaćenog niza pravila prilikom primene sile, kao garant etičkog i zakonitog vršenja policijskih ovlašćenja

    The problem of spatial data infrastructure interoperability is complex, and must be considered from several aspects. Interabilnost in response to the problem of spatial data infrastructure heterogeneity and spatial data themselves require a multidisciplinary and empirical approach to the solution. Interoperability can be defined from the technical, semantic, organizational, legal, political and human aspects. Achieve harmonization and interoperability of spatial data infrastructure directly related to the implementation of standards. The implementing rules should be based, wherever possible, on international standards.Problem interoperabilnosti infrastrukture prostornih podataka je složen, te ga je potrebno razmatrati sa više aspekata. Interabilnost kao odgovor na problem heterogenosti infrastrukture prostornih podataka i samih prostornih podataka zahteva multidisciplinaran i empirijski pristup u rešenju. Interoperabilnost se može definisati sa tehničkog, semantičkog, organizacionog, pravnog, političkog i ljudskog aspekta. Postizanje harmonizacije i interoperabilnosti infrastrukture prostornih podataka direktno zavisi od implementacije standarda. Pravila implementacije potrebno je zasnivati, uvek kada je moguće, na međunarodnim standardima

    Phishing schemes - typology and analysis in Serbian cyber space

    Purpose: The purpose of this paper is to identify and describe various factors for understanding criminal behaviour involved in phishing and to provide advice in the areas of security, criminal procedure, and victimology. Design/methodology/approach: The project combined several qualitative and quantitative techniques such as interviews and surveys, as well as content analysis. Findings: Several categories of subjects were identified: those who are aware of some scientific achievements in this field and who feel increasingly apprehensive about the disclosure of private information; those who are not prepared to readily incorporate scientific progress in similar fields; the third category includes staff members who do not embrace all new measures in the fight against this type of cybercrime. The participants could also be categorized on the basis of their inclination to recognize new forms and types of phishing: some are aware of new forms and can recognize them as soon as they emerge locally; others cannot do so. Research limitations/implications: To allow findings to be generalized, future research should include measures that could specify additional means to be used by members of a wider representative group, such as tools, materials, educational and course modules, implemented during training. Practical implications: This research represents a useful source of information for method implication in combating phishing schemes, and for detecting new emerging forms and types of cybercrime promptly, as well as new social engineering methods to facilitate it. Originality/value: This paper should be of particular interest to forensic specialists, in the analysis of crime scene behaviour and of methods phishers use in luring their victims

    Anthropometric and Physical Performance Profiles of Elite Karate Kumite and Kata Competitors

    Karate tournaments consist of two equally important karate disciplines: the kumite and kata competitions. Due to being based both on the distinctive selection of movement techniques and their kinematic and kinetic patterns, we hypothesized that the elite kumite and kata competitors could differ regarding their anthropometric and physical performance profiles. Thirty-one senior male karate competitors of the national karate team (kumite n = 19; kata n = 12) participated in this study. The tests applied included both the assessment of anthropometric (body height, mass and body mass index) and the following physical performance measurements: the adductor and hamstring flexibility (sideward leg splits test), speed and acceleration (20-m sprint test with 10-m acceleration time), explosive power (countermovement and standing triple jump), agility ("T"- test) and aerobic endurance (20-m multistage shuttle run test). The kumite competitors revealed a larger body size through body height (p = 0.01) and mass (p = 0.03), while the differences in body composition were non-significant. The kumite competitors also demonstrated higher acceleration (p = 0.03) and explosive power (standing triple jump; p = 0.03). A 6-7 degrees higher flexibility of the kata competitors remained somewhat below the level of significance (p = 0.09). The findings could be interpreted by the distinctive differences in the movement techniques. Specifically, a higher explosive power could be beneficial for kumite, while both a smaller stature and higher flexibility (particularly of the lower extremity) could be important for the exceptionally low postures of the kata competitors. Although further elucidation is apparently needed, the obtained finding could be of importance for both the early selection and training of karate competitors
