    Regardless of what they once were integral parts of a country, Serbia and Slovenia have developed at different levels of its police. The main reason for this is that Slovenia is almost a decade part of EU, while Serbia is still somewhat searching for own identity. Police Relations between Serbia and Slovenia have been good and the two countries need to work together to solve the problem of illegal migrants and border crime.     Some aspects of geo-topographic security related to the use of special police forces

    Geotopographic security incorporates measures, procedures, and activities aimed at timely gathering, sorting and processing, as well as presenting, designing, distribution, submission, exchange and storage of geospatial data relevant for the subject-matter in question, which is necessary for effective and efficient management of the system of defence and security measures and activities. It is mostly based on geotopographic materials designed in the graphic, photographic, digital, numerical, and textual forms. However, experiences from the police interventions in our national geospace indicate that geotopographic security, as a form of security, was comparatively frequently used, although it had no theoretical foundation. This means that police officers in the units performing special security assignments do not have appropriate geotopographic materials, so that prior to, during, and after an intervention, they use the existing system of maps and plans for military and civilian purposes in order to prepare, organize, execute, and monitor the situation related to the given geospace. These materials do not contain all relevant data and their contents may be outdated. The paper is therefore aimed at offering a presentation and instruction on producing certain types of modern geotopographic materials by using geo-information technologies such as remote sensing products – the LIDAR system and Pictometry, which can be used for specific and modern purposes of special police forces to a certain extent. The paper presents a way in which the shortage of special-purpose geotopographic materials can be compensated for because they are of particular importance as support in the decision-making process during preparation and execution of antiterrorist and counter-insurgency police activities

    Nasilje uličnih kriminalnih grupa

    The article contains introduction, conclusion and three logically connected chapters. Introduction presents a short review of etymology meaning of the term "street crime group", "gang" and "clan". In the first chapter "Concept and characteristics of street crime groups" the authors research different definitions of street crime groups, theirs basic characteristics, as presentation results from different studies of numerous and characteristic street crime groups in Europe and the United States. Based on the hypothesis that violence is important feature of street crime groups, the second chapter presents phenomenology of homicide which are committed by their members. In this chapter the authors indicate modi operandi and the principles which could be used in the analysis of consequences of unknown offender profile of homicide. Conclusion contains information about problems related to street crime groups in the Republic of Serbia.Rad pored uvoda i zaključka čine tri logički povezana dela. U uvodu je dat kratak osvrt na etimološko značenje termina "ulična kriminalna grupa", "gang" i "banda". U prvom delu "Pojam i karakteristike uličnih kriminalnih grupa", autori su svoj predmet istraživanja usmerili na prikaz različitih definicija uličnih kriminalnih grupa, njihovih osnovnih karakteristika, kao i prezentaciju rezultata različitih studija o broju i karakteristikama uličnih kriminalnih grupa u Evropi i SAD-u. Polazeći od hipoteze da je nasilje bitno obeležje uličnih kriminalnih grupa u drugom delu je dat prikaz pojavnih oblika krivičnog dela ubistva koja se vrše od strane njihovih članova. U ovom delu autori su se osvrnuli i na opis načina izvršenja i principe koji se mogu koristiti u analizi posledice i izvođenju zaključaka o elementima profila nepoznatog učinioca izvršenog ubistva. Logično, na kraju, prezentovani su modeli programa za prevenciju uključivanja mladih u bande Nacionalnog centra za prevenciju kriminala u Kanadi. U zaključku, iznete su osnovne informacije o problemu uličnih kriminalnih grupa u Republici Srbiji

    Multi-year impact of obesity and physical inactivity can lead to negative psycho­social and health consequences, especially for girls-women whose structure has a higher percentage of body fat mass compared with men. The aim of this study was to define the characteristic groups-clusters in terms of morphological space of ACPS female students. The measurements were performed at the Faculty of Sport and Physical Education, University of Belgrade, by multichannel bioelectrical impedance method - In Body 720. The sample of examinees were 144 ACPS female students: Age - 19.7 ± 1.1 years; BH-169.28 ± 5.27 cm, BW - 61.28 ± 6.86 kg, BMI - 21.37 ± 1.99 kg"m-2. The basic classification variables were: body weight (BW, kg), intra cellular water (ICW, L), extra cellular water (ECW, L), proteins (kg), minerals (kg), mass of mineral content of bone (osseous, kg), total body fat mass (BFM, kg), skeletal muscle mass (SMM, kg), visceral fat area (VFA, cm2) and body cell mass (BCM kg). The derived variables were: body mass index (BMI, kg m-2), percentage of body fat (PBF, %) and the percentage of skeletal muscle mass (PSMM, %). The results were statistically analyzed using descriptive statistics, cluster analysis and canonical discriminant analysis. Cluster analysis yielded 3.47% in the first, 30.56% in the second, 28.47% in the third, 29.17% in the fourth and 8.33% of female students in the fifth cluster. In separate discriminant functions, the first factor consists of four variables: VFA = 0.830, BFM = 0.631, BMI = 0.467 and PBF = 0.357, while the second factor consists of the nine variables remaining. The ratio of the basic structural elements of body are obtained by the following morphological types: Endomorphic type (obese and small body hight individuals), Ecto-Mesomorphic type (thin and average body hight individuals), Mesomorphic type (normal body weight and average body hight individuals), Meso-Ectomorphic type (normal body weight and tall individuals) and Endo-Mesomorphic type (obese and tall individuals).Višegodišnji uticaj gojaznosti i fizičke neaktivnosti može dovesti do negativnih psihosocijalnih i zdravstvenih posledica, a posebno kod devojaka i žena čija struktura tela ima veći procenat masne komponente u poređenju sa muškarcima. Cilj istraživanja bio je definisanje karakterističnih grupa (klastera) sa aspekta morfološkog prostora studentkinja KPA. Merenja su obavljena na Fakultetu sporta i fizičkog vaspitanja Univerziteta u Beogradu metodom multi- kanalne bioelektrične impedance - In Body 720. Uzoraka ispitanika su bile 144 studentkinje KPA: uzrast - 19,7 ± 1,1 godina; TV - 169,28 ± 5,27 cm; TM - 61,28 ± 6,86 kg; BMI - 21,37 ± 1,99 kg-m-2. Osnovne varijable klasifikacije su bile: telesna masa (TM, kg), intra celularna tečnost (ICW, L), ekstra celularna tečnost (ECW, L), proteini (kg), minerali (kg), masa minerala iz sadržaja kostiju (Osseous, kg), ukupna masa telesnih masti (BFM, kg), masa skeletnih mišića (SMM, kg), visceralna mast (VFA, cm2) i masa živih ćelija u organizmu (BCM, kg). Izvedene varijable su bile: indeks mase tela (BMI, kg-m-2), procenat masti u telu (PBF, %) i procenat mišića u telu (PSMM, %). Rezultati su statistički obrađeni primenom deskriptivne statistike, klaster analize i kanoničke diskriminativne analize. Klaster analizom je izdvojeno 3,47% u prvom, 30,56% u drugom, 28,47% u trećem, 29,17% u četvrtom i 8,33% studentkinja u petom klasteru. U izdvojenim diskriminantnim funkcijama, prvi faktor čine četiri varijable: VFA = 0,830, BFM = 0,631, BMI = 0,467 i PBF = 0,357, dok drugi faktor čine ostalih devet varijabli. Na osnovu odnosa osnovnih elemenata strukture tela dobijeni su sledeći morfološki tipovi: endomorfni tip (gojazne i niske osobe); ektomezomorfni tip (mršave i prosečno visoke osobe), mezomorfni tip (normalno uhranjene i prosečno visoke osobe), mezoektomorfni tip (normalno uhranjene i visoke osobe) i endomezomorfni tip (gojazne i visoke osobe)

    The uneven development and achieved degree of economy have negative consequences on the quality of the environment in Smederevo. The most endangered area is the industrial area of "Zelezara Smederevo" which directly threatens the city of Smederevo and a few settlements nearby, like Radinac, Ralja and Vranovo. Using a mathematical pattern the maximum low concentration of SO2 exhausted from the blast furnace of "Zelezara Smederevo" was calculated. The data from health statistics about prescribed medicine, the structure of diseases and the current information about the degree of endangered environment were used to illustrate the cause and effect relation between health condition and the influence of certain pollutants existing in the environment

    Application of AHP method in cities' certification process

    Due to the global phenomenon of competitiveness, which is also present among the cities and municipalities, there is a need to evaluate the cities' strength and potential, or to estimate their value. Aswell as in case of enterprises, the value of cities and municipalities has to be expressed in certain numbers, since this enables their benchmarking, over the time and with competitors. One of the most popular methodologies for evaluating the competitiveness of cities and municipalities is the one introduced by NALED. It includes twelve criteria that cities and municipalities have to satisfy in certain percentage (at least 75%). However, the practice has shown that the successfulness of so far certified cities and municipalities in Serbia is not the same (measured by the sum of attracted direct investments). Therefore the need for the identification of the importance of certification criteria has appeared. The aim of this paper is to check whether all criteria are equally important and to point out the most important criteria for efficiently attracting direct investments. The AHP method is used to determine the weights in the multi-criteria model and the results have shown that NALED's methodology can be and should be improved

    In addition to confiscation of proceeds of crime in the criminal or its associate procedure, as exists in national law, the author suggests the existence of other models in the seizure of property whose legal origin is suspected, represented in foreign legal systems. Recognizing this fact, the central part of his work is about the civil law confiscation or seizure of proceeds of crime in the administrative proceedings and taxing criminal profit, as alternative or corrective forms of action present in comparative legal systems. Briefly has been given an overview of basic principles on which they are based, and pointed out the problems faced by entities engaged in the field of their practical application. After a brief presentation and analysis of these systems the author raises a rhetorical question: whether the use of civil law or administrative proceedings legitimate tool in the fight against crime or a shortcut that states use to mitigate the lack of efficiency of the instruments used in crime fighting? In doing so, he reminds that confiscation and forfeiture and the criminal or its associated procedure is exactly the kind of civil law Institute (prohibiting unjust) used in the realization of the goals of the criminal law. Essentially, it is a desirable tool, which can help to achieve (partial) restorative justice. However, putting discussed aspects of confiscation in the view of the domestic law, the author concludes that the decision which has been opted by domestic legislator is currently the best way for the practical implementation of the principle of prohibition of unlawful enrichment.Pored oduzimanja imovine stečene kriminalom u krivičnom ili u njemu pridruženom (adhezionom) postupku, kakav egzistira u domaćem pravu, postoje i drugi modeli oduzimanja imovine u čije se legalno poreklo sumnja, zastupljeni u inostranim pravnim sistemima. Autor je zbog toga centralni deo rada posvetio građanskopravnom oduzimanju imovine, odnosno oduzimanju imovine stečene kriminalom u upravnom postupku i oporezivanju kriminalne dobiti, kao alternativnim ili korektivnim vidovima delovanja prisutnim u uporedno-pravnim sistemima. Ukratko je dat prikaz osnovnih principa na kojima se oni baziraju i ukazano je na probleme s kojima se suočavaju subjekti angažovani na polju praktične primene. Stavljajući ove vidove oduzimanja imovine u ravan domaćeg prava, autor zaključuje da je rešenje za koje se opredelio domaći zakonodavac trenutno najbolji način za praktičnu realizaciju principa o zabrani neosnovanog bogaćenja

    Mankind is faced in the past and faces in the present numerous natural disasters which nature shows its 'power' and threatening planetary security. Natural disasters are natural phenomena that occur due to the effects of natural forces and they are manifested in the formation of such as an earthquake, fire, flood, drought, snow, lightning storms, landslides, wuthering winds, volcanic eruptions, etc.. The period of time that is past us, points to the paradox of modern times, as the level of technological development is higher as the greater exposure to natural disasters and their devastating consequences. The modern man is changing environment by modern technical and technological advances, but also with the changes in the environment, he is changing the natural course of events, disrupting climate and the nature of the planet Earth. Nature and man are the two main sources of modern disasters that often lead to emergency situations. Natural disasters are a constant threat to the global community, they do not know the political situation, economic status or boundaries of a state, because they are made in the action of natural forces. Each year on Earth, hundreds of natural disasters and emergencies occur, with unforeseeable consequences, casualties and extensive property damage, often irreparable. Along with the more frequent occurrence of natural disasters, and the importance of raising awareness is increasing, about threats from natural hazards and risks that they carry. No matter what the scientific developments and modern technology can predict the occurrence of some natural threats, both in terms of location and the time of appearance, natural disasters are characterized by the suddenness of occurrence and mutual dependence. Human negligence and irresponsible behavior to nature, are often causes of natural disasters. It is necessary to take measures to reduce disaster risk and to raise awareness of human society on the responsibility for the changes in the environment and action, in the context of sustainable development.Čovečanstvo se u prošlosti i u sadašnjosti suočavalo i suočava se sa brojnim prirodnim katastrofama kojima priroda pokazuje svoju 'moć' i ugrožava planetarnu bezbednost. Prirodne katastrofe su pojave u prirodi koje nastaju usled delovanja prirodnih sila, a manifestuju se kao nastajanje zemljotresa, požara, poplava, suša, snežnih lavina, olujnog nevremena, klizišta, orkanskih vetrova, vulkanskih erupcija i dr. Vremenski period koji je iza nas ukazuje na paradoks modernog vremena, odnosno što je veći stepen tehnološkog razvoja to je veća izloženost prirodnim katastrofama, a njihove posledice razornije. Savremeni čovek modernim tehničko-tehnološkim dostignućima menja životnu sredinu, ali isto tako sa tim promenama u životnoj sredini menja prirodne tokove i remeti klimu u prirodi na planeti Zemlji. Priroda i čovek su dva glavna izvora savremenih katastrofa koje često vode ka vanrednim situacijama. Prirodne katastrofe su stalna pretnja globalnoj društvenoj zajednici, one ne poznaju političke prilike, ekonomsko stanje ili granice neke države, jer nastaju djelovanjem prirodnih sila. Godišnje se na Zemlji dogode stotine prirodnih katastrofa i vanrednih situacija sa nesagledivim posledicama, ljudskim žrtvama i velikom materijalnom štetom, često nenadoknadivom. Uporedo sa sve češćom pojavom prirodnih katastrofa, raste i značaj podizanja svesti o postojanju pretnji od prirodnih katastrofa i rizika koje one nose. Bez obzira što se naučnim dostignućima i savremenom tehnologijom može predvideti nastanak nekih prirodnih ugrožavanja, kako po mestu tako i po vremenu pojavljivanja, prirodne katastrofe odlikuje iznenadnost nastanka i međusobna uslovljenost. Ljudski nemar, kao i neodgovorno ponašanje prema prirodi, često su uzroci nastanka prirodnih katastrofa. Neophodno je preduzimanje mera za smanjenje rizika od prirodnih katastrofa kao i podizanje svesti ljudskog društva o odgovornosti za promene u životnoj sredini i delovanje u kontekstu održivog razvoja

    New concept of criminal acts of terrorism in the Criminal code of the Republic of Serbia

    Zakon o izmenama i dopunama Krivičnog zakonika RS, iz decembra 2012. godine, odlikuje širenje krivično-pravne represije, posebno, u pogledu terorističkih krivičnih dela. Posmatrajući savremena kretanja u uporednom krivičnom pravu prepoznajemo fazu hipertrofije inkriminacija u oblasti borbe protiv terorizma. Sa jedne strane, povećan je broj krivičnih dela terorizma i sa druge strane, zaprećene su visoke kazne u skladu sa preporukama referentnih medjunarodnih izvora. Očigledno pojačana represija predstavlja posledicu ekskalacije terorističkih akata širom sveta. Pomenuto u najvećoj meri dolazi do izražaja kod krivičnih dela inkriminisanih u članovima 391a i 391b KZ RS. Radi se o krivičnim delima ugrožavanja koja, zapravo, predstavljaju kriminalizaciju u ranoj fazi. Polaznu osnovu novih činjeničnih stanja predstavljaju ponašanja koja su tipične pripremne radnje koje zakonodavac podiže na rang radnje izvrsenja, odnosno radnje koje predstavljaju radnju podstrekavanja koje zakonodavac propisuje kao samostalno krivično delo. U oči upada pretežno preventivno delovanje pomenutih inkriminacija koje, posmatrajući odnos prevencije i represije kao oblike društvenog reagovanja na kriminalitet, nastaju na mestu preseka dva kruga tj. prevencije i represije. Takav spoj preventivnih elemenata je do sada bio stran kako srpskom krivično-materijalnom tako i krivično-procesnom pravu pravu, imajući u vidu da će postajati mogucnost da se u odnosu na nova krivična dela primenjuju posebne dokazne radnje, da postupa javno tužilaštvo posebne nadležnosti, posebno odeljenje nadležnog suda i dr. Iz tih razloga jedan deo krivičnopravne teorije kritički pristupa pomenutoj zakonodavnoj reformi, kako kod nas tako i u drugim zemljama u kojima su uvedena nova krivična dela terorizma. Na kraju, autor zaključuje da nove inkriminacije i pored izvesnih kritika koje im se mogu uputiti predstavljaju dalje usavršavanje našeg krivičnog zakonodavstva.The Law on Amendments to the Criminal Code of the Republic of Serbia dated December 2012 is characterised by the expansion of the scope of criminal law repression, particularly regarding criminal acts of terrorism. Observing the contemporary trends in comparative criminal law, we recognize a stage of hypertrophy of incriminations in the field of fight against terrorism. On the one hand there is an increased number of criminal acts of terrorism, and on the other hand, there are serious penalties in accordance with the recommendations of the referent international sources. It is obvious that the increased repression represents a consequence of escalation of terrorist acts all around the world. The above said becomes most obvious regarding the criminal acts incriminated in Articles 391a and 391b of the Criminal Code of the Republic of Serbia. These are threatening crimes which actually represent a criminalization in the early stage. The starting basis of new factual conditions are the behaviours typical for preparations which the legislator raises to the same level as commitment, or the activities which represent the instigation which are prescribed as an individual criminal offence. The prevailingly preventive effect of the said incriminations is notable which – if we observe the relationship between prevention and repression as the forms of social response to crime – occurs at the cross-section of the two sets, i.e. prevention and repression. Such a connection of preventive elements has so far been foreign to both substantive criminal law and criminal procedure law of Serbia, taking into account that there will be possible to apply special evidencing activities related to new criminal offences, that public attorney office with special jurisdiction will act upon them, or the special division of a competent court, etc. Due to these reasons one part of criminal legal theory approaches critically the said legislative reform, both in our and other countries where the new criminal acts of terrorism have been introduced. Finally, the author concludes that new incriminations despite certain criticisms that can be given represent further improvement of domestic criminal legislation
