Finland's Governance Model for the Wellbeing Economy : Proposals for action in national-level decision-making
The Finnish Institute for Health and Welfare's Building a Knowledge-Based Wellbeing Economy in Finland project (2022-2025) has developed a proposal for a national governance model for the wellbeing economy. Governance was examined through five dimensions: strategic governance, resource governance, governance by laws and regulations, knowledge-based governance, and international governance. The proposal for Finland focuses on three key governance dimensions: strategic, resource, and information governance as these were identified as the most critical for integrating the wellbeing economy approach into national decision-making. The report presents recommendations for strengthening these governance areas in the short term (1-3 years) and medium term (3-10 years) to improve the governance of the wellbeing economy in Finland. Tutkimus tarkastelee koulutustason nousun vaikutusta 55–74-vuotiaiden eurooppalaisten työvoimaosuuden muutoksiin vuosina 2000–2019. Matalasti koulutettujen osuuden pieneneminen ja korkeakoulutettujen osuuden kasvu olivat avaintekijöitä työvoimaosuuden nousulle, mutta suurin kasvu työvoimaosuudessa nähtiin keskitason koulutuksen saaneilla. Pensionsskyddscentralens verksamhetsberättelse och bokslut 2024
Trots den svaga ekonomiska utvecklingen i Finland hölls finansieringen av arbetspensionssystemet rimligt god. Indexjusteringarna höjde arbetspensionerna, men arbetspensionstillgångarna ökade också. Nativiteten var fortsatt låg, men nettoinvandringen till Finland hölls på en hög nivå. Sysselsättningsgraden bland äldre var fortsättningsvis god och pensioneringsåldern steg.
Med tanke på pensionsskyddet blev pensionsreformen årets centrala fråga. Pensionsskyddscentralen stödde beredningen av reformen med hjälp av sakkunniginformation och olika beräkningar.
Pensionsskyddscentralens kostnader var 37,6 miljoner euro och de minskade med 0,3 miljoner euro från året innan. Personalkostnaderna var sammanlagt 22,7 miljoner euro och ökade med 0,4 miljoner euro från året innan. Köpta tjänster och it-kostnader, såsom kostnaderna för arbetspensionssektorns gemensamma datasystem, var sammanlagt 10,7 miljoner euro. De minskade med 0,7 miljoner euro.
I slutet av år 2024 arbetade 290 personer vid Pensionsskyddscentralen, antalet var på samma nivå som året innan. Kvinnornas andel av personalen var 76 procent

Short-Term Temporal Variability of Radon in Finnish Dwellings and the Use of Temporal Correction Factors
(1) Background: Affordable electronic radon instruments have become increasingly popular as alternatives to traditional home radon measurements, which require a minimum duration of two months. This study aimed to determine how results obtained from these devices should be interpreted and whether short-term measurements lasting 2–5 days can be reliably used to assess the need for radon remediation in buildings, estimate residents’ exposure, or assess public exposure. (2) Methods: A year-long radon measurement was conducted in 55 dwellings, selected to represent the Finnish housing stock as accurately as possible. Radon concentrations were recorded hourly, and the results were analysed using probabilistic analysis to calculate the likelihood of erroneous assessments. (3) Results: If a maximum false-negative rate of 1% is accepted, the action level for a 2–5-day measurement is 90–100 Bq/m3. For measurements exceeding this threshold, a longer measurement period is necessary. (4) Conclusions: Based on this study, short-term radon measurements cannot yet be recommended as a replacement for current methods. However, the study revealed significant radon level fluctuations in September, suggesting that this period should be reconsidered for inclusion in the measurement season
Regulatory oversight of nuclear safety in Finland : Annual report 2024
Introduction
This report is the Radiation and Nuclear Safety Authority’s (STUK) account to the Ministry of Economic Affairs and Employment (MEAE) of regulatory oversight in the field of nuclear energy. It is supplied once a year under Section 121 of the Nuclear Energy Decree (161/1988). The completed report is also provided to the Ministry of Social Affairs and Health, the Ministry of the Environment, the Finnish Environment Institute and the environmental authorities of the municipalities where the relevant nuclear facilities are located.
The report is a compilation of the regulatory oversight of nuclear safety carried out by STUK, and its results in 2024. The nuclear safety oversight by STUK discussed in this report covers the essential oversight data that relates to design, construction, commissioning preparation, operation and decommissioning planning and implementation with regard to nuclear facilities. The report also contains corresponding data on other uses of nuclear energy, such as nuclear waste management and nuclear commodities.
In addition to the oversight of safety, the report describes, among other topics, how the development of STUK’s regulations that govern the use of nuclear energy has progressed, STUK’s international cooperation and the main characteristics of the safety research programmes in Finland that deal with nuclear safety and nuclear waste management. As required by the Nuclear Energy Decree, attached to the report is a summary of the licences that STUK granted in 2024 under the Nuclear Energy Act.
Based on the oversight undertaken by STUK, the use of nuclear energy in 2024 did not pose a risk to the population, society, the environment or future generations.Management’s view
In the overseeing of the use of nuclear energy and the safety of nuclear waste management by the Radiation and Nuclear Safety Authority in 2024, there were many familiar elements, but also something new. We monitored the safety of running nuclear facilities and compliance with the safety requirements set for nuclear power plant waste management. We also oversaw nuclear safeguards according to the national oversight plan and supervised the final stages of the first decommissioning of a nuclear facility in Finland, VTT’s FiR 1 research reactor, which was started in 2023.
In 2024, STUK supervised the progress of changes related to the extension of the service life of the Loviisa 1 and 2 plant units and other related measures related to ageing management. Fortum Power and Heat Oy has taken forward a modernisation programme to ensure the continued safe service life of the plant from 2030 to 2050. We also oversaw the annual maintenance of Olkiluoto 3. Since this was the plant unit’s first annual outage, we paid special attention to the preparation for the annual outage and the safety of the implementation of the annual maintenance.
At Olkiluoto, Finland is the first country in the world to start the final disposal of spent fuel and the project kept progressing in 2024. STUK supervised the safe construction of the final disposal facility in Olkiluoto as well as the operations of the Posiva organisation and its readiness for the operational phase. STUK also continued the assessment of the operating licence application documentation for the Posiva plant. In August 2024, Posiva started a cooperation test at an encapsulation plant, where the operation of final disposal is being tested without spent nuclear fuel. STUK was involved in monitoring the test. The cooperation test is intended to be continued at the final disposal facility during 2025.
VTT’s FiR 1 is the first nuclear facility to be decommissioned in Finland. During 2024, STUK oversaw the completion of the dismantling phase of the research reactor, the cleaning of the plant and the treatment, packaging and transport of the plant’s waste through material inspections and site supervision. In addition, STUK oversaw the measurement campaign for the exemption of the plant and the site. Terrafame also started uranium recovery operations in summer 2024.
No applications for permits for new plants are pending, but there are ongoing preliminary and suitability studies for new plant projects. Fortum requested preliminary assessments from STUK on various topics, and Steady Energy requested an assessment of the concept design of the LDR-50 reactor it had developed. In addition, STUK held discussions with several other operators and plant suppliers interested in the use of nuclear energy. In 2024, cooperation also continued with the nuclear safety authorities of other countries on issues and obligations related to the safety of nuclear power plants. In addition to French and Czech authorities, the joint assessment of the French Nuward reactor, which started in 2022, included Swedish, Dutch and Polish nuclear safety authorities as of the beginning of 2024.
The comprehensive reform of the nuclear safety regulation initiated at STUK in 2022 was continued with preparation of the first drafts of STUK’s regulations. The majority of the draft regulations were completed and submitted to be commented on. The content of the drafts was also reviewed with key stakeholders. The aim of the renewal is to emphasise operator responsibility, to correctly dimension the requirements in terms of safety significance and to enable effective focusing of oversight based on risk significance.
In summer 2024, we renewed our strategy and, pursuant to it, we want to be a responsible actor in comprehensive security, a proactive and resilient authority, and a healthy agency – now and in the future.
