تسعى هذه الدراسة لبيان المقصود بمصطلح "البضائع" في اتفاقية البيع الدولي للبضائع )فيينا: 1980 )ونطاقه، فيما إذا كان مقتص ار ع أنواع المنقولات، ومنها المعنوية، واستكشاف ً على المنقولات المادية، أم أنه يشمل جمي التطور التاريخي والتشريعي للمصطلح، بما يساعد على تحليل مدلوله. كما تناولت الدراسة مدى المواءمة بين مدلول البضائع في اتفاقية فيينا، ومحل عقد البيع في بعض القوانين، المندرجة تحت الأنظمة القانونية الرئيسة في العالم، وتوضيح أهم المبادئ التي يستوجب على القاضي اتباعها عند تفسير المصطلح. ولبلوغ ذلك، تبنت الدراسة المنهج التحليلي المقارن التأصيلي. اهتم المنهج التحليلي بتحليل نصوص الاتفاقية ذات العالقة، وربطها ببعضها، للخروج بوصف للنطاق الموضوعي للاتفاقية؛ أما المنهج المقار ن، فقد تم من خلاله عقد مقارنة بين مدلول البضائع في اتفاقية فيينا، واتفاقيتي الهاي للبيع الدولي للمنقولات المادية )1964 ،)ومحل عقد البيع في بعض القوانين المقارنة. وعمد الباحث إلى تأصيل المصطلح، من خلال تتبع المصدر التاريخي والتشريعي، لنصوص الاتفاقية ذات الصلة بموضوع الدراسة، ومقاربتها مع مذهب الأنظمة القانونية المختلفة، واسقاط هذه المقاربات على اجتهادات القضاء والمحكمين في الدول المختلفة، وكذلك الفقه للوصول إلى معايير مضبوطة صالحة لتحديد مدلول البضائع. وتوصلت الدراسة إلى جملة من النتائج، أبرزها: خلو نصوص اتفاقية فيينا، من تعريف محدد لمصطلح "البضائع"، إلا أنها لم تنص صراحة، على خروج المنقولات المعنوية من نطاق تطبيقها، ولوحظ مرونة نصوصها، وبشكل خاص المواد التي تنظم التزامات طرفي عقد البيع الدولي للبضائع، ما يبقي وقد تبين تبني أمر واردا مسألة دخول المنقولات المعنوية، من الناحية الموضوعية في المصطلح محل المعالجة أم اجل القوانين المقارنة، في مختلف الأنظمة القانونية، المفهوم الشامل للمنقولات بنوعيها المادية والمعنوية، كمحل لعقد البيع. وبشأن تفسير مصطلح الـ "بضائع"، تبين أنه يجب على القاضي دوما ر الواردة ً التقيد بمبادئ التفسير في المادة )7 )من الاتفاقية، دون النزوع عنها باتجاه قانونه الوطني؛ مراعاة لمبدأ الدولية والتوحيد في نصوص الاتفاقية

Effects of olive mill wastewater discharge on Alteereh membrane bioreactor (MBR) facility : challenges and solutions
Unused reclaimed water is a wasted water resource. Currently, Palestine can show no single successful large-scale effluent reuse schemes in due to impaired effluent quality and socio-political issues. The membrane bioreactor (MBR), a novel modified activated sludge system (ASS) is a reliable and efficient technology that has become a feasible alternative to ASS for municipal and industrial wastewater treatment and reuse in Palestine. However, illicit industrial discharges of mineral and natural oils can initiate membrane fouling with consequent high operating costs. In this study, the performance of a full-scale membrane bioreactor (MBR), serving 20000 capita in Alteereh suburb of Ramallah city, was studied. During emergency operation, the MBR treatment efficacy for the removal of biological oxygen demand (BOD), total suspended solids (TSS), and total nitrogen (Tot-N) from municipal wastewater was monitored and evaluated. Obtained results demonstrate a high quality of reclaimed water pertinent to COD, TSS, and tot-N concentration (10/10/10 mg/l, respectively) under variable operation conditions. Despite irregular and sudden industrial discharges, the MBR facility in Alteereh is a reliable and efficient technology for wastewater treatment and beneficial uses of reclaimed water in Palestine
Evaluation of heavy metals removal in different municipal sewage works for wastewater treatment and effluent reuse
wastewater treatment, heavy metals impacts on soil and produce, water reuse, Anza, Beit Dajan, MBRHeavy metal pollution has become one of the most serious environmental problems today. The treatment of heavy metals is of special concern due to their recalcitrance and persistence in the environment. In addition, heavy metals may pose potential toxic impacts on the operation of wastewater treatment plants, rendering the suitability of treated water for irrigation. In recent years, various methods for heavy metal removal from wastewater have been extensively studied. The toxic elements include the metals cadmium (Cd), lead (Pb), mercury (Hg), zinc (Zn), copper (Cu), and nickel (Ni). The limits for heavy metals pertinent to biosolids and effluent reuse in agricultural sector are included in local Palestinian and regional rules as well as in EU Directive 86/278/EEC.
The removal of heavy metals from the different wastewater streams is vastly studied topic among investigators. Activated sludge process has been used for the heavy metal treatment efficiently by many researchers, since biosolids form good biosorbent for various metals. The exact removal path and fate of different heavy metals in domestic wastewater during the treatment process is still contradictory. To best of our knowledge, what operational problems are resulted from toxic elements due to high concentrations of specific heavy metals are still unknown. How different treatment systems behave under the presence of potentially toxic heavy metals? Lack of local knowledge on the limits of heavy metals and their fate in wastewater treatment warrants further research.
This research proposal explores the efficacy of heavy metals removal in different treatment technologies including large-scale extended aeration systems and one urban membrane bioreactor. The effects of various operational parameters including hydraulic retention time [HRT], sludge age, and wastewater characteristics will be evaluated. The results will help understand the efficiency of activated sludge systems in heavy metals removal, and provide optimized operational conditions, a sustainable wastewater treatment alternative for heavy metal removal, where effluent reuse schemes are planned. The possible impacts on soil and agricultural produce irrigated with heavy metals rich treated water are beyond the scope of this research study
