    On Spectral Characterization of Nonuniform Hyperbolicity

    We give a complete functional theoretic characterization of tempered exponential dichotomies in terms of the invertibility of certain linear operators acting on a suitable Frech´et space.     Evolutionary population dynamics and grasshopper optimization approaches for feature selection problems

    Searching for the optimal subset of features is known as a challenging problem in feature selection process. To deal with the difficulties involved in this problem, a robust and reliable optimization algorithm is required. In this paper, Grasshopper Optimization Algorithm (GOA) is employed as a search strategy to design a wrapper-based feature selection method. The GOA is a recent population-based metaheuristic that mimics the swarming behaviors of grasshoppers. In this work, an efficient optimizer based on the simultaneous use of the GOA, selection operators, and Evolutionary Population Dynamics (EPD) is proposed in the form of four different strategies to mitigate the immature convergence and stagnation drawbacks of the conventional GOA. In the first two approaches, one of the top three agents and a randomly generated one are selected to reposition a solution from the worst half of the population. In the third and fourth approaches, to give a chance to the low fitness solutions in reforming the population, Roulette Wheel Selection (RWS) and Tournament Selection (TS) are utilized to select the guiding agent from the first half. The proposed GOA_EPD approaches are employed to tackle various feature selection tasks. The proposed approaches are benchmarked on 22 UCI datasets. The comprehensive results and various comparisons reveal that the EPD has a remarkable impact on the efficacy of the GOA and using the selection mechanism enhanced the capability of the proposed approach to outperform other optimizers and find the best solutions with improved convergence trends. Furthermore, the comparative experiments demonstrate the superiority of the proposed approaches when compared to other similar methods in the literature

    يقوم النموذج العالمي للحقوق الأساسية على عدة فرضيات تمكّن من تحديد إن كان حقّاَ ما هو حق أساسي فعلا أو لم يكن. و انطلاقاَ من ذلك، ووفقاَ لهذه الفرضيات، يعد حق المرأة في اختيار زوجها من الحقوق المحمية في المواثيق الدولية كافة، و هذا إن دل على شيء فإنه يدل على أن حق المرأة في اختيار زوجها هو حق أساسي فعلاَ. تأتي هذه الورقة لتثبت - في معرض النموذج العالمي للحقوق الأساسية - الغياب الفعلي لهذا الحق في المنظومة الفلسطينية، إذ إن قانون الأحوال الشخصية يعضل المرأة من اختيار زوجها من خلال التقييد التمييزي الوارد في نصوصه، و الذي يمنع المرأة من الزواج بغير المسلم. ناقشت الدراسة حق المرأة في اختيار زوجها من عدة محاور، فابتداءً بفرضية أن هذا الحق من الحقوق المكفولة دولياً، و من ثم تبيان كيف أن الحق يرتّب التزامات إيجابية على الدولة و تبعاَ لذلك الإلتزامات الأفقية على الأفراد، وصولاً إلى فكرة الموازنة بين القيود التي تفرض على هذا الحق و الحق نفسه، و الذي يمر بعدة معايير يجدر بأي قاض القيام بها. و يتبين لاحقاً أن فلسطين ليست ضمن التوجه العالمي للحقوق الأساسية. The global model of constitutional rights is based on several assumptions that lead to define whether a right is basic or not. According to these assumptions, and to the international law, a woman’s right to choose a spouse is a protected right, which means that this right is a basic right. This paper aims at showing how the practical absence of this right in Palestinian law, in particular with regards to the Personal Status Law that applies on Muslims, the woman is prevented from choosing her spouse by imposing a discriminatory restriction, which is the following: A Muslim woman cannot marry any man outside her religion. The paper aims at discussing woman’s right to choose her spouse from several angles. Initially, the paper departs from the proposition that this right is internationally protected, which requires positive obligations on the state, and on citizens as well - based upon the horizontal effect of rights. The paper will proceed to discuss the balancing between the right itself and the restrictions on that right, which are considered and treated as part of judicial standards.
