    الشباب الفلسطيني: دراسات عن الهوية والمكان والمشاركة المجتمعيةيناقش هذا المحور عوامل الشرذمة والتجزئة ومحاولة تقديـم رؤى نحو تصويب المسار الفلسطيني؛ عبر الوقوف على العوامل البنيوية التي تساهم فـي إشاعة حالة الشرذمة والتجزئة بني الفلسطينيين وتبعاتها على سيرورة »المشروع الوطني«، وسبل الـخروج باجتاه تصويب المسار الفلسطيني. فـي هذا المحور يتعرض الباحث إلى قراءة النتائج وتحليل الضامنين مع الأخذ بعني الاعتبار ملاحظتين منهجيتين: الأولى ان أي استفتاء وان اتسعت عينته البحثية يبقى محدودا كأداة قياس بحثية شاملة وذلك الن طريقة جمع المعلومات وطبيعة الأسئلة وترتيبها تؤثر على الإجابات و قد لوحظ هذا فـي تناقض بعض إجابات المبحثين عند إعادة الأسئلة بطريقة مغايرة وهذا ال يعود لعدم نجاعة الباحثين الميدانين؛ بل يعود إلى نواقص هذه التقنية الكمية فـي جمع المعلومات حتى وان حاولت المقابلات الذهاب ابعد منها ولكنها مع ذلك بقيت محدودة حيث لم تكن المقابلات معمقة بالشكل الكافـي لتسمح باستخلاص نتائج أعمق. كما اننا ندرك ان الاستبيانات والاستفتاءات لها محدوديتاها فـي البحث السيسيولوجي وان تقنية الاستفتاءات وتصنيفها وعملية اختيار الأسئلة وترتيبها والسياق التي أجريت فـيه تحدد بشكل كبير النتائج، ومع ذلك يمكننا قراءة هذه النتائج كمؤشرات بالطبع غير قابلة للتعميم وال للـجزم ولكنها تسمح لنا بقراءتها كمؤشرات يمكن الاعتماد عليها لدى عينتنا – المجتمع المبحوث-. اما الملاحظة الثانية فتكمن فـي ان الباحث حاول تقدمي رؤية تقويمية لسبل الـخالص من المأزق الـحالي مما دفع الباحث لمحاولة تقديم رؤى قد تفضى الى محاولات للـخروج من الأزمة البنيوية الشاملة التي يعيشها المجتمع الفلسطيني برمته وال يدعى الباحث ان هذه الرؤى كافـية لاعتبارها استخطاطيه/ استراتيجية؛ حيث برأينا نعتقد أن حوارا مجتمعيا حول نتائج هذا الستبيان يجب ان يتبعه حوار مجتمعي شامل بمشاركة الشباب لفحص تمثلاتهم الهوياتية وما قدمة الباحث ما هو الى محاولة تأويلية محدودة ومتواضع

Radiation therapy for cancer patients is limited and inaccessible in middle- and low-income countries, respectively, although desperately needed, especially when cancer is diagnosed at advanced stages, as happens in these countries. Radiation therapy is the most cost-effective treatment for curative and palliative cancer care, especially when combined with surgery

Aqaba, Jordan, 18-21, Oct., 2017The Gaza coastal and marine environment is facing diverse and severe developmental pressures. Gaza strip, already approaching about 1.8 million persons, suffers from limited water and land resources, where physical isolation of the area and unsustainable environmental management have caused various serious problems. These problems pertain to increased pollution and rapid urbanization, unsustainable wastewater management, causing degradation of natural resources and marine ecosystem and reducing fish populations. This paper presents the major environmental challenges along the Gaza coastal areas and outlines a range of practical suggestions for managing the current situation to ensure a sustainable path. For this purpose, an extensive review of published literature, previous environmental initiatives, strategies and technical reports has been performed. Aiming at advancing a sustainable environmental development in the Palestinian communities, the Environmental Quality Authority (EQA) has the mandate for environmental protection (water, soil, air, natural resources, nature and biodiversity) and public health risks reduction associated with environmental deterioration. As core strategic themes, the Palestinian Environmental Strategy entails the coastal and marine deterioration with a series of urgent actions including wastewater and solid waste management; marine ecological protection; institutional strengthening and a coastal and marine environmental information system. In cooperation with donor agencies, EQA made efforts in the field of wastewater and solid waste management. However, urgent actions are needed in the field of sand exploitation and erosion management, marine ecological management, institutional strengthening and information management. Considering the importance of Gaza coastal areas from marine ecological, land resources, fishery, transport, as well as recreation and tourist perspectives. Therefore, reversing the deterioration of the coastal zone environment calls for the establishment of a Coastal and Marine Environmental Protection Committee (MEPC). The MEPC warrants urgent establishment in order to deal with local as well as transnational, environmental coordination; formulation of a sand exploitation and erosion protection plan; a coastal and marine ecological protection plan and the establishment of a coastal and marine environmental information system. The Israeli military intrusions in Gaza strip caused additional damage and increased the pressure on environmental facilities and institutions. Years of over-exploitation of natural resources and increased discharge of raw and partially treated wastewater threaten the sustainability of the Gaza strip unless urgent actions are introduced. These include aquifer remediation, effective rehabilitation, mitigation and adaptation strategies, improved sanitation and affordable desalination facilities are established. An integrated coastal zone management with sustainable indicators is crucial to monitor, control and report on Gaza marine ecosystem status. This can facilitate the development of sustainable and resilient coastal communities, ensure a healthy and productive marine environment and promote awareness about coastal and marine environment.Heinrich Böll Stiftung Palestine & Jorda

    the role of external environment in developing the administrative system

    The purpose of the study is to evaluate the external environment in both Jordanian and Palestinian cases in developing the administrative system, then exploring the similarities and differences regarding the dominant economical conditions, political climate as well as social and cultural variables. The study consisted a sample of the central system of civil service called (Palestinian General Office of employees) totaling (50) employees in the higher management out of 59 employees; as well as Jordanian civil bureau totaling (62) employees in the higher monument of (70) employees. The findings of the study showed that regarding the application of civil service code in favor of the Jordanian one against the Palestinian office attributed to the absence of the legislative authority since 2007 due to the problems in the political opinions in Jordan resulting the malfunction of the legislative council. With regard to the external environment the findings showed that the economical, financial and political aspects have an important role in the success of the development of the administrative system in both countries. Moreover, the findings showed that there are Differences in favor of the Jordanian office in both political and judicial aspects due to the ambiguity of clarity and stability because of the procedures of the Israeli occupation and the absence of the legislative authority since 2007 due to the problems in the political opinions in Jordan resulting the malfunction of the legislative council. Based on the findings the researcher recommended the Palestinian side the need to activate the legislative council to obtain its role after eight years of absence especially in the filed of civil services laws; as well as the best use of financial resources to develop special plans to meet the needs of the development projects of the civil services system

    ِArticle in : Hawwa Journal of Womens of the Middle East and Islamic World, (2017), pp. 31–50This study shows the important place of Muslim women in the civil society of Jerusalem during the period 1831–1841 (i.e., the Egyptian period) via their right to own and use property according to their own volition. I have analyzed these issues according to the following questions: What was the attitude of local society with respect to Muslim women’s rights to dispose of their assets as they saw fit? Was this accepted by local society or not? As revealed by the documents, whereas Muslim families in Jerusalem generally accepted the principle of the right of ownership and use of property by women, nonetheless, this study shows that numerous families in Jerusalem did not, in reality, accept these rights

    Planning under a colonial regime in Palestine : counter planning / decolonizing the West Bank

    An Article published in : Land Use Policy, Volume 71, February 2018, Pages 11-23After the Oslo Peace Accords (1994), the West Bank, Palestine was divided into three zones as an interim agreement for establishing a Palestinian State, where Israeli control would end on the occupied region within 5 years. These zones: Zone A, under full Palestinian control, Zone B under joint control of Israeli and Palestinian authority and zone C which covers more than 60% of the West Bank area and which Israel has full control over security, planning, land administration, and construction. Most of the zone is designated for Israeli military uses, settlements and bypass roads. Palestinian communities in this zone suffer from significant shortages on different levels, among which is urban/rural planning and development. Planning in this zone is completely controlled by Israeli authority and has resulted in segregation and enclaving of the Palestinian communities. In Zone C, Palestinian communities look like scattered islands, which is a hinderance to any attempts to manage, develop or serve. This study aims at investigating planning policies in zone C, case studies for selected communities were chosen and examined to find out whether there were attempts by the Palestinians to counter Israeli planning in the assigned zone. From the cases, it is clear that there are some Palestinian attempts to counter Israeli plans, but they failed. It is concluded that planning in zone C is fully under control of the colonial power, no Palestinian plan proposal has been approved

    The impact of health on economic growth in Palestine, 1997-2015

    Published in : International Journal of Economics, Business and Management Research, vol. 1, no. 05, 2017, pp. 308-317The purpose of this study is to examine the impact of the development of the health sector on economic growth in Palestine, through investigated the causality and co-integration relationships between health expenditure and GDP per capita. Data collected from the Palestinian Central Bureau of Statistics and The Ministry of health. Time series data has been taken on the above these variables for Palestinian ranging from 1997 to 2015. The impact of health on the GDP per capita is examined by using Co-integration, and Granger Causality techniques. The result of cointegration showed the existence of a long-term relationship between economic growth and spending on health. Granger casualty test indicate there only unidirectional relationship from economic growth to health expenditure in long and short run, but no casualty from health expenditure to economic growth, the study found the lack impact from health on economic growth. One of most important recommendations in this paper, increase investment in the health sector, by giving preliminary to spend more from GDP on health sector to enhance health situation in Palestine, and the government should also continue its leadership role in creating an enabling environment that encourages better investment in health by the private sector

    Moving from a Traditional into an Entrepreneurial University: Evidencing from Palestine

    This research paper analyzes current entrepreneurial characteristics of the Palestinian universities; and presents the identification of what is necessary to become an entrepreneurial university. The research paper combines a literature review with findings of a mixed methods study applying the entrepreneurial university framework of the European Commission/ OECD. The researcher followed a structured survey with convenient sampling of (200) respondents from four local universities, and in-depth interviews and a focus group discussion comprising university top-management, faculty, students and external stakeholders. Findings indicate that entrepreneurial activities in the Palestinian universities are at their infant stage. The research paper recommends issues these universities need to overcome in order to move from traditional universities into entrepreneurial ones. Entrepreneurial development is a priority in Palestine as an instrument for employability of the predominant young populations towards which universities are expected to contribute considerably

    The main goal of this thesis is to study the bifurcation of second and third order rational difference equations. We consider the sufficient conditions for the existence of the bifurcation. We study the second order rational difference equation xn+1 = α + βxn−1 A + Bxn + Cxn−1 , n = 0, 1, 2, . . . with positive parameters α, β, A, B, C and non-negative initial conditions {x−k, x−k+1, . . . , x0}. We study the dynamic behavior and the direction of the bifurcation of the periodtwo cycle. Then, we give numerical discussion with figures to support our results. Also we study the third order rational difference equation xn+1 = α + βxn−2 A + Bxn + Cxn−2 , n = 0, 1, 2, . . . with positive parameters α, β, A, B, C and non-negative initial conditions {x−k, x−k+1, . . . , x0}. We study the dynamic behavior and the direction of the Neimark-Sacker bifurcation. Then, we give numerical discussion with figures to support our results
