Total Quality Management: the case for the public sector; a comparative study
of the implementation of Total Quality Management in three health care organizations.
Total quality management [TQM] is an approach to improving the
competitiveness, effectiveness and flexibility of the whole organization through the
improvement of the organizational processes and those who perform them. There has
been a rising interest among public sector professionals in examining the applicability
and usefulness of TQM methods to public organizations.
This research provides descriptive information about the experience of three
health care organizations that vary in terms of ownership, whether being publicly or
privately owned, with implementing TQM. Participants at these organizations were
interviewed, and/or severed and observed. The study provides a native description
of each organization's experience with TQM (their Quality Story) and it compares the implementation of TQ M in the three organizations. Moreover, the study explores what role, if any, does ownership have on the implementation of TQM. Finally, the study presents some lessons that could be derived from the experience of these
organizations.
Conclusions are drawn that TQM could be successfully implemented in both
sectors, provided that the process of implementation follows the specific guidelines
and principles established in the field. Moreover, difference in ownership between
public and private organizations, though important, is not the major factor influencing
the implementation and possible outcomes of a TQM innovation effort. It is rather the
involvement and commitment of top management that seem to have the upper hand in
influencing the implementation and any possible outcomes of TQM, in public as well
as private organizations. However, the research suggests that public sector

The development of an interactive virtual environment for Hisham Palace in Jericho, Palestine

environment for cultural heritage sites in Palestine; these sites have their own specific
problems and challenges, which have significantly affected most of the existing sites and
cause their continuous deterioration. The virtual replicas of these sites and landscapes can act
as a medium for their preservation, documentation, interpretation and intervention, assisting in
education, tourism and an increase in public awareness regarding their significant value. For
this purpose, Hisham Palace in Jericho was chosen as a case study. The historical layers of
Hisham Palace were studied and visualized using advanced 3D visualization techniques by
applying a five-step approach to analyze and model different elements of the palace to
assemble them at a later stage. This approach was implemented due to the critical condition
of the physical remains and the insufficient literature on the history of the palace. As a result,
an initial 3D virtual reality model was obtained, presented and discussed in a 3D immersive
environment at the Virtual Reality Lab (VR Lab) at Birzeit Universit

Sina Institute R & D strategy
In this document we present the results of the Work Package 1 (WP1) of the project entitled Integrating Sina Institute into the European Research Area (SIERA) #295006. In accordance with the stipulations, the goal of WP1 is to revise the research and development (R&D) strategy for the Sina Institute for Knowledge Engineering and Arabic Technologies (Sina Institute) of the Birzeit University (BZU). The Sina Institute is a research unit within Birzeit University and technically a part of the Faculty of Information Technology. The center is the largest research center dedicated to the Information Communication and Technology (ICT) field in Palestine. In addition to this, achievements include being awarded grants and support from Google™, the European Union (EU) Tempus program, and actually the SIERA project. The WP1 aims to widen and revise the R&D strategy of BZU Sina Institute according to the needs of the regional and EU societies in the area of Arabic/multilingual and multicultural knowledge sharing technologies. Accordingly, an assessment of both society and local stakeholders needs (Task 1.1: Assess society needs) have been carried out to identify the relevant issues to final revised R&D strategy of BZU Sina Institute (Task 1.2).
