Get PDFДосліджуються актуальні проблеми адаптації компаній страхування життя до швидких змін в умовах функціонування страхового ринку та споживчих уподобань, впровадження в управління продажами страхового продукту новітніх технологій. Охарактеризовано роль страхування життя як важливого інструменту фінансового захисту людини на випадок несподіваних обставин. Проведено аналіз стану ринку страхування життя в Україні. Акцентовано увагу на менеджменті продажів страхових продуктів у системі лайфового страхування як безперервному і цілеспрямованому процесі, який суттєво впливає на фінансове становище страхової компанії та підвищення довіри населення до продуктів страхування. Показано, що сучасний менеджмент продажів ринку лайфового страхування перебуває на етапі свого розвитку та має ряд як переваг, так й недоліків. Обґрунтовано необхідність його адаптації до швидкозмінних технологічних інновацій. Розглянуто канали продажів страхових продуктів у системі страхуванні життя, підходи до їх вдосконалення із застосуванням новітніх цифрових інструментів. Показано, що побудова багатоканальної реалізації страхових послуг вимагає інтеграції цифрових каналів з традиційними методами продажу страхового продукту.
(This article examines the current challenges facing life insurance companies as they adapt to rapid changes in insurance market conditions and consumer preferences. It also explores the integration of advanced sales management technologies into the sales process for life insurance products. Life insurance is characterized as a significant tool for financial protection against unexpected circumstances, fulfilling several key functions: social, protective, accumulative, and investment. The analysis evaluates the state of the life insurance market in Ukraine and the positioning of life insurance companies within it, noting that life insurance currently constitutes only about a tenth of the overall insurance market volume. The life insurance market faces various contemporary risks, including demographic factors, economic risks (related to inflation, currency fluctuations, and market instability), legal risks associated with legislative changes regulating the life insurance market, and significant geopolitical risks, notably the ongoing aggression from Russia. Special attention is given to the sales management of life insurance products, emphasizing it as a continuous and purposeful process that significantly impacts the financial standing of insurance companies and enhances public trust in life insurance offerings. The article highlights that modern sales management in life insurance is currently in a developmental stage, presenting both advantages and disadvantages, and argues for the necessity of adapting these management practices to rapid technological innovations. It discusses various sales channels for insurance products within the life insurance sector, approaches to their enhancement using modern digital tools, and underscores the importance of integrating digital channels with traditional sales methods to construct a multi-channel delivery system for insurance services.
Digital transformation of social governance: economic challenges and opportunities of smart cities (Цифрова трансформація соціального управління: економічні виклики та можливості розумних міст)
Get PDFThe increasing integration of digital technologies into public administration has led to a reconfiguration of how social services are managed in urban environments. This study focuses on the economic dimensions of digital transformation in the social sector within the framework of smart cities. The relevance of the topic stems from the growing demand for cost-efficient, transparent, and inclusive public service delivery n the face of rapid technological advancement and societal expectations for digital quity. The research aims to explore the extent to which these innovations contribute to fficiency improvements and what challenges hinder their successful implementation n the governance of education, healthcare, and social protection. The study employed n empirical methodology based on structured sociological surveying, utilizing remote igital tools for data collection. A representative sample of respondents was selected according to demographic, educational, and territorial criteria, enabling an inclusive and statistically relevant dataset. Data were processed through statistical and content analysis methods, allowing both quantitative and interpretive insights into the dynamics of digital service adoption, accessibility, and institutional readiness. The results reveal several critical trends. First, digital services in the social sector are perceived as beneficial, especially in terms of convenience and speed, but they are not yet universally accessible. Infrastructure limitations and disparities in digital literacy remain persistent barriers to equitable service delivery. Second, public trust in artificial intelligence, particularly in automated decision-making related to welfare and benefits, is cautious and highly dependent on context. Many individuals express concerns over transparency, data security, and the ethical dimensions of automation. Third, financial constraints and organizational inertia within local administrations significantly hinder the rollout of smart city technologies, despite their potential for long-term economic benefits. At the same time, the emergence of new models of budgeting, public-private partnerships, and performance-based planning shows promise in bridging the gap between innovation and sustainability. Ultimately, the study demonstrates that while the digital transformation of social governance offers substantial economic opportunities, its success depends on inclusive policy design, public engagement, and the capacity of institutions to adapt to change.
(Все більша інтеграція цифрових технологій у державне управління призвела до реконфігурації способів управління соціальними послугами в міському середовищі. Це дослідження фокусується на економічних аспектах цифрової трансформації в соціальному секторі в рамках концепції «розумних міст». Актуальність теми зумовлена зростаючим попитом на економічно ефективне, прозоре та інклюзивне надання державних послуг в умовах швидкого технологічного прогресу та суспільних очікувань щодо цифрової якості. Мета дослідження - з'ясувати, якою мірою ці інновації сприяють підвищенню ефективності та які виклики стоять на заваді їхньому успішному впровадженню n в управлінні освітою, охороною здоров'я та соціальним захистом.

Get PDFУ статті у загальному виді розкрито проблематику реалізації задач цивільно-військового співробітництва у Збройних Силах України в мовах повномасштабного вторгнення російськовї федерації на територію України. Представлено нормативно-правове забезпечення реалізації основних функцій, які покладено на Центральне управління Цивільно-військового півробітництва Генерального штабу Збройних Сил України та статистичні данні окремих результатів діяльності. На засадах результатів проведених досліджень та особливостей иконання специфічних завдань цивільно-військового співробітництва, інших уб’єктів забезпечення національної безпеки України (їх участь в оцінці оєнно-політичної та воєнно- стратегічної обстановки, оцінці противника на тратегічному, оперативному та тактичному рівнях управління), результатів налізу наукових розробок щодо формування структур для забезпечення реалізації специфічних функцій, науково-методичних інструментальних засобів, які використовуються для оцінки ефективності структур в роботі запропоновано загальну схему формування пропозицій щодо застосування підрозділів цивільно-військового співробітництва в умовах загострення воєнно-політичної обстановки. Запропонована схема надає можливість розкрити порядок оцінки цивільного середовища, яка є частиною загальної оцінки обстановки в районі виконання військами (силами) завдань за призначенням у пунктах постійної дислокації військ, районі надзвичайної ситуації чи проведення військової операції. Обґрунтовано, що основним детермінантом проведення оборонного огляду є процедура опису майбутнього безпекового середовища, у процесі якої визначаються перспективи розвитку воєнно-політичної обстановки, перелік викликів та загроз у сфері оборони та формуються на їх основі сценарії розвитку небезпек. В результаті розкриття пецифіки процесу оцінки стану воєнно-політичної та воєнно- тратегічної обстановки, оцінки противника на стратегічному, оперативному та тактичному рівнях управління: визначення мети, характеру дій та стану, положення угрупування військ (сил) імовірного противника (вироблення рішення); прогнозування загроз на ділянках виконання завдань підрозділами цивільно-військового співробітництва в умовах загострення воєнно-політичної обстановки, була сформована структурно-логічна схема моделі механізму державного регулювання цивільно-військового співробітництва в умовах загострення воєнно- олітичної обстановки. Синтезована модель зазначеного механізму надає можливість розкрити запропонований у статті підхід щодо використання інформації про обстановку, яка складається на ділянках відповідальності цивільно-військового співробітництва, реалізовувати об’єктивну оцінку стану та прогнозування розвитку цивільного середовища, вносити своєчасні пропозиції щодо змін в нормативно-організаційні параметри виконання завдань (нормативні документи), або внесення змін в організаційно-штатній структурі цивільно- військового співробітництва тим самим в комплексі забезпечувати її ефективну діяльність.
(The article generally discloses the problems of implementing the tasks of civil-military cooperation in the armed forces of Ukraine in the conditions of a full-scale invasion of the russian federation into the territory of Ukraine. The normative and legal support for the implementation of the main functions entrusted to the central directorate of civil-military cooperation of the general staff of the armed forces of Ukraine and statistical data of individual results of activity are presented. On the basis of the results of research and peculiarities of the specific tasks of civil-military cooperation, other subjects of ensuring national security of Ukraine (their participation in the assessment of the military-political and military-strategic situation, assessment of the enemy at the strategic, operational and tactical levels of management)the results of the analysis of scientific developments on the formation of structures to ensure the implementation of specific functions, scientific and methodological tools used to assess the effectiveness of structures in the work proposed a general scheme for the formation of proposals for the use of civil-military cooperation units in the context of the aggravation of the military-political situation. The proposed scheme provides an opportunity to reveal the procedure for assessing the civilian environment, which is part of the overall assessment of the situation in the area of performance by troops (forces) of assigned tasks in points of permanent deployment of troops, the area of an emergency situation or a military operation. It has been substantiated that the main determinant of the defense review is the procedure for describing the future security environment, in the process of which the prospects for the development of the military-political situation, the list of challenges and threats in the field of defense and the scenarios for the development of dangers formed on their basis are determined. As a result of the disclosure of the specifics of the process of assessing the state of the military-political and military-strategic situation, assessing the enemy at the strategic, operational and tactical levels of management: determining the purpose, nature of actions and state, the position of the grouping of troops (forces) of a potential enemy (making a decision); forecasting threats in the areas of performing tasks by civil-military cooperation units in the context of an aggravation of the military-political situation, a structural-logical scheme of the model of the mechanism of state regulation of civil-military cooperation was formed in the context of an aggravation of the military-political situation. The synthesized model of this mechanism makes it possible to reveal the approach proposed in the article on the use of information about the situation that develops in the areas of responsibility of civil-military cooperation, to implement an objective assessment of the state and forecasting of the development of the civilian environment, to make timely proposals for changes in the regulatory and organizational parameters of the tasks (normative documents), or making changes in the organizational and staff structure of civil-military cooperation, thereby ensuring its effective activity in the complex.
