Система охорони громадського здоров’я як базова складова соціально-економічної системи держави
Get PDFУ роботі охарактеризовано інституціональний вплив держави на процес реформування системи охорони здоров‘я України. Розкрито основні пріоритети у цій сфері та підкреслено дієвість державних інструментів регулюючого впливу. Акцентовано увагу на системності державно-правого регулювання програм громадського здоров’я. У цьому контексті розглянуто Концепцію громадського здоров’я як комплексний підхід до розуміння процесу становлення та забезпечення розвитку системи громадського здоров’я. Акцентовано увагу на змісті програм громадського здоров‘я на державному, регіональному та місцевому рівнях, особливостях їх планування і фінансування. Підкреслено системний характер формування програм громадського здоров’я у сфері профілактики, лікування, фінансування, управління, формування оптимальної взаємодії між складовими елементами системи на рівні держави, регіону, медичних закладів, зацікавлених сторін. Охарактеризовано роль первинної медичної допомоги в реалізації цієї програми державних гарантій медичного обслуговування населення. Показано механізм її реалізація на первинному рівні як законодавчо гарантованої програми, відповідно до якої формується перелік та обсяг медичних послуг і лікарських засобів, повну оплату надання яких пацієнтам здійснюється з державного бюджету України згідно з тарифами. На прикладі КНП «Острозький центр первинної медичної допомоги» Острозької міської ради Рівненського району Рівненської області оцінена результативність реалізації ПМГ на первинному рівні

(The article highlights the features of military vocabulary in the paradigm of linguistic research. The military professional language as a sphere of functioning of military vocabulary is considered. It is revealed that it is characterized by clarity and conciseness. The problems of classification of military vocabulary are analyzed and stylistically marked units in the system of military vocabulary are investigated.
Стан та перспективи розвитку фондового ринку України (State and prospects for the development of the stock market in Ukraine)

Відзначено скорочення обсягів торгів, торгівельних майданчиків, кількості акціонерних товариств. Направленість ринку на продаж облігацій внутрішньої державної позики призводить до обслуговування фондовим ринком потреб державної влади, а не розвитку приватного сектору та інвестиційно-привабливих галузей економіки. Визначено перспективи, виклики фондового ринку України.
(In this article, the author analyzes the current state and development prospects of Ukraine’s stock market. A developed stock market ensures the economic growth of a country. For its functioning, institutional measures, market infrastructure, investment opportunities (market breadth), available resources and investment objects, and market trends are essential. The author notes a decrease in the number of market organizers in Ukraine and a reduction in the volume of exchange contracts from 2014 to 2022. The growth in trading in 2023 was driven by an increase in military domestic government bonds. Domestic government bonds have averaged 93.2% of all exchange contracts over the past ten years, reflecting the status of Ukraine’s stock market as a sector serving state needs for resource mobilization rather than fostering the economic development of industries, the private sector, and investment expansion. The main factors influencing the state of Ukraine’s stock market include the war, its impact on the economy, and institutional factors. Collaboration with international organizations, integration into the European Union, opening Ukraine’s market to foreign issuers, and the development of mobile applications and electronic trading platforms contribute to the development of Ukraine’s stock market. However, the prolongation of military actions, significant infrastructure damage, environmental harm, and the overall deterioration of the economy worsen the market’s development prospects. The presence of significant investment potential in the country, mechanisms for privatizing state enterprises, adherence to international standards, and readiness for market reforms can drive changes in the post-war period.

Боргова безпека України (Debt security of Ukraine)
Get PDFДослідження розглядає боргову безпеку України в контексті внутрішніх та зовнішніх факторів, зокрема впливу війни та геополітичних змін. Зростання державного боргу та його структури аналізується з точки зору впливу на економіку та національну стабільність. Рекомендації включають прискорення економічного розвитку, оптимізацію управління боргом та балансування структури запозичень. За період з 2009 р. по січень 2024 р. державний борг збільшився з 316 884,6 млн грн до 5 154,47 млрд грн, де зовнішній борг становить 64,72 % від загальної суми. Рекомендації включають прискорення економічного зростання, оптимізацію управління боргом та збалансування структури запозичень для забезпечення сталого розвитку та національної безпеки.
(This study scrutinizes Ukraine’s debt security amidst internal and external challenges, including war impacts and geopolitical shifts. It dissects the escalation of national debt and its configuration, focusing on repercussions for the economy and national equilibrium. Recommendations are proposed for expediting economic growth, refining debt administration, and equilibrating the debt acquisition framework. Background: From 2009 to January 2024, Ukraine witnessed its state debt mushroom from UAH 316,884.6 million to a staggering UAH 5,154.47 billion. Notably, external liabilities constituted 64.72% of this quantum. Key Findings: The ongoing conflict and geopolitical dynamics have substantially magnified Ukraine’s debt load, casting shadows on economic steadiness and sovereign integrity. There’s an urgent call for debt administration enhancements to lighten the fiscal load and bolster sustainability. Recommendations: Propel economic advancement to boost state revenues, thus diminishing the debt-to-GDP quotient. Refine debt governance through debt portfolio restructuring and maturity prolongation. Harmonize the borrowing mix by elevating the proportion of internal debt, simultaneously diminishing external borrowing dependency. Conclusion: Upholding debt security emerges as a pivotal factor for Ukraine’s fiscal stability and national safeguarding. Through the execution of these advisories, Ukraine aims to alleviate its debt pressure, augment credit standing, and navigate towards enduring progress.
Оцінка рівня фінансової безпеки України (Assessment of Ukraine’s financial security level)
Get PDFФінансова безпека є однією з ключових складових національної безпеки країни. Україна, перебуваючи в епіцентрі складної геополітичної ситуації, змушена постійно оцінювати свій фінансовий стан та забезпечувати стійкість фінансової системи в умовах небезпеки. В контексті воєнного конфлікту Україна стикається зі складними викликами у забезпеченні фінансової стабільності та безпеки. Поглиблене дослідження і оцінка рівня фінансової безпеки стають важливими завданнями для урядових органів, експертів та громадськості. Метою дослідження є аналіз рівня фінансової безпеки України в період 2018–2022 рр. Для виконання поставленої мети було обраховано значення індикаторів банківської безпеки, безпеки небанківського фінансового ринку, боргової безпеки, бюджетної безпеки, валютної безпеки, грошово-кредитної безпеки. На основі цих індикаторів було обраховано загальний індикатор фінансової безпеки. Після початку повномасштабного вторгнення у 2022 р. найбільше зменшення показав індикатор бюджетної безпеки. Найкраще себе показали сфери банківської безпеки та безпеки небанківсього фінансового сектору.
(Financial security represents a pivotal aspect of a country’s national security. Situated at the heart of a complex geopolitical landscape, Ukraine is compelled to continually evaluate its financial health and uphold the resilience of its financial system amidst threats. The ongoing military conflict presents Ukraine with multifaceted challenges in maintaining financial stability and security. Consequently, conducting thorough research and assessment of financial security levels has emerged as a crucial undertaking for government agencies, experts, and the general populace. This study aims to scrutinize Ukraine’s financial security from 2018 to 2022. To achieve this objective, we analyzed various indicators, including those related to banking security, the security of the non-banking financial market, debt security, budgetary security, currency stability, and monetary security. From these metrics, an aggregate financial security index was derived. The outbreak of the full-scale invasion in 2022 significantly impacted budgetary security, marking the most pronounced decline among the evaluated indicators. Conversely, the domains of banking security and the non-banking financial sector demonstrated relative resilience.
Сучасні підходи до управління професійно-особистісним розвитком персоналу ІТ-підприємств (досвід компанії «Softserve» (Modern approaches to personnel professional development management in IT enterprises: the experience of Softserve)

На прикладі компанії SoftServe здійснено аналіз системи кадрового менеджменту. Охарактеризовано стратегію розвитку талантів і підготовки ІТ-фахівців. Дано оцінку ефективності управління професійно-особистісним розвитком персоналу SoftServe. Визначено шляхи удосконалення стратегії навчання персоналу за допомогою інструментів штучного інтелекту (ШІ). Розглянуто ризики та потенціал інтеграції NLP та ML-технологій у професійну підготовку персоналу. Для оцінки потенційних ризиків, пов’язаних з інтеграцією ШІ у систему навчання та розвитку персоналу, використано метод Failure Mode and Effects Analysis (FMEA).
(The article examines the impact of scientific and technological progress (STP) and market changes on the evolving requirements for professional and personal development of enterprise personnel. It discusses the evolution of theoretical and methodological approaches to staff professional development management, emphasizing the strategic significance of continuous learning and adaptation to new market demands for maintaining competitiveness in the IT industry. Through a case study of SoftServe Enterprises Limited, a leading IT company offering consulting and digital technology services, the author analyzes the company’s personnel management system. The study highlights SoftServe’s comprehensive strategy for talent development and training highly qualified IT specialists, focusing on various initiatives ranging from mentoring programs to specialized training courses. The effectiveness of managing the professional and personal development of SoftServe’s staff is evaluated, and prospective strategies and management tools to enhance the quality and efficiency of professional development are proposed. Recommendations for improving SoftServe’s HR management system are developed, considering the economic impact of implementation. The study also explores ways to enhance staff development and training strategies using artificial intelligence (AI) tools. It identifies risks and potential benefits of integrating natural language processing (NLP) and machine learning (ML) technologies into SoftServe’s professional development programs. The Failure Mode and Effects Analysis (FMEA) method is utilized to assess potential risks associated with AI integration into SoftServe’s training and development system
