    Implementation plan and assenssment of costs for a residential building renovation

    This paper presents an existing 100 years old building that required renovation due to its deteriorated condition. Renovation was necessary due to inadequate seismic safety and energy efficiency. Simultaneously with the renovation, a reconstruction was planned to modernise and improve the functionality of the arrangement of existing living spaces. In order to implement this comprehensive task, a ground plan of the building needed to be drawn up as the original building plan could not be recovered. Next, suitable construction solutions for the renovation and reconstruction of the building needed to be drawn up and reviewed. \ud All possible solutions were based on maintaining the exterior image and outline of the building. The cost estimate of the said reconstruction was aimed at answering whether or not the reconstruction of the building was feasible in order to obtain useful residential facilities. \ud The alternative was to demolish the building. The final decision between the two options Will be made by the owners of the property

    Expert bases for the implementation of land policy in the municipalities of Črnomelj, Metlika and Semič

    The thesis presents some of the data that are to represent a basis for expert decisions on spatial planning and implementation of land policy in the municipalities of Črnomelj, Metlika and Semič. As part of the thesis, the field in question is first presented. The presentation includes valid spatial planning documents of all three municipalities, which outline the strategic development, planned public utility infrastructure of local importance, direction of settlement and the structure of the land in the area in question. In the next phase, an analysis of the realestate market in the period between 1 January 2007 and 31 December 2014 was carried out. Data on the building permits issued in the period were also analysed. Finally, an analysis was conducted of the programme of supplying services to building land and criteria for assesment\ud of building land development fee and calculate a provisional building land development fee in the municipalities of Črnomelj, Metlika and Semič

    A model evaluating the number and areas of functional regions

    Functional regions are a generalization of changeable social and economic functional interactions in a territory. These regions are increasingly used when analysing economic, social, environmental, and spatial development and when making development-related decisions. In this doctoral dissertation we propose a procedure to evaluate the areas and the number of hierarchical functional regions. The procedure is based on: (a) using Intramax, a hierarchical method to model functional region systems of labour commuting by time intervals, (b) comparison of functional region systems using the index proposed in this dissertation, (c) evaluation of functional regions using selected indicators, and (d) evaluation of the impact of selected socio-economic factors on labour commuting in, and between, functional regions in a spatial interaction model using regression analysis. The procedure of evaluating the systems of hierarchical functional regions was employed for the case study of Slovenia for the period 2000–2011. The study pointed at three characteristic and balanced systems of functional regions, whose area and efficiency, in the light of the proportion of inner flows and homogeneity of employment and housing self-containment, did not significantly change over the period analysed. These are: a system of 5 functional regions with centres in Ljubljana, Maribor, Celje, Koper, and Novo mesto, a system of 7 functional regions with centres in Ljubljana, Maribor, Celje, Koper, Novo mesto, Nova Gorica, and Slovenj Gradec, and a system of 60 functional regions. In the dissertation we tested the assumption that the number and the areas of functional regions could be evaluated according to the socio-economic factors that significantly influence labour commuting. The analysis of the impact of the various factors most often analysed in the literature on labour commuting in, and between, functional regions highlighted four factors whose impacts proved to be statistically significant over the whole period considered and at all hierarchical levels of larger (2–70) functional regions. These factors are: travel time to work, population in origin, population in destination, and the employment rate in destination. The proposed approach allows for continuous monitoring and evaluation of balanced systems of hierarchical functional regions in the territory of Slovenia. The characteristic and balanced systems of 5 and 7 functional regions, respectively, as highlighted in this dissertation, can provide a criterion for deciding about establishing provinces in Slovenia

    Reconstruction of the municipal road to Zavrh pod Šmarno goro

    The main purpose of this diploma thesis was to create a road reconstruction conceptual design based on using the cold recycling road rehabilitation procedure with foamed bitumen and cement.\ud In the initial phase of the thesis we performed an analysis of the existing situation and took into consideration all the wider issues concerning the road to Zavrh pod Šmarno goro traffic.\ud Taking into account all the needs, restrictions and specifics of the design we further suggested the construction of passing bays, a splitter island and a parking lot combined with a bus turning point, as well as pedestrian surfaces. While creating the conceptual design, we followed the guidelines suggested by »Pravilnik o projektiranju cest«(Rules on road design), as well as other regulations, technical specifications and policies concerning public road construction. Based on surveying plans (topographic map and orthophotos) we graphically displayed the course of the road in ground plan and in longitudinal section using AutoCAD and Plateia\ud products.\ud To get an estimate of the project`s investment, as the final part of the thesis, we prepared a pro forma invoice which covers all planned labour and materials

    Use of passive tags for electronic toll collection

    The aim of this thesis is to determine, whether it is possible with specific type of electronic cards (passive RFID tags) to pay a toll. This means whether the electronic system is sufficiently reliable, useful and suitable for payment of toll roads. A toll is a fee for use of toll roads. There are several payment methods for toll roads, such as payment with cash at toll stations or a prepaid system with a vignette, where the vignette affixed on the windscreen serves as proof. Electronic toll collection is in rise. Toll is paid through special stickers or devices mounted on the windscreen, which communicate with the electronic devices placed by the road. The thesis describes the basics of the RFID system and describes current use of the system of passive RFID tags for toll collection in the world. The final chapter contains a description of system testing, which was performed through Traffic Technical Institute (PTI), which operates within Faculty of Civil and Geodetic Engineering in Ljubljana.     Urban road design according to NACTO Urban Street Design Guide

    Urban road design according to NACTO follows the vision of traffic calming with visual elements. Gradual restoration of urban traffic areas will be presented according to american guidelines of NACTO Association, which published a book in 2013 called Urban Street Design Guide. Each type of existing roads in the urban area (the main street, the road in the neighborhood, residential shared street) can be, step by step, reconstructed with individual structural elements to ensure greater safety for pedestrians and cyclists, the economic efficiency of the road and creates vibrant community spaces for the welfare of people and local economic activities. By changing the width of the travel lane, sidewalks, curb radius turn, chicanes and the use of vertical speed control elements (speed humps, speed tables, speed cushions, dedicated bus lanes) we influence on greater visibility in the intersection and reducing the driving speed. In conclusion I present reconstruction of intersection on Premrl street in Ljubljana into a roundabout and Gerbičeva street in Ljubljana into a one way street with traffic calming elements

    Ideational solutions of faecal wastewater drainage and treatment in villages Jezero, Lukovek and Dolenja Dobrava in Trebnje municipality

    Graduation thesis discusses faecal wastewater drainage and treatment in villages Jezero, Lukovek and Dolenja Dobrava in municipality Trebnje. In case of a high population density the most suitable is the construction of a public sewerage system with a common small treatment plant (further STP). Outside of agglomeration area, individual STPs or private common systems are used. At the beginning of the graduation thesis the legislation regarding the STPs is presented. Further on, a sewerage system with the corresponding objects is described. Wastewater can be treated in STP in various ways with the usage of procedures described in the thesis. STPs based on mechanic and biological treatment and STPs with fixed-film or attached growth systems and activated sludge are also described. At the end of the thesis a cost comparison of three possible solutions is presented; one common STP, each village with its own STP or individual STPs. As it is shown, the individual systems are the cheapest, except in the agglomeration areas where sewerage systems with STPs are mandatory

    The impact of real estate register data on the calculation of generalized real estate market value

    The paper examines basic concepts related to real estate recording, the real estate register and real estate mass valuation. It describes real estate mass valuation models and the key data included in the real estate register. The paper also describes the procedure for calculating the generalized real estate market value for various types of residential houses, a garage and farmhouse. By drawing on practical examples of buildings recorded in the building cadastre in the municipalities of Nova Gorica, Ajdovščina and Vipava, the paper shows how different approaches to record a real estate in the building cadastre affect the real estate's generalized market value. The last part of the paper provides a simulation of two possible ways to calculate the generalized market value of a residential house and a garage in a selected area. In the first example, the two buildings are recorded in the building cadastre as one building, while in the second example the house and the garage are recorded separately in the building cadastre as two different buildings

    Deregulation of normative spatial planning regulation in Slovenia

    Master thesis deals with municipal planning documents with the emphasis on spatial implementation conditions. Developers and architects (especially designers) are often criticizing municipal regulations in the process of obtaining construction permits, saying they are too normalized, excessive and impractical. Consequently complications arise, both substantive and temporal, in acquiring building permits, which affects the uncertainty of investments in the area. Deregulation is often mentioned as a solution and it is due to this fact that we have analyzed the municipal spatial plans provisions and whether deregulation represents a real solution to the identified problem.\ud By analyzing legislation from the year 1875 until today, examples of foreign law and theory, analysis of existing municipal spatial plans of municipalities in Slovenia and a survey among urban planners, who prepare planning documents, it was examined if the spatial implementation conditions are truly ambiguous and overdetermined. The results show that this statement is true and that many difficulties arise from inadequate legal language as well as from provisions which only suggest instead of regulate or are mostly too general (Eg. they provide consideration of traditional or modern quality facilities and arrangements in the area). At the same time they do not provide criteria to define what is traditional or of good quality. Consequently that causes possible different provision interpretations, which causes the user to think that the provisions are unclear

    If we want to understand accuracy of existing land cadastral data, we first need to learn about history of legislation about land cadastre. In master's thesis we discuss about the legislation which was validon Slovenia territory between 1918 and 2000. I analyzed all the important laws and instructions in that period, which affected on boundary settlement and plot division. Focus is mainly on surveying methods and contents of elaborates. In the end I presented elaborates, which were made on the basis of analyzed legislation
