Analysis of the possibility of using automatic image classification for the maintenance of spatial databases
Maintenance of spatial data with photointerpretation is very demanding in terms of time and\ud
personnel, therefore tendencies of data owners for the automation of this process are very\ud
high. Despite extensive research on automatic extraction of spatial data, these methods are\ud
still not in practical use.\ud
In the thesis, I examined the possibility of using object-based image analysis for extraction of\ud
the built-up areas with remote sensing data. An analysis of the impact of spatial, spectral and\ud
temporal resolution, image filtering and transformation on the quality of object-based image\ud
analysis, has been carried out. Based on the results of the analysis the optimal resolution\ud
and image pre-processing has been proposed. An overview of buildings, topography, land\ud
cover and land use spatial databases in Slovenia is given. The possibility of introducing\ud
automated processes in the maintenance process of specific spatial data has been\ud
assessed. Object based image analysis has been used for extraction of buildings contours\ud
and other built-up areas. This single data layer of buildings and other built-up areas is used\ud
for change detection in comparison to registered data in different databases. Completeness\ud
of detected changes is very high (more than 80%). The major advantage of proposed\ud
automated change detection in the spatial data maintenance process is that the\ud
automatically identified changes direct the operator to capture only data on the areas where\ud
change exists and so significantly reduces the amount of work
Analysis of land consolidation procedures for the case of land consolidation Juršinci
Slovenian food self-sufficiency is far below the European Union average, so it is necessary to protect the agricultural land and with instruments of land policies, such as land consolidation, to encourage greater use of them. In the thesis, land consolidations of agricultural lands, their objectives and effects are presented firstly. Procedures of land consolidations are described and problems which arise in the implementation of land consolidations are presented. Furthermore, actual Slovenian legislation is examined in the field of land consolidations. Here, entire procedures of land consolidation with all components are presented and meliorations are mentioned, which are often conducted at the same time as land consolidations. The valuation of agricultural land, which represents one of the most important stages of the whole process of a land consolidation, is discussed separately and in detail. Valuation of agricultural land is very important phase for a fair and successful implementation of the whole process and the most common cause of complaints by the owners. Factors which must be considered in land valuation are presented. In the last part of the thesis, the valuation of agricultural land for land consolidation area Mostje – Juršinci is presented and analysed
Contemporary methods of serving and rendering hydrological measurements and forecast
Today’s world is more and more connected with the modern technology so accessibility to all kinds of machine readable data has become very important. In this diploma we present what the European Union and the Slovenian Government have done to open the data, make it more accessible to the public and see what is the potential of the open government data. Then we show what kind of hydrological data is used and produced at the Hydrological Forecasting Department of the Slovenian Environmental Agency. We present the tools and technology used to build web services. \ud
Presented hydrological data is located in the local database of the agency and is only accessible to devices on the local network. Because of this, we built database outside of local network that is accessible via world wide web and develop a program that regularly copies the data from the local database to the outer database. We expose all the data in our outer database with the web service that\ud
runs on a server that is located outside of the agency network. Based on the web requests web service returns different hydrological data in JSON format.\ud
At the end we develop the Android mobile application that uses web service that we built, to show the data in user friendly style. Application enables a user to view hydrological measurements from stations in a list and a map view. We can also view chart of every station discharge and discharge forecast versus time. Besides that, the mobile application can also receive the notifications from the web service when certain stations discharge exceeds predefined threshold and automatically notifies user of the mobile application
Analysis of various possibilities for public utility service provision in the municipality of Jezersko
The discussed topic of this thesis is obligatory local public utility services in the municipality of Jezersko. The initial chapters present the theoretical basics and further chapters describe the actual method of the individual obligatory service provision in detail. At greater length the related legal regulations are presented both on the national and local level and available infrastructure. Emphasis is laid on non-conformities related to individual regulations and actions are suggested for the areas for which I believe they would be sensible or necessary.\ud
The aim of this thesis is the assessment of the obligatory public service provision method as assisting support to the mayor, the municipal council and to the communal administration in the municipality of Jezersko. In relation to the concerns of the public as well as of the responsible parties about the eligible cost level paid both by the users and from the municipality budget, and to the fact that some activities are conducted by the public organisation, the aim is to find the best possible answer to the issue about whether the service provision reorganisation would reduce these costs, and whether to employ, directly or indirectly, the residents of Jezersko and keep at least the same level of services. \ud
During the review of business flow and its results in this thesis I have compared the method of service provision and service costs with established legal and technical methods and principles as well as with forms of solutions in some other municipalities in Slovenia. The conclusions provided in individual chapters and summarised at the end do not suggest large reorganizational approaches to the current proceedings, but include suggestions to the conducting of actions for the legal conformity assurance and business rationality increase
The work performance of different drainage sewerage systems with horizontal directional drilling (HDD)
In this diploma paper the subdrilling technology called Horizontal Directional Drilling – HDD is presented. In the Slovenian region it is increasingly used for carrying out boreholes as an alternative to classical constructions with tunnelling which are also presented in continuation. HDD technology is presented on three different projects which were carried out for three different sewerage systems: gravity, pressure and vacuum. With the mentioned sewerage systems of drainage also basic features and their operating principles are described. \ud
When carrying out drainage sewerage system by using HDD technology different conditions have to be fulfilled to carry it out. The main assumptions for a HDD borehole are an acceptable drilling radius depending on the borehole diameter, the geological soil formation, the types of built-in pipes, an adequate area size for setting up the drilling equipment, a minimum borehole depth and the existing infrastructure. In the final part all three sewerage systems were compared in several sections which essentially influence the choice of the system. Sections, such as the diameter of the built-in pipeline, the level of the groundwater, water tightness, minimum falls, investment and operation costs as well as the complexity of the work performance were compared. Furthermore, a comparison of costs between classical construction and HDD technology was prepared based on the work performances on the projects. So findings were established which help to choose the more optimal and adequate work performance for each particular sewerage system
GNSS survey of the illegal landfill of waste in the area of Gmajnice
The diploma thesis deals with an illegal landfill of waste at the area of Ljubljansko barje, which has already been rehabilitated. GNSS terrain measurements have been performed to get the positions on the landfill waste for the volume computation. The first part of the thesis incorporates a short description of the Ljubljansko barje and describes the recent Slovenian project Let’s clean Slovenia in one day. The second part includes steps of data processing with final volume computation using Delaunay triangulation. According to the landowners’ information the landfill of waste deposited in the excavation at a depth of several meters. So we estimated also the volume, where the waste was located below the ground level. Landfill volume was calculated by several different criteria’s in order to get an estimation of how the number as well as distribution of points affects the final calculation. At the end we propose further activities at the same area, that acquire also landfill waste subsidence estimation
The design of wooden roof-bearing structure of littoral house in Zalošče
Graduation thesis represents the design and dimensioning of wooden roof structure of Littoral house. Materials used for the load-bearing structure and their properties are described. The external influences on the roof structure such as dead load, live load, snow and wind load, are determined in accordance with the standard Eurocode 1. Static accounts are made by a computer program AMSES frame 2D
Trends of river discharge changes in Slovenia
The trend of the flow in different time periods is the main indicator of a hydrological regime of water level fluctuations in analysing of the watercourse. On the basis of the daily flow data for a given watercourse we can figure out, how the hydrological condition changes through time, and how it Will be reflected in the near future. In this thesis I made an overall analysis of the flow for several Slovenian rivers, and compared the result with previous values of the same flow of the watercourses. I tried to figure out the differences between different time periods in the same stream as well as to identify the impact of potential changes in the hydrological characteristics and factors for the formation of the flow regime. I used the time trend, Pearson correlation coefficient and Mann-Kendall test for trend. I also analyzed river flows with models AM annual maximum and POT peak-overthreshold. The results show a decrease in flow of the Slovenian rivers, on the other hand, increasing the already high flows. I analyzed the global climate impacts and their influence on the properties of flow
Natural and anthropogenic contaminants of stream Glinščica
The problems of urbanization are shown throughout replacing natural space with the built-up areas. Such changes and regulations in the aquatic environment constitute negative impacts and increase pressure on the environment and characteristics of drainage. Significant changes are reflected in the drainage properties from catchment areas and are shown as the new regime of the watercourse. The consequences are even greater with leaching pollutants into a watercourse and more frequent and intense floods. One such urban watercourse is a stream Glinščica, which was previously subject to intense regulation and remediation of the channel. At this stream were previously made measurements within the state monitoring, as well as individual measurements for study purposes. In the last ten years since extensive research were made, individual areas were exposed to intense anthropogenic impact with newly build areas around its watercourse, wich only intensify the pollutions. Becasue of that the green space is being further reduced. Main problems in this area continues to represent the drainage of water and retention in the surrounding green areas. In my thesis in addition to a general description of the aquatic environment I calculated the stress load pollution of drainage from catchment areas and assess the present state of the environment
Procedure of inviting clients to the geodesic services and examples from practice
Geodetic company must in execution of some geodetic services throughout the procedure include in it all the involved clients, who, in accordance with applicable legislation, must be duly summoned. Duly summoning of the right parties to the geodetic procedure is crucial. In the process, a problem of inconsistent official records and databases, from which they obtain the data for summoning the parties, is often encountered. In the land register, which is the main record of the real estate ownership, we often encounter deceased owners, owners with incorrect address, unknown owners etc. All these inconsistencies slow down the procedure. Therefore, the geodetic companies also use other official records, where they can check and compare the data´s accuracy. With the practical examples I will present the problems of the geodetic companies throughout the procedure of summoning the clients. Customers (those ordering a geodetic service) want to have a quick and professional implementation of the service. In order to implement the service as best as possible, the geodetic companies must consider numerous factors. A special attention must be paid to the conduction of the geodetic process itself. However, often everything is not up to them, and all procedures are not finished fast and without any problems
