    The effects of public procurement requirements and voluntary standards on environmental product innovation

    Public procurement requirements and voluntary standards are increasingly used to foster environmental product innovations. However, quantitative evidence on their individual and joint effects is absent, and their conceptualization remains at an early stage. This paper makes two contributions. First, it introduces the distinction between rigid threshold and flexible benchmark uses of voluntary standards in public tenders, theorizing their opposing effects on environmental product innovations. Second, using data from 5,127 firms in the 2021 German Innovation Survey and applying linear probability models, it provides the first quantitative analysis of their individual and joint effects across varying degrees of environmental significance. Results show that public procurement requirements and voluntary standards individually increase the probability of firms introducing environmental product innovations with high environmental significance. However, their interaction reveals a negative effect - discomplementarity - likely driven by rigid standard use, which offsets the effectiveness of procurement requirements. For environmental product innovations with low environmental significance, only voluntary standards exhibit a positive effect. These findings suggest that voluntary standards might limit the capacity of public procurement to foster more radical or disruptive environmental product innovations, while supporting more incremental innovations when used independently

    Overcoming data scarcity in calibrating SUMO scenarios with evolutionary algorithms

    Traffic simulations play a crucial role in urban planning and mobility management by providing insights into transportation systems. However, their effectiveness heavily depends on accurate demand calibration, often requiring large amounts of observational data. This poses a challenge in settings with limited data availability. In this paper, we propose a methodology for calibrating SUMO scenarios under data-scarce conditions. To contextualize our approach, we first review existing SUMO scenarios and their demand calibration strategies. We then introduce the Mannheim SUMO Traffic Model (MaST) as a case study and employ the Covariance Matrix Adaptation Evolution Strategy (CMA-ES) to optimize route probabilities as input for the existing routeSampler tool provided by SUMO. Results indicate that our method significantly improves calibration accuracy compared to baseline approaches both for 3-hour and 24-hour scenarios. While our findings suggest that the proposed methodology can support demand calibration in data-limited environments, further research is needed to assess its generalizability and effectiveness in different contexts

    Conflicting norms around mobile media dis/connection and state awareness: A vignette experiment

    Contemporary mobile media users are facing expectations of being available anytime and anywhere, but sill using mobile media in moderation. It is unclear, however, how these conflicting norms of availability and disconnection unfold their effects in daily life. This study examines the effects of situation-salient norms on affective responses, perceived decisional conflict, intention to use one’s smartphone, and how state awareness serves as a resource to handle conflicting expectations. We conducted a vignette-based 2 (availability norm: salient vs. non-salient) × 2 (disconnection norm: salient vs. non-salient) × 2 (state awareness: low vs. high) experiment (N = 1,509). The results suggest that situation-salient norms of availability are more influential than norms of disconnection, but when disconnection norms are salient as well, the influence of availability norms is reduced. State awareness did not mitigate the effects of conflicting norms, although it associated with lower decisional conflict to use the smartphone. Our findings point to important theoretical and practical implications of studying normative influences on mobile media use in situational contexts
