    Integrating Environmental Economics into ESG Reporting in Europe: The environmental topic-specific cross-sector European Sustainability Reporting Standards (ESRS)

    This report examines the interlinkages between the environmental topic-specific cross-sector European Sustainability Reporting Standards (ESRS) within the broader frameworks of Corporate Social Responsibility (CSR) and Environmental, Social, and Governance (ESG) principles. The environmental ESRS offer a structured approach for companies to assess and disclose their environmental impacts, risks, and opportunities (IROs), focusing on five key areas: (i) climate change, (ii) pollution, (iii) water and marine resources, (iv) biodiversity, and (v) resource use. These standards aim to enable transparent and comparable sustainability reporting across sectors while aligning corporate strategies with EU sustainability objectives. The integration of such standards can support companies’ efforts in implementing more effectively CSR initiatives and ESG performance; thus, fostering accountability, resilience, and long-term value creation. Ultimately, the interconnections between the environmental ESRS underscore the complexity and interdependence of environmental challenges, promoting a holistic approach to further achieve Sustainable Development Goals (SDGs)

    Data, Distribution, and Modeling Innovations in Spatiotemporal Energy Economics

    The objective of the present review is to synthesize recent state-of-the-art advances in the field of energy economics. The present review aims to elucidate the interconnections among various applicable and practical methodologies that may facilitate a sustainable energy transition and therefore the novelty lies in the cross-cutting, methodological integration and forward-looking perspective that informs both academic research and practical policy development in the context of sustainable energy transitions. The contribution of this review is fourfold. First, it systematically compiles the core empirical advancements within different sectors of the energy domain, providing a structured assessment of contemporary research efforts. Second, it critically examines the challenges associated with data availability and reviews methodological innovations designed to address these limitations. Third, it consolidates developments in spatiotemporal econometric techniques, highlighting their significance in capturing dynamic spatial and temporal dimensions of energy systems. Fourth, it presents emerging machine learning-based approaches for forecasting, underscoring their potential to enhance predictive capabilities and inform policy and investment decisions. By integrating insights across these domains, the review offers a comprehensive framework for understanding the methodological evolution in energy economics and identifies pathways for future research that support the global pursuit of a sustainable energy future

    The Effects of the Tobacco 21 Minimum Legal Sales Age Policy on Respiratory Health

    This paper examines the effects of tobacco restrictions policy on respiratory health. We leverage the heterogeneous timing across states in the adoption of the policy from a sample of 8,175 individuals between the ages of 18 and 21. Using the 2011 to 2019 Behavioral Risk Factor Surveillance System (BRFSS), we estimate the impact of the Tobacco 21 MLSA policy on the prevalence of chronic obstructive pulmonary disease (COPD), a progressive lung condition marked by airflow obstruction due to prolonged exposure to irritants like cigarette smoke and air pollution. We find that the T21 MLSA policy lowered the risk of COPD by 11.4 percentage points, or approximately 6.7%, among young adults between the ages of 18 and 21. In addition, we find that the policy had a greater effect on male, black, and Hispanic populations. We also find the policy to be more effective among 20-year-old unemployed young adults with some college education. These findings suggest that the T21 MLSA policy has effectively reduced respiratory health problems among teenagers and young adults, supporting its public health benefits to society. Therefore, states that are yet to adopt the T21 MLSA policy should consider its potential to decrease the risk of COPD and, ultimately, tobacco-related mortality as a valuable component of their health policy

    Digital Public Infrastructure: Concepts, Global Efforts, Benefits, Challenges, and Success Stories

    Digital public infrastructure (DPI) is an emerging innovation that leverages digital technologies to increase access to public and social services towards improving people’s welfare and livelihoods in society. DPI is a set of digital systems that enable members of society to safely and efficiently connect to open-source digital networks to access social services and other economic opportunities that improve their welfare. The study explores the concept of digital public infrastructure, the global trends, opportunities and challenges. The study also highlights some DPI success and failure stories across countries, and it offers some insights into the challenges and risks of digital public infrastructure. It was shown that digital public infrastructure has many components, and it is enabling digital access to public goods and services for many individuals who lack access to essential goods and services. As a result, many individuals and firms are connecting with one another through a public digital networked infrastructure. However, DPI poses some risks or challenges such as difficulty in evaluating impact, cybersecurity risks, lack of interoperability between digital systems, digital exclusion, lack of private and public sector collaboration, lack of accountability mechanisms, ethical dilemmas and geopolitical concerns. The discussion in this article contributes to the digital society literature by showing that digital public infrastructure is an essential part of a digital society and the benefits of DPI to society are enormous if the risks can be mitigated

    Inconsistencies in self-reported weather-related home damage among household members

    Using longitudinal, nationally representative data from Australia, this study uncovers a previously undocumented pattern: in over half of cases where one household member reports weather-related home damage, their co-resident does not. This high rate of intra-household inconsistency is striking, particularly given that respondents are asked the same question within a similar timeframe, and that prior research has generally treated self-reported damage as exogenous to individual behaviour. Household fixed-effects models indicate that a range of factors, including individual health, life satisfaction, local socio-economic conditions, and cyclone exposure, are systematically associated with both the likelihood of reporting damage and intra-household inconsistencies. Individuals in better health, with higher life satisfaction, or residing in more advantaged areas are less likely to report damage—whether consistently or inconsistently—relative to their household member. Furthermore, replacing self-reported damage with a more objective measure substantially attenuates the observed associations between damage and individual health and life satisfaction. Taken together, these findings challenge the common assumption of exogeneity in self-reported weather-related home damage and underscore the risk of biased inference if endogeneity is not adequately addressed

    This paper shows that a demand equation derived by adding two bounded leaning-S-shaped utilities includes the inferior-Giffen response. A leaning-S-shaped, bounded cardinal utility, (0 u 1), for a single commodity is identified as a representation of the individual’s experience of fulfilment of a need – deprivation (increasing marginal utility (MU)), subsistence (a point of inflection), sufficiency (diminishing MU), and either satiation at finite consumption with the possibility of surfeit, or satiation at infinite consumption. The separability rule states that utilities of commodities fulfilling the same need are weakly separable (multiplicative) and those of commodities fulfilling two different needs are strongly separable (additive). Functional forms are derived from a utility function created by adding two normal distribution functions with satiation at infinity, the parameters of which have meaningful psychological interpretations. The indifference map, demand and Engels curve diagrams are explored. Concave- and convex-to-the-origin indifference curves, (the former defining ‘dysfunctional poverty’, leading to disequilibrium in the derived functional forms), are separated by a straight-line indifference curve with slope defined by the relative-intensities-of-need. Convex-to-the-origin indifference curves enable optimisation even for deprivation in one need. The boundaries between superior and inferior responses, and between inferior normal and inferior Giffen, are reflected in envelope curves in the derived functional form diagrams. The inferior-Giffen experience occurs when an individual responds to a price increase for an abundant, cheaper good by consuming more of it, enabled by relinquishing some consumption of a more expensive commodity fulfilling a different need, of which s/he is already extremely deprived

    Optimal Monetary Policy and Weather Shocks in Small Open Economies

    Climate change has led to an increase in extreme weather events, causing significant challenges for macroeconomic stability and monetary policy, particularly in small open economies (SOEs). This paper investigates the optimal monetary policy response to weather shocks in an SOE framework, using a Dynamic Stochastic General Equilibrium (DSGE) model calibrated for Turkey. The model includes sectoral price rigidities, trade openness, and climate-related productivity shocks affecting agricultural output. We evaluate alternative monetary policy rules, including those that target aggregate inflation, sector-specific inflation, and output stabilization. Our findings suggest that an aggressive monetary policy response to agricultural inflation mitigates short-term economic disruptions and accelerates recovery, albeit at the cost of a deeper initial contraction. The Ramsey-optimal policy prioritizes inflation stability while minimizing the long-term persistence of weather-induced output losses. Our results offer insights into the role of monetary policy in addressing climate-induced economic fluctuations in SOEs, highlighting the importance of tailored monetary policies that account for sectoral heterogeneities
