In this section, we outline processes relating to stakeholder engage-ment relevant to the SLKMM strategy, which include stakeholder analy-sis, a stakeholder tracking tool and a stakeholder database. These pro-cesses and products required on-going refinement during implementa-tion of the SLKMM strategy. Benchmarking tax practitioner regulation in Zimbabwe and South Africa against German best practice
The regulation of professionals who offer any type of service to the public is a critical intervention towards protecting the public from unscrupulous behaviour. The regulation of tax practitioners is no exception as it is a critical element in protecting the taxpaying public and the fiscus against improper conduct by tax practitioners, as well as preventing revenue leakages due to inaccurate or incorrect declarations made by taxpayers. A major contributor of regulation would be strengthening or improving compliance. This study analyses the frameworks that regulate tax practitioners in Zimbabwe and South Africa and evaluates them against best practice as is found in Germany. Germany has been regulating tax practitioners for 50 years and can rightly be recognised as best practice. This is achieved by reviewing and evaluating institutional and legislative mechanisms in the regulatory frameworks adopted in the three countries in order to identify possible areas of improvement in Zimbabwe and South Africa. The research is situated in the interpretative paradigm and the research methodology is qualitative in nature, involving the critical review of documentary data. The study concludes that both South Africa and Zimbabwe have room to improve in certain areas and makes recommendations aimed at strengthening their respective regulatory frameworks. Both South Africa and Zimbabwe could promulgate a law that deals exclusively with the regulation of tax practitioners, and institute an independent body that deals exclusively with tax practitioner related issues. In Zimbabwe, the Public Accountants and Auditors’ Board should be replaced with a body dedicated to serving tax practitioners. Informing the taxpaying public is important and, particularly in Zimbabwe, measures should be adopted to inform taxpayers about their rights and obligations, the role of tax practitioners, and the interface with the tax administration. Giving a voice and holding to account: a critical civic and democratic discourse analysis of The Big Debate South Africa TV show’s opportunities for ‘Political Listening’
The television studio debate genre was initially inspired by the 1960s television news coverage that captured the zeitgeist of American political campaigns and elections, which featured prominent political figures. The genre has since been adapted by broadcast networks around the world to facilitate politically-charged public discussions that allow ordinary people to pose significant questions and express their concerns or cynicism to the political elites in power. The Big Debate South Africa is a popular televised town hall debate show that began airing in 2009 on eMedia Investment’s eNCA and later on the SABC. During its ninth-season run, the show attracted an audience of up to 12 million. The programme is formatted to give South African citizens a voice to hold state leaders to account. Anthea Garman and Herman Wasserman’s (2014) research on citizenship and media in a democratic society, asserts that the media’s contribution to citizenship is often a way to encourage citizens to exercise their influence over political decisions and dialogue in an overt manner. Through observations and qualitative in-depth interviews, this tightly focused study analysed the third episode of The Big Debate South Africa’s ninth season, hosted by journalist and broadcaster Redi Tlhabi. It explored the show’s format and discourse to investigate how it creates opportunities for the practice of Susan Bickford’s (1996) conception of ‘political listening’ within the confines of hierarchical binary oppositions (‘Us and Them’ and ‘lay’/‘expert’). By deconstructing how civil society organisations, activists and citizens (‘lay’) interact with the political elites (‘experts’), this study chronicled how the show mediates these binary oppositions with an anticipation for them to collectively hear each other out. In examining the show’s structure as a participative civic political broadcast talk platform that promotes democratic deliberation, this study ultimately demonstrated the capacity of The Big Debate South Africa to pluralise democratic life in its practice of ‘political listening’. While the show advances equality and amplifies marginalised voices, this research also found that these significant practices seemingly only held temporary effects once the cameras shut down.Thesis (MA) -- Faculty of Humanities, Journalism and Media Studies, 202
Phonological awareness skills of emergent bilingual Rumanyo-English learners
This thesis is an account of a cross-sectional study which focused on investigating Phonological Awareness (PA) in emergent Rumanyo/English bilingual learners. PA and its contribution to reading fluency were investigated among 47 third grade learners with an average age of 9. 19, at a Namibian School, for which Rumanyo is the language of instruction and English, the first additional language. This cross-sectional study examines two levels of PA: Syllable awareness and phoneme awareness. Measures included three subtasks: identification, segmenting and deletion. Reading fluency was measured through oral reading fluency and silent reading. The findings suggest that learners’ levels of PA are still developing with learners performing better on syllable awareness measures than on phoneme awareness. Reading fluency results evince low levels of proficiency in Rumanyo and in English, an average level of proficiency was recorded. To determine the relationship between PA and reading fluency, a Correlation Matrix was run and followed later with a linear regression. The findings demonstrate that syllable awareness predicted reading fluency in Rumanyo, whilst phoneme awareness did not show any association and as such, the model fit did not show any relationship either. With regards to English, neither syllables nor phonemes were a predictor of reading fluency. Current psychological distress and coping strategies reported by university staff in reaction to the COVID-19 pandemic
The COVID-19 pandemic and the subsequent disruptions brought about by the implementation of non-pharmaceutical interventions, provide an unfortunate but useful opportunity to explore employee wellness in response to a crisis, within the Higher Education context. COVID-19 lockdowns meant that university students could no longer access conventional learning through physical attendance at lectures. In response, university staff had to contend with a number of changes to their work environment. These included adapting teaching, learning, and assessment methods to an online platform, which led to changes in job roles, expectations, and increased workload for both academic and support staff. The focus of this research was to explore correlations between the current psychological distress that university employees are experiencing and their recalled coping strategies and sense of coherence in response to the COVID-19 pandemic. A mixed-method approach using a survey design was used. Surveys were completed by 171 university academic and support staff using the SA CORE-10 and BRIEF Cope, as well as qualitative questions. Results demonstrated that higher levels of current psychological distress correlated positively with avoidant coping strategies, particularly in academic staff as opposed to support staff, while more adaptive coping strategies tracked with a sense of coherence.Thesis (MA) -- Faculty of Humanities, Psychology, 202
A distributed approach to leadership in an academic department in a South African university: an exploratory case study
The Head of Department (HOD) position at a university has traditionally been viewed as an individual construct. However, due to the demanding nature of such a position, it is not sought-after, as it remains exclusive and unappealing to many academics. Moreover, it is a position that does not encourage inclusive leadership. Tension and role ambiguity are known to arise between the scholarly project on the one hand and management and administrative matters on the other. To address challenges associated with this singular leadership position, an academic department at a South African university adopted a distributed leadership approach in their department as a research experiment. My study was based on this research experiment. I designed this research as an exploratory case study, guided by a socio-cultural conceptualisation of distributed leadership that included a leader-plus and a practice aspect, defined as a product of the interactions of school leaders, followers and their situation. This qualitative case study aimed to describe and explain how a distributed leadership approach was understood and practised in an academic department. It also investigated the enablements and constraints of the approach. Data were generated through document analysis, observation, and individual and focus group interviews. The participants in this study included the departmental leadership team and the department’s academic and administrative staff. Unfortunately, my study took place during the global COVID-19 pandemic and national lockdowns. I had no choice but to adapt my data generation methods due to lockdown restrictions. As a result, most data generation was done via online communication. The study used inductive and abductive analysis to make the data meaningful to the reader. The findings revealed that different participants had different ideas about distributed leadership. Distributed leadership was understood as a socio-cultural practice rather than an individual practice with multiple leaders in relational practice. In addition, this approach was understood as a way of developing and sharing expertise by encouraging teamwork, collegiality and collective decision-making which aligns with the notion of democratic decision-making which creates a platform for the enablement of leadership in others. The study further explored how distributed leadership was practised. The findings were that the HOD position, usually a one-person role, was reconceptualised as a HOD team comprised of three academics and the departmental administrator. The HOD team divided the work among themselves, and this was done according to each individual’s expertise. In addition, leadership within the academic department was not limited to the HOD team but stretched across the department; thus, multiple leaders were evident. Therefore, based on the data, this study discovered that a distributed approach values leadership expertise in others. Consequently, it can be used to promote an inclusive environment in which any organisation member can lead. Inclusivity in the decision-making process was also regarded as a strong practice in the academic department. As a result, this study contends that those in formal positions can develop leadership in others through a distributed leadership approach. Through that, lecturer leadership was enacted through formal faculty and university structures and informally as and when the situation required it. The enablements of this departmental leadership approach included the structural innovation of the Friday check-in as well as the buddy system. These two innovations provided the space for collegiality and the development of voice and leadership. The consultative nature of the HOD team was also viewed as an enablement. Certain factors constrained the distributed leadership approach, one of which was the tension between the hierarchical structure of the university and the more horizontal, distributed leadership approach being piloted in the academic department. In addition to that, another constraint was also very real with the transition to Zoom as an online teaching, learning and supervision platform as a consequence of the COVID-19 pandemic. The final constraint was experienced concerning the department’s history, as it was within a historically White university in South Africa. The effects of this history impacted the departmental culture and, as we know from the literature, institutional culture is extremely difficult to change. Finally, the study concluded that conceptualising distributed leadership as a sociocultural practice with leader-plus and practice aspects provides descriptive language and a solid theoretical and analytical framework for a distributed leadership study. The study makes an important knowledge contribution in the African Higher Education context as limited research has been carried out in this area. Marine plastic pollution impacts on ecosystem services and livelihoods in South Africa: a review and stakeholder perceptions
Marine plastic pollution is one of the major environmental problems globally, with adverse impacts on marine ecosystem services, functions and benefits and people. Yet, compared to plastic pollution impacts on terrestrial ecosystems, the impacts of plastic waste on marine ecosystems are little studied and poorly understood in South Africa. In response, research interest on the ecological and economic impacts of marine plastic pollution has grown rapidly but socio-cultural impacts remain poorly conceptualized and little understudied. This trend is arguably driven by the dominance of a quantitative paradigm which is arguably inadequate to respond to dynamic socio-cultural issues and contexts. Further, in South Africa, marine ecosystems are used by diverse groups of people ranging from subsistence users, tourism operators, commercial fishers and recreational users, meaning that addressing marine plastic pollution requires a multi-stakeholder approach. However, few studies explore the perceptions of diverse stakeholders regarding marine plastic pollution, its impacts and potential interventions. Against this background, the objective of the thesis are twofold: (a) to argue for a more nuanced understanding of marine plastic pollution impacts on human well-being in order to strengthen conceptualization of impacts that goes beyond direct and quantitatively measured impacts (ecological, health and economic) but considers the socio-cultural dimensions of impacts (lifestyle disruptions, mental health costs and cultural and heritage impacts), and (b) examine stakeholders’ perceptions of marine plastic pollution, its impacts and potential interventions in South Africa. Drawing on case studies, this study provides a working definition of the socio-cultural impacts of marine plastic pollution and a conceptual framework for categorizing the impacts. It highlights three dimensions of the socio-cultural impacts of marine plastic pollution (lifestyle, mental health, and cultural and heritage impacts). It also illustrates connections between marine ecosystems and marine-based livelihood activities with the social and cultural dimensions of human wellbeing to show the links between marine environments and socio-cultural contexts. Concerning stakeholder perceptions, the study showed a tendency to associate marine plastic pollution with immediate, noticeable and easily quantifiable ecological impacts such as entanglement and ingestion of marine organisms, economic impacts and social impacts (e.g., loss of aesthetic appeal). However, secondary impacts such as loss of marine biodiversity and social impacts such as human health, were largely unknown. Moreover, there was heterogeneity in perceptions of marine plastic pollution impacts among the stakeholder groups. Prospective studies researching marine plastic pollution impacts should consider divergent and diverse perceptions of different stakeholders to capture the real costs of marine plastic pollution.Thesis (MSc) -- Faculty of Science, Environmental Science, 202
Enhancement of the electrocatalytic activity of phthalocyanines through the reduction in symmetry and conjugation to detonation nanodiamonds
This thesis reports on the synthesis of novel phthalocynines tetrakis[(benzo[d]thiazol-2ylthio)phthalocyaninato]cobalt(II)chloride (complex 1) and tris(2-(ethylthio)benzo[d]thiazole)2-(phthalocyanine-9-ylthio)propionate cobalt(II) chloride (complex 2). The complexes are combined with DNDs via different techniques such as π-π stacking, covalent linkage and sequential modification on glassy carbon electrode. The synthesized MPcs and conjugates were characterized using UV-visible, mass, Fourier transform infrared, and Raman spectroscopies as well as transmission electron microscopy and dynamic light scattering. Combining MPcs with DNDs sought to improve electrooxidation of hydrazine. The electrochemical studies were conducted using cyclic voltammetry, chronocoloumetry, electrochemical impedance spectroscopy and chronoamperometry. Hydrazine was utilized as an analyte of interest, due to its mutagenic and carcinogenic effects. Glassy carbon electrodes (GCE) were modified using drop and dry method. The conjugation via covalent linkage proved to be the best way of enhancing electrocatalytic properties. Since it performed better in terms of limit of detection (0.33 μM), even though catalytic rate and sensitivity are not the highest.Thesis (MSc) -- Faculty of Science, Chemistry, 202
Octa carboxy metal (II) phthalocyanine covalent films as pH sensitive electrochemical sensor for neurotransmitters
Octa acyl chloride metallophthalocyanines of cobalt (CoOAClPc) and iron (FeOAClPc) were synthesized and characterized using spectroscopic and electrochemical techniques. The metallophthalocyanines were fabricated as thin films onto phenylethylamine (PEA) pre-grafted Au electrode following a covalent amide reaction. The spectroscopic and electrochemical characterization confirmed the modification of the bare Au with PEA monolayer thin film (Au-PEA) and the covalent immobilization of MOAClPc to yield Au-PEA-MOAClPc (where M is Co and Fe). The acyl chloride functional groups were hydrolyzed forming pH sensitive thin films of terminal carboxylic acid (-COOH) functional groups (Au-PEA-MOCAPc). The Au-PEA-MOCAPc electrode exhibited pH selectivity and sensitivity properties towards the negatively charged [Fe(CN)6]3-/4- and positively charged [Ru(NH3)6]2+/3+ redox probes. The Au-PEA-MOCAPc electrodes were studied for their electrocatalytic and electroanalytical properties towards the detection of catecholamine neurotransmitters; dopamine (DA), epinephrine (EP) and norepinephrine (NOR). The electrodes were further investigated in the screening of ascorbic and uric acids by means of pH sensitive functional groups. The modification process exhibited good reproducibility. Excellent electrocatalytic and electroanalytical properties were observed. The limits of detection (LOD) determined using 3σ/m was found to be 64 nM, 0.22 μM and 0.17 μM for DA, EP and NOR respectively using Au-PEA-CoOCAPc. For Au-PEA-FeOCAPc, the LOD was found to 0.24 μM, 0.45 μM and 0.34 μM for DA, EP and NOR respectively. The Au-PEA-MOCAPc electrodes screened off the strong interferents, ascorbic and uric acid. The Au-PEA-FeOCAPc electrode was evaluated for its potential application in real sample analysis using new born calf serum, and it showed excellent percentage recoveries.Thesis (MSc) -- Faculty of Science, Chemistry, 202
Evaluation of potential oviposition deterrents for false codling moth, Thaumatotibia leucotreta (Meyrick) (Lepidoptera: Tortricidae)
There has been extensive research on the use of semiochemicals as deterrents or true repellents in insect pest management, particularly in push-pull strategies. Much of this research has focused on pests of medical and veterinary importance and has been limited for agricultural pests. This means there is an opportunity to study use of deterrents to manage pests of agricultural importance. No study has been conducted on deterrents for false codling moth (FCM), Thaumatotibia leucotreta (Meyrick) (Lepidoptera: Tortricidae), a key phytosanitary pest in citrus orchards across South Africa. This study assessed FCM oviposition deterrence in botanicals (plants (n = 11) and essential oils (n = 15)), and some commercial pesticides (n = 7) used for FCM control in South Africa. All tested botanicals were selected based on an extensive literature review of plant compounds that have been reported to deter or repel lepidopteran pests. Choice and no-choice oviposition bioassays were conducted in complete darkness in a controlled environment room. Oranges treated with solutions/suspensions of potential oviposition deterrents were placed into a cage with gravid FCM females for four hours, with oviposition being recorded every hour. Of the 33 tested compounds, only eight significantly reduced FCM oviposition (P < 0.05) compared to the control in oviposition bioassays i.e. two essential oils (lavender and peppermint), two plant crude extracts (garlic and marigold), one fruit (Mango), and three commercial FCM insecticides (Delegate, Coragen, and Warlock). All identified oviposition deterrents, except for Mango, were further investigated for their ovicidal properties in concentration response bioassays, where all botanicals were identified to have dual action (both deterrent and ovicidal properties), as they significantly (P < 0.05) reduced FCM oviposition and egg hatch. Garlic was the most efficacious botanical whilst Warlock was the only commercial insecticide that did not show ovicidal activity (F = 41.17, P = 0.0622). Larval penetration of the host fruit was less than egg hatch for all tested compounds in concentration response bioassays. Oviposition, egg hatch, and larval penetration were all affected by concentration, with the higher concentrations being the most effective. The efficacy of these deterrent compounds should be further tested in semi-field and/or field trials, and they may have potential in FCM management as allomone dispensers or sprays. They can also be implemented in push-pull strategies where they can be used in conjunction with FCM attractants. Lastly, repellence studies should be conducted in absentia of the host fruit to determine whether oviposition deterrence was a result of true repellence or odour masking.Thesis (MSc) -- Faculty of Science, Zoology and Entomology, 202
