    Sistem penyampaian perumahan merupakan proses yang membolehkan orang ramai memenuhi keperluan asas mereka sebagai tempat perlindungan yang melibatkan banyak proses dari pihak berkepentingan. Sistem Bina Kemudian Jual (BKJ) telah diperkenalkan pada 2007 untuk menangani isu perrumahan terbengkalai di bawah Sistem Jual Kemudian Bina (JKB). Walaupun sistem BKJ dilihat mampu menyelesaikan isu dalam sistem penyampaian perumahan, namun masih terdapat isu rumah terbengkalai setiap tahun. Beberapa isu dalam sistem BKJ telah menyebabkan pemaju enggan melaksanakan kaedah ini. Tambahan pula, hanya isu kewangan yang dititikberatkan sebagai punca keengganan perlaksanaan sistem BKJ, manakala isu dalam pengurusan projek pembinaan kurang diketengahkan. Oleh itu, satu kajian telah dilaksanakan bagi memastikan sistem penyampaian perumahan di Malaysia dapat dilaksanakan tanpa membebankan mana-mana pihak berkepentingan dan pada masa yang sama mengurangkan masalah berkaitan perumahan yang berulang kali berlaku. Kajian kuantitatif telah dijalankan untuk menangani objektif kajian ini. Sebanyak 300 borang soal selidik telah diedarkan secara peribadi dan melalui e-mel, kepada pemaju yang berdaftar di bawah Persatuan Pemaju dan Harta Tanah (REHDA). Analisis statistik diskriptif (analisis frekuensi) dan analisis indeks kepentingan relatif (RII) digunakan untuk menentukan tahap kepentingan faktor kejayaan sistem BKJ. Hasil kajian menunjukkan tujuh item telah dikategorikan sebagai ‘sangat penting’, iaitu insentif pemaju, tempoh kelulusan pembangunan, kewangan, kontraktor berkualiti, pemilihan pasukan, penyelesaian masalah dan komunikasi. Hasil kajian menunjukkan bahawa faktor kejayaan sistem BKJ mempunyai hubungan yang signifikan dengan faktor kejayaan projek. Faktor pengurusan projek merupakan penyumbang utama kepada faktor kejayaan sistem BKJ. Ini jelas membuktikan bahawa faktor kewangan bukanlah satu-satunya faktor yang menyebabkan sistem penyampaian perumahan yang lemah. Dapatan daripada proses penilaian dan pengesahan digunakan untuk membangunkan model hubungkait antara faktor kejayaan sistem BKJ dan faktor kejayaan projek. Model tersebut telah mengukuhkan lagi keperluan pengurusan projek pembinaan dalam sistem BKJ selain dari mengambilkira isu kewangan semata-mata dalam menghasilkan sistem penyampaian perumahan yang berkesan

    Pengekstrakan butiran dari imej satelit beresolusi tinggi dapat meningkatkan kecekapan penghasilan generasi peta dan produk pemetaan. Metodologi konvensional pengekstrakan butiran memakan masa dan tidak dapat mematuhi polisi pengemaskinian peta topografi kebangsaan. Oleh itu, kaedah automatik adalah merupakan satu keperluan untuk pemetaan kawasan besar dengan berkesan dan kos efektif. Teknologi semasa dalam pengekstrakan butiran bagi kawasan bandar bergantung pada atribut fizikal sebagai asas untuk diklasifikasikan. Kaedah pengekstrakan butiran secara automatik digunakan dalam kajian ini bagi mengemaskini peta topografi berskala besar iaitu 1:5000. Objektif kajian adalah untuk mengenalpasti sumber imej satelit yang berpotensi serta menganalisis ketepatan planimetri dan geometri hasil pengekstrakan secara automatik. Algoritma kecerdasan buatan bagi pengekstrakan butiran topografi adalah berasaskan pendekatan penganotasi peta dan pengecaman pandangan. Oleh itu, kajian ini menunjukkan keberhasilan pendekatan alternatif untuk mengekstrak butiran semula jadi dan buatan manusia dari imej beresolusi tinggi dan penggunaan algoritma kecerdasan buatan. Kombinasi imej raster beresolusi tinggi 0.3m sebagai sumber utama dan algoritma kecerdasan buatan merupakan metodologi yang berpotensi dan efektif untuk aplikasi pengekstrakan butiran topografi. Ralat punca min kuasa dua (RMSE) bagi pengekstrakan data vektor ialah 0.646m. Kaedah ini menunjukkan tahap penerimaan penggunaan yang tinggi dalam mengemaskini peta topografi berskala besar dengan cepat kepada akademik dan agensi berkepentingan

    Retention sum in construction contracts

    The construction industry in Malaysia is currently going through hurdle being the pandemic hits the country for a discursive period of more than a year. Adding with the repetitious re-enforcement of lockdowns and the current hike in construction material prices. Henceforth, myriad business sectors in country are severely impacted, thereby it seems pessimistic to the construction by which most construction works are suspended thoroughly, cope with the lack of labour due to the standard of operation enforced to contend the pandemic. It is unavoidable that major players from the construction industry suffers both operationally and financially. Apparently, the suspension of works contributes to delay completion thus dilatory revenue of property sales, which finally led to suspension of payments to the main contractors subsequently to the sub-contractors and even the suppliers. In view of that, it is now the undesired reality that many construction companies being the property developers, contractors or supplier are now at greater risk of insolvency due to financial constraint, many industry players are sauntering on the road to liquidation. One of the concern lest any insolvency occurs is the remuneration of the Retention Sum. The Retention Sum is a sum retained by the employer from the contractor’s work done amount certified in every claims (usually 10% of total work done certified thus subjected to a limit of 5% of contract sum), the purpose of the Retention Sum is to be substantiated as a security for the performance of the contractor and to secured against the quality of the workmanship. The recent Federal Court decision of SK M&E Bersekutu S/B v Pembinaan Legenda Unggul S/B & Another Appeal [2019] 4 CLJ 590 had somehow reversed the retrospective court decision of Qimonda Malaysia Sdn Bhd (in liquidation) v Sediabena Sdn Bhd [2012] 3 MLJ 422, which the Federal court reserved the principal of Retention Sum that the retention money is no longer be impulsively a trust money, thus induces the Contractors/Sub-Contractors as unsecure creditors lest event that the Employer goes insolvent or liquidation amid the period of new normal of economy downturn. This issue was promulgated by Sr Jaspal Singh in his recent article concerning retention sum titled New Normal On Retention Sum – A Judicial Paradigm Shift published on QS Link magazine issue 2020, Sr Jaspal Singh dwelled over the issue concerning the remuneration and release of the retention sum during these trying times as employers and contractors are on the verge of insolvency, Sr Jaspal Singh also brought up the issues imposed by the Federal court on the recent reversed decision and principal on the retention sum, while the retention sum retained is not defined as a genuine ‘trust’ anymore hence it is merely a contractual debt rather a sum retained designated to the contractor under the contract. Sr Jaspal Singh also highlighted in this article that the most enviable approach is to keep the retention sum into a segregated bank account in the joint name of the employer and contractor so that trust will be established

    Knowledge communication in government ICT projects: A cross-case analysis study

    This study proposes a model from the identified elements affecting knowledge communication during the decision-making process. This study also discusses in detail the findings from five case studies conducted in the Malaysian public sector. A comprehensive analysis of various works of literature outlined crucial elements that influence knowledge communication among IT experts and decision-makers. A conceptual model was developed and applied as a parameter for fifteen interviews at five agencies using the basis review. The cross-case analysis findings emerged a new digital communication element, besides four existing elements. At the end of this study, these elements will be summarised in a model of knowledge communication, particularly for decision-making purposes

    Comparative study of service-based sentiment analysis of social networking sites fanatical contents

    The proliferation of mobile web services (MWS) for sentiment analysis makes it hard to identify the best MWS for sentiment analysis of social networking sites’ fanatical contents. This paper carries out a comparative study of service-based sentiment analysis of social networking sites’ fanatical contents. This is achieved by cleaning, transformation, and reduction of fanatical contents from the publicly available social media dataset, and multiple MWS are selected for comparison using the application programming interface (API) key of the MWS. To evaluate the service-based sentiment analysis, standard measures such as accuracy, precision, recall, and f-measures of sentiment result for each MWS are used. The result shows that Dandelion SA performs better in terms of accuracy (72.5%) and recall (76.9%), while Wingify SA performs better in terms of precision (88.6%) and f-measure (75.5%), though AlchemyAPI offers the most crucial elements in analyzing sentiments such as emotion, relevance score, and sentiment type. The outcomes of this paper will benefit the sentiment analysis service developers, sentiment analysis service requesters as well as other researchers in the social media fanatical content domain

    Sustainable timber prefabricated architecture in Singapore

    The role of the urban in addressing sustainability issues is becoming more widely recognized. The World Commission on Environment and Development (WCED, or Brundtland Commission) defines sustainable development as "development that meets the demands of the present without compromising future generations' ability to satisfy their own needs." This necessitates a careful balancing act between meeting human economic and social demands mainly through economic growth and preserving the environment and natural resources (Seetoh & Ong, 2008). Maintaining this delicate balance between development and the environment will protect future generations from gaining a standard of living that is at least as outstanding as ours. The overall goal of Sustainable Development Goal 11 is to make cities "inclusive, safe, resilient, and sustainable" (United Nations and Nations, 2014). Cities must now, more than ever, grow in an environmentally sustainable manner. This paper gives a brief overview of timber prefabricated building system in Singapore, aims to achieve sustainable planning. The concept of prefabrication system has been proved in reducing to 52% of waste construction on to 35% of time savings on site. Economy, speed of construction and improved environmental performance are critical variables that challenge the modern construction industry to strike a balance between. Several case studies have been referred to obtain an in-depth appreciation of interest, in its natural real-life context. It was found that precast timber construction methods to be environmentally beneficial, and using lightweight modern engineered timber materials can reach excellent economic efficiency. As a result, there is an increasing demand for extensive assessments on the possible environmental benefits of prefabrication, particularly in the areas of built-in energy savings via waste reduction and improved material efficiency

    Safety procedure is very important in doing tourism activity especially when it involved adventure setting. Nowadays, with the cases of COVID – 19 still arising, the concern over safety is high. People are keen to travel after a long restriction because of the pandemic. It is a responsibility to the tourism operator to fulfilled their wants and delivery excellent service quality without compromising safety aspect trough out the whole process. Is tourism operator ready in term of safety procedure in their place? Therefore, this is in line with the aim of this research which to analysed operator readiness towards adventure safety procedure during COVID -19. Rafting can be considered as hard adventure tourism activities in natural setting. It required mental and physical strength. Three objectives have been out lined for this research. First, to identified the factor of safety procedure for adventure activities that has been affected the rafting activities during COVID -19. Second, to examine the factors of rafting operator readiness towards safety procedure during COVID-19. Third, to understand the challenges of adventure tourism operator in providing safety procedure during COVID -19. Qualitative approach was chosen for these research. Data was gathered through researcher observation and interview. Five rafting operators were interviewed using in- depth semi structure question. Data collection then was analyzed using thematic analysis. The finding shows that rafting operator in Gopeng, Perak are ready to serve the tourist . They have prepared what it takes to deliver safe experience to their tourist

    Domestic youth traveller expenditure pattern: willingness to pay for travel

    Globally, the youth travel market is one of the most rapidly expanding and dynamic segments of the tourism industry. Domestic youth traveller aged between 15 to 24 in an amount 63.4 million (26.4 percent) from 239.1 million recorded of domestic visitor in 2019 are the common group who frequently travel in domestic tourism based on a report from Department of Statistic Malaysia. However, common problem that appear is marketer unable to track the actual spending pattern from domestic youth traveller. This aims of this study to examine the domestic youth traveller expenditure pattern that will influence their willingness to pay for travel. Primary data were collected from youth traveller using tourist survey. Consumer surplus demand by individual travel cost method is used to interpret the research outcomes. It was found that the 190 of domestic youth traveller in this research more spend on expenditure component is shopping following by food & beverages. Domestic youth traveller will spend less than RM100 for a destination, transportation and accommodation expenses. By understating the expenditure pattern, industry practitioners able to create a tourism product based on domestic youth traveller ability and need

    The level of safety in shopping complex these days is increasingly worrying. This is because there are many criminal cases reported by the press that occur in shopping complex across the country. Therefore, this study was conducted to achieve three objectives, to identify elements of security, identify perception of security elements and determine suggestions improvement strategy for security elements in Angsana. This study has chosen Plaza Angsana because there are reports related to crime cases and because it is the focus of local residents for shopping. The aspects studied are closed circuit cameras, access control, lighting and centralized control systems. In addition, Plaza Angsana security guards can communicate well however, visitors find that the security guards are not skilled and the number of guards is few and only placed in certain areas. Therefore, this study has suggested that the management of Plaza Angsana make improvements to the security management system
