    Propuesta de foros de desarrollo turístico rural para el desarrollo económico local

    El presente artículo procura instalar el desarrollo de comunidades rurales, de hasta 500 habitantes, con la creación de un Foro de Desarrollo Turístico Rural y un Programa de Desarrollo Turístico con identidad local. Se propone capitalizar los bienes culturales y saberes locales, para fortalecer el perfil y los circuitos turísticos, servicios y emprendimientos locales, el agroturismo y otras actividades económicas y sociales conexas. El objetivo es contribuir al desarrollo turístico territorial desde una perspectiva innovadora, que a partir del uso eficiente de los recursos locales, genere empleo y mejore la calidad de vida de sus habitantes, capitalizando las ventajas de la actividad turística. La metodología utilizada consistió en analizar la problemática del desarrollo local, identificar los obstáculos y concebir al turismo como solución y sustento que permitió la elaboración del modelo.This article seeks to establish the development of rural communities, with up to 500 inhabitants, with the creation of a Rural Tourism Development Forum and a Tourism Development Program with local identity. It is proposed to capitalize on cultural assets and local knowledge, to strengthen the profile and tourist circuits, local services and enterprises, agro-tourism and other related economic and social activities. The objective is to contribute to territorial tourism development from an innovative perspective, which, based on the efficient use of local resources, generates employment and improves the quality of life of its inhabitants, capitalizing on the advantages of tourist activity. The methodology used consisted in analyzing the problems of local development, identifying the obstacles and conceiving tourism as a solution and sustenance that allowed the elaboration of the model

    Usability of data-oriented user interfaces for cultural heritage: A systematic mapping study

    This study surveys the state of the art in usability and user experience strategies applied to applications that deal with large amounts of data in the field of Cultural Heritage, highlighting the most prominent aspects and underlining the under-explored. In these applications, large amounts of data need to be wisely presented to help final users at drawing conclusions and making decisions. While sophisticated technology may be used to improve the user experience, it should not be applied to the detriment of usability, which is critical for the success of these applications. We performed a systematic mapping study to classify the literature retrieved in the four largest scientific databases by a structured search string. We classify applications according to purpose, intended users, the way they address and evaluate UX and usability, among others, and include the analysis of combined results through maps.Findings reveal the contradiction that while most articles are intended for the education and tourism of the general public, only half of the studies evaluate usability. Moreover, there is a significant research gap in user interfaces for systems in the context of preventive conservation, for research, assessment and decision assistance.This is the first systematic mapping study combining usability and Cultural Heritage, especially for data-oriented applications. It shows that more research is necessary to assist conservators and researchers, and to address usability from early stages of development

    Dilemas contemporáneos en torno a la construcción patrimonial y turística: el caso de dos localidades contrastantes en la provincia de Buenos Aires (Argentina)

    El objetivo de esta investigación es analizar de manera comparada los procesos de construcción patrimonial y turística en las localidades bonaerenses de Tigre y Nicolás Levalle (Argentina), a la luz de los dilemas contemporáneos que se suscitan en el ámbito académico y de la gestión. En relación a la metodología, el trabajo adquiere un alcance explicativo y un enfoque mixto, con preponderancia cualitativa, caracterizándose por un razonamiento deductivo e inductivo que permite reflexionar de manera recíproca entre variables particulares y generales. Como resultado, las dos localidades indagadas fueron reconstruidas a partir de considerar: una acción histórica, relativa a los procesos de legitimación y selectividad del patrimonio y los atractivos turísticos; una acción dinámica, que puso en juego las transformaciones bajo nuevas formas de apropiación y uso del espacio; y una acción discursiva, que incorpora la dimensión simbólica y heterogénea en torno a la construcción patrimonial y turística, según la intervención de agentes específicos. A modo de conclusión, en esta investigación se enfatizó en los procesos de valorización turística del patrimonio, más allá de la descripción de los componentes histórico-culturales en sí mismos. En efecto, se buscó superar la mera casuística, para dar lugar a la articulación teórico-práctica en clave de contrastes. De allí que se visualizan diferentes discursos activados, que reflejan contextos históricos diversos, según la configuración socio-espacial de las localidades. Se observó que, dentro de un escenario de tensiones, objetivos e intereses distintos, elaccionar de ciertos actores sociales ha sido determinante para indagar los grados de consolidación y desarrollo turístico, al igual que los enfoques de gestión y los niveles de participación ciudadana

    Estudio para la puesta en valor del espacio ribereño de Alberti y localidades próximas

    El presente informe es resultado de un convenio de asistencia técnica entre el LINTA-CIC y el municipio de Alberti. El mismo concentra un análisis territorial exploratorio del partido de Alberti, con profundidad en un recorte que involucra la ciudad cabecera de Alberti y las localidades de Mechita, Plá y Villa Grisolía. El propósito principal reside en reconocer fortalezas y debilidades para estructurar propuestas que pongan en valor la ribera del río Salado en el marco de las obras del dragado. El documento presenta, por un lado, un reconocimiento y valoración a modo de prediagnóstico con los sitios de interés identificados en relación al eje que define el río Salado y las demandas municipales. Por otro lado, propone una cartera con una serie de ideas proyectos que prefiguran una estrategia de intervención para el espacio ribereño y las localidades próximas. Por último, se avanza en recomendaciones y en una evaluación de la factibilidad político-técnica en relación al escenario de desarrollo de los proyectos de intervención y en la priorización de los mismos en la agenda de gobierno. La estructura general del informe incluye seis apartados principales y una serie de anexos que complementan la asistencia técnica. Un breve apartado conceptual y metodológico que recupera las nociones centrales que apoyan el trabajo realizado en el marco de la planificación y gestión territorial; un apartado de reconocimiento y caracterización territorial; un tercer apartado con la valoración del prediagnóstico que anticipa cuestiones a considerar en la propuesta; un cuarto apartado correspondiente a la cartera de proyectos con una descripción general de estrategias para los sitios identificados con la evaluación realizada en conjunto; un quinto apartado orientado a la priorización y evaluación de las cartera de ideas proyecto; finalmente se abordan las conclusiones en clave de la evaluación de la agenda municipal a efectos de intervenir en el área de estudio y una serie de recomendaciones para el desarrollo de los proyectos priorizados. A modo de síntesis el Anexo II presenta las ideas proyectos con una memoria descriptiva y técnica con esquemas conceptuales representativos de las estrategias propositivas para las quince ideas proyectos que se han sometido a debate y evaluación. En este marco, la asistencia técnica LINTA-CIC resuelve la etapa convenida entre las partes dando respuesta a la demanda inicial del municipio de Alberti. A efectos de la lectura ejecutiva se sugiere prestar especial atención a las conclusiones y recomendaciones generales (apartado 7) en pos de avanzar en siguientes etapas de trabajo, orientadas al diseño, el desarrollo y la concreción de los proyectos priorizados.Informe técnico resultado de convenio de asistencia técnica entre el LINTA-CIC y el municipio de Albert

    Calidad en los repositorios digitales: los principios TRUST para repositorios de datos

    El presente trabajo pretende dar a conocer los principios TRUST que dan directrices para considerar confiables a los repositorios de datos. Estos principios abarcan la Transparencia, la Responsabilidad, el Foco en el Usuario, la Sostenibilidad y la Tecnología, y presentan un marco común para guiar a los gestores de repositorios de datos en la implementación de las mejores prácticas en cuanto a preservación digital. Para lograr el objetivo propuesto se dan definiciones para el área, conceptos vinculados a la calidad, normativa vigente para auditoría y certificación y finalmente, se explican y ejemplifican los modos de cumplir con los mencionados principios que aseguran que los datos almacenados son FAIR es decir que son datos encontrables, accesibles, interoperables y reusables por cualquier comunidad de modo de avanzar hacia una ciencia abierta, participativa y socialmente comprometida.This work presents TRUST principles, which provide guidelines for trustworthy data repositories. These principles, namely, Transparency, Responsibility, User Community and Sustainability, and Technology (TRUST), set a shared framework to guide repository managers in implementing the best practices for Digital Preservation. In order to achieve this goal, domain definitions are provided, along with concepts related to quality, current regulations for auditing and certification. Finally, this work also explains –with illustrative examples– how to comply with the aforementioned principles and thus ensure the data stored in the repositories are Findable, Accessible, Interoperable, Reusable (FAIR) by any community to move towards an open, participatory and socially responsible science

    Agro-Knowledge Integration: Developing a FAIR data science approach for adding value to the agricultural supply chain

    Farms are the engine to support rural employment making a considerable contribution to territorial development. Even though they have always been considered a cornerstone of agricultural activity in the European Union (EU) and in Latin America, this sector most often suffers from very low efficiency and effectiveness, sensitivity to weather, market disruptions and other external factors. Two different problems in knowledge sharing are present in this domain. First, the various interoperability regulations between the countries. Although some efforts are done to bypass this problem, like the EU-Mercosur signed in the summer of 2019, the different process semantics implemented in each region are a serious threat to the fulfillment of the process interoperability. Another problem is that in most of the cases, the knowledge transferred from generation to generation is paramount from a cultural point of view, but most of the time, it does not answer to the needs nor the requirements of the agri-food value chain. We aim at creating the core technology for a knowledge hub that integrates and aligns international regulations in agricultural activities, such as FAO's best practices, and possibly the last-born EU-Mercosur regulations with the local restrictions, such as national policies, allowing the small farmers to access, in an easy way, a wider market through the certification of the practices and products. In order to develop this core technology, we propose to deploy various methodologies and tools working on the domains of knowledge formalization, domain alignment and visualization. The domain of formal representation allows for the semantic alignment of rules and restrictions from different institutional regulation bodies. Simultaneously, we will propose a model for incoherence detection letting us to highlight contradictory regulations. Those knowledge atoms and constructs will be represented through some visualization information interfaces according to the users’ needs. The methods and tools that will be employed are at the same time the pillars from the multi relational data mining (MRDM), the artificial intelligence (AI), the knowledge formalization (KF) domains, but will extend the interoperability properties of those domains to become a new interesting and valuable tool for the presented problem.     A User Interface for Consistent AHP Pairwise Comparisons

    Decision Makers generally reason on several criteria, aiming to obtain a total consistency or partial order of several alternatives. MultiCriteria analysis is based on the assumption that such ordering exists. Decision Makers are supported by several kinds of approaches or tools. One approach consists in comparing the criteria two by two, i.e. pairwise comparison, to find the relative importance of each criterion. This relative importance, called weight of criteria, is used to find the final order of alternatives. One methodology, developed by Saaty, called Analytical Hierarchical Process (AHP), is based on this principle of pairwise comparison. Having the weights of criteria, the decision makers have then to compare the alternatives two by two for each criterion. Pairwise comparisons are simple to use; however, as the number of items to compare increases, so do the effort of conducting all comparisons and the probability of introducing inconsistencies. In this article we present an innovative approach to conduct pairwise comparisons based on a UI widget that resembles an interactive data plot. It uses the transitivity property of a consistent comparison matrix to infer comparisons. Our hypothesis is that this new approach is more efficient (as it reduces the number of actions the user must conduct to compare all items), more effective (as it limits the sources of inconsistencies), and yields better user satisfaction. We conducted a controlled experiment involving 50 participants. We observed that the proposed widget reduces the effort of making pairwise comparisons, improves the consistency of the comparisons, and leads to a better user experience

    Síndrome hemofagocítico secundario a leishmaniasis visceral en un lactante: a propósito de un caso

    El síndrome hemofagocítico (SHF) es un trastorno caracterizado por la activación y proliferación no maligna del sistema inmune. Puede ser primario o secundario. La forma primaria está ligada a factores genéticos autosómicos recesivos y la secundaria se presenta subsiguiente a otras enfermedades. La leishmaniasis es la parasitosis que más comúnmente lo gatilla y tiene la característica que resuelve con su tratamiento específico, sin el cual la mortalidad alcanza el 100 %. Se presenta el caso de un niño de 7 meses, oriundo de Paraguay, que ingresa a nuestro Hospital por fiebre y hepatoesplenomegalia, que luego de arribar al diagnóstico y realizar tratamiento específico, evolucionó favorablemente.Hemophagocytic syndrome (HPS) is a disorder characterized by non-malignant activation and proliferation of the immune system. It can be primary or secondary. The primary form is linked to autosomal recessive genetic factors and the secondary form occurs subsequent to other diseases. Leishmaniasis is a parasitic disease with a wide worldwide distribution caused by different species of Leishmania. It is the protozoan that most commonly triggers it and it resolves with its specific treatment. Without it, the mortality rate is 100 %. We report the case of a 7-month-old boy, born in Paraguay, who was admitted at our Hospital with fever and hepatosplenomegaly, who after reaching the diagnosis, received specific treatment and developed a favorable clinical outcome

    The use of big data in adaptive gamification in collaborative location collecting systems: a case of traveling behavior detection

    Collaborative location collecting systems (CLCS) is a particular case of collaborative systems where a community of users collaboratively collects data associated with a geo-referenced location. Gamification is a strategy to convene participants to CLCS. However, it cannot be generalized because of the different users’ profiles, and so it must be tailored to the users and playing contexts. A strategy for adapting gamification in CLCS is to build game challenges tailored to the player’s spatio-temporal behavior. This type of adaptation requires having a user traveling behavior profile. Particularly, this work is focused on the first steps to detect users’ behavioral profiles related to spatial-temporal activities in the context of CLCS. Specifically, this article introduces: (1) a strategy to detect patterns of spatial-temporal activities, (2) a model to describe the spatial-temporal behavior of users based on (1), and a strategy to detect users’ behavioral patterns based on unsupervised clustering. The approach is evaluated over a Foursquare dataset. The results showed four types of behavioral atoms and nine types of users’ behavioral patterns
