    Intuitionistic Quadri-Partitioned Neutrosophic Sets with Extended Operators

    We present the concept of intuitionistic quadri-partitioned neutrosophic sets (IQ-PNSs) and extend it to intuitionistic quadri-partitioned neutrosophic soft sets (IQ-PNSSs). These sets introduce a constraint where the combined membership values for truth and falsity must not exceed one, while the indeterminacy and contradiction membership values are restricted to the interval [01], ensuring the total sum of all membership values remains below three. In addition, we de ne necessity and possibility operators, along with two novel operators, ( and ), on IQ-PNSSs and explore their properties. Furthermore, we introduce and analyze the operators , , and , as well as the concentration (CO) and dilation (DO) operators on IQ-PNSSs. This framework e ectively addresses complex uncertainties, particularly in situations where conventional approaches, such as those used for modeling ambivalent psychological behaviors, are insu cient

    This paper delves into the advancements of classical set theory to address the complexities and uncertainties inherent in real-world phenomena. It highlights three major extensions of traditional set theory - Fuzzy Sets [288], Neutrosophic Sets [237], and Plithogenic Sets [243] - and examines their further generalizations into Hyperfuzzy [106], HyperNeutrosophic [90], and Hyperplithogenic Sets [90]. Building on previous research [83], this study explores the potential applications of HyperNeutrosophic Sets and SuperHyperNeutrosophic Sets across various domains. Specifically, it extends f undamental c oncepts such as Neutrosophic Logic, Cognitive Maps, Graph Neural Networks, Classifiers, and Triplet Groups through these advanced set structures and briefly analyzes their mathematical properties

    Tribal Eminent Domain: Sovereignty Gaps and Policy Solutions

    This Article addresses the existence and scope of the tribal power of eminent domain. American Indian Tribes are sovereign entities within the United States and can exercise many traditional government powers. However, centuries of actions by the United States’ executive, legislative, and judicial branches have eaten away at the fabric of tribal sovereign powers. Currently, the scope of tribal sovereign authority is unclear with regards to eminent domain, the practice of a sovereign taking private property for public use. Eminent domain is important to many tribal governmental interests, including infrastructure development and fighting the fractionation of land interests. Although eminent domain is considered a quintessential sovereign power, scholars, courts, and tribes are unsure of the existence and scope of inherent eminent domain. This Article uses first principles, statutory enactments, tribal practice, and case law to argue that tribes retain some form of eminent domain. However, that power has limited application to nonmembers living on tribal land, hampering its effectiveness as both a practical tool and sovereign power. To fill the gaps, this Article proposes two statutes Congress can adopt, one reaffirming the existence of tribal eminent domain power and one delegating federal eminent domain power. By addressing the limits of tribal eminent domain, Congress can support tribes in their sovereign capacity as governments and allow tribes to fulfill their important policy priorities

    Type-2 Neutrosophic Sets (T2NSs) for Quality Evaluation of Project-Based Art and Design Courses: Evaluation Seven Projects

    Conflicting objectives for alternatives must be valued in a decision-making process, and the optimal option must be chosen based on the decision-makers requirements. For this selection, multi-objective optimization techniques might offer a solution. The purpose of this study is to introduce two relatively new multi-objective optimization techniques: multi-objective optimization based on simple ratio analysis (MOOSRA) and Entropy methods. This study uses the multi-criteria decision-making method (MCDM) to evaluate the project-based art and design courses. The entropy method is used to compute the criteria weights and the MOOSRA method is used to rank the alternatives. The MCDM method is used under the type-2 neutrosophic sets (T2NSs) to deal with vague and uncertain information. A case study with 14 criteria and seven projects are used in this study. The results show that Graphic Design Projects have the highest rank and the Product & Industrial Design has the lowest rank. Sensitivity analysis was conducted to show the different ranks of alternatives
