    Prioritizing Penal Reforms for Adolescents in Ecuador: Using Neutrosophic TOPSIS and Hausdorff Distance

    This question builds upon the issue of Ecuador\u27s minors not being liable as growing juvenile delinquents and those between 16-18 not receiving punishment for their actions will only foster more juvenile delinquents and complicate public safety and socio-protective efforts. This question is increasingly urgent given the recent upsurge in juvenile delinquency—grave crimes—and the vulnerable balance that exists between juvenile rights and social equity. While the literature is rich regarding the phenomenon of juvenile crime and delinquency, very few offer a truly feasible methodology that integrates equity, punishment, and social responsibility given the assessed social reality. Therefore, the neutrosophic TOPSIS method compounded with the Hausdorff distance will allow for a quantitative assessment of potential outcomes from penal changes that are ranked according to the socially assessed importance. The neutrosophic TOPSIS method is an assessment approach that allows for decision-making based on uncertain or vague data which inherently applies to the legal field. Thus results show that when non-liability is essentially an equivocal decision of unpunished decision, then for severe crimes that are assessed as truly detrimental, proportional punishments must be assessed. This research serves to expand the boundaries of the field by compounding the use of the neutrosophic TOPSIS method for assessment as a novel means by which to assess potential changes. In addition, the method allows for equity and social awareness consideration to protect public safety and institutional integrity; thus, the results support potential public policy adjustments that increase equity of an almost inequitable justice system both within Ecuadorian law and for socio-protective purposes

    Empowering Multigrade Interdisciplinary Assessment through Plithogenic Offsets and Artificial Intelligence for Dynamic and Personalized Education

    This contribution addresses the issue of interdisciplinary assessment in multigrade classrooms: the diverse levels and the assessment path\u27s unclear direction fail to render efficient learning. How can assessment be refined to avoid such discrepancies and establish a better path of equalized and contextualized learning? It\u27s a pressing question for 21st-century learning—more so in rural areas where interdisciplinary attempts can create holistic and connected learning for the learners—but the literature fails to guide systematically, apart from rendering systematic solutions that rely only on tacit, non-explicit, technical interventions. Therefore this research contributes a systematic intervention that combines a Plithogenic Offset—neutrosophic attempts to neutralize the uncertainty of responses—with AI effort rendered that the AI\u27s involvement is simplistic without programming—to assess endeavors that are dynamically responsive to need and culture. The open-ended responses suggest that such alignment increases motivation and engagement and interdisciplinary cooperation, improving formative assessment. Thus, the research presents a systematized contribution to the body of knowledge that expands education from practically from AI and neutrosophic integration for dynamic assessment of what\u27s possible within educated, accessible resources for those educators able and positioned to provide consistent feedback integrated with reality on the ground

    Neutrosophic Framework for Violence Prediction in Urban Environments: A Hybrid Approach Integrating fsQCA and Machine Learning for Public Safety Decision-Making

    In the context of citizen security, predictive systems for urban violence are essential for preventive decision-making and the efficient allocation of security resources. This work proposes an innovative neutrosophic framework that integrates Fuzzy Qualitative Qualitative Comparative Analysis ( fsQCA ) with Machine Learning algorithms to predict urban violence patterns in complex and uncertain environments. Neutrosophic logic allows handling the uncertainty, imprecision and inconsistencies inherent in social data, while fsQCA identifies complex causal configurations that traditional statistical methods cannot capture. The developed hybrid model combines Random Forest, fuzzy logic, and neutrosophic logic are used to process homicide data, demographic variables, and socioeconomic factors in Ecuador. The results demonstrate % accuracy in predicting security levels by canton, significantly outperforming traditional deterministic approaches. The developed platform generates interactive, georeferenced visualizations that facilitate understanding of risk patterns and support informed decision-making in citizen security policies. This research contributes to the development of more robust and adaptive predictive systems, establishing a methodological precedent for the application of neutrosophics to public security and social risk management issues

    PUF-Based Digital Money with Propagation-of-Provenance and Offline Transfers Between Two Parties

    Building on prior concepts of electronic money (eCash), we introduce a digital currency where a physical unclonable function (PUF) engenders devices with the twin properties of being verifiably enrolled as a member of a legitimate set of eCash devices and possessing of a hardware-based root-of-trust. A hardware-obfuscated secure enclave (HOSE) is proposed as a means of enabling a PUF-based propagation-of-provenance (POP) mechanism, which allows eCash tokens (eCt) to be securely signed and validated by recipients without incurring any third party dependencies at transfer time. The POP scheme establishes a chain of custody starting with token creation, extending through multiple bilateral in-field transactions, and culminating in redemption at the token-issuing authority. A light-weight mutual-zero-trust (MZT) authentication protocol establishes a secure channel between any two fielded devices. The POP and MZT protocols, in combination with the HOSE, enables transitivity and anonymity of eCt transfers between online and offline devices
