The Economic Efficiency Case Against Business Tax Privacy
By statute, business tax returns are not publicly available. But with public access, investors would acquire useful information that would help them make better investing decisions; business tax compliance and planning would become more uniform, preventing tax-savvy firms from gaining an advantage over other relatively more productive firms; and businesses could learn from one another, which would spare firms the cost of redundantly developing the same tax strategies. In the long run, these efficiency gains could result in lower prices, higher wages, more innovation, more leisure, and better investment returns. In the debate over business tax privacy, these sorts of economic efficiency arguments have received surprisingly little attention. This Article argues that economic efficiency is central to the debate and may well change where we come out on business tax privacy
Ethical Concerns of Heroism Training
Heroism training programs originated in the mid-2000s with the goal to “Train everyday heroes” (Heroic Imagination Project, 2017). Most participants of these programs are students between the ages of 10 and 20. Anecdotal and empirical evidence suggests that these programs may create more courageous and prosocial people (Heiner, 2018; Kohen & Sólo, 2019), however there is very little discussion in the emerging academic field of heroism science about the potential ethical concerns of training minors to be heroes (Beggan, 2019; Franco & Zimbardo, 2016; Franco et al., 2017). Heroic action is inherently risky, and while training programs currently discuss mortality and risk assessment, minors have not developed the neural or cognitive capacity to assess risks as adults can. Furthermore, the content and goals of heroism training may go against schools’ and parents’ wishes. Heroism training programs also have the potential to make heroism seem glamorous, which could lead some participants to seek out, or create, situations requiring heroic action. The paper discusses these, and other, ethical concerns in training minors to be heroes. The paper concludes with a variety of best practice recommendations for heroism training programs working with minors including; obtaining parent consent for training, working to improve minors’ risk assessment abilities, domain specific training, and involving parents and other relevant stakeholders in the heroism training process

Forecasting Consumption Spending Using Credit Bureau Data
This paper considers whether the inclusion of information contained in consumer credit reports might improve the predictive accuracy of forecasting models for consumption spending.
To investigate the usefulness of aggregate consumer credit information in forecasting consumption spending, this paper sets up a baseline forecasting model. Based on this model, a simulated real-time, out-of-sample exercise is conducted to forecast one-quarter ahead consumption spending. The exercise is run again after the addition of credit bureau variables to the model. Finally, a comparison is made to test whether the model using credit bureau data produces lower or higher root-mean-squared-forecast errors than the baseline model. Key features of the analysis include the use of real-time data, out-of-sample forecast tests, a strong parsimonious benchmark model, and data that span more than two business cycles. Our analysis reveals evidence that some credit bureau variables may be useful in improving forecasts of consumption spending in certain subperiods and for some categories of consumption spending, especially for services. Also, the use of credit bureau variables sometimes makes the forecasts significantly worse by adding noise into the forecasting models
Global age-sex-specific fertility, mortality, healthy life expectancy (HALE), and population estimates in 204 countries and territories, 1950–2019: a comprehensive demographic analysis for the Global Burden of Disease Study 2019
Background: Accurate and up-to-date assessment of demographic metrics is crucial for understanding a wide range of social, economic, and public health issues that affect populations worldwide. The Global Burden of Diseases, Injuries, and Risk Factors Study (GBD) 2019 produced updated and comprehensive demographic assessments of the key indicators of fertility, mortality, migration, and population for 204 countries and territories and selected subnational locations from 1950 to 2019.
Methods: 8078 country-years of vital registration and sample registration data, 938 surveys, 349 censuses, and 238 other sources were identified and used to estimate age-specific fertility. Spatiotemporal Gaussian process regression (ST-GPR) was used to generate age-specific fertility rates for 5-year age groups between ages 15 and 49 years. With extensions to age groups 10–14 and 50–54 years, the total fertility rate (TFR) was then aggregated using the estimated age-specific fertility between ages 10 and 54 years. 7417 sources were used for under-5 mortality estimation and 7355 for adult mortality. ST-GPR was used to synthesise data sources after correction for known biases. Adult mortality was measured as the probability of death between ages 15 and 60 years based on vital registration, sample registration, and sibling histories, and was also estimated using ST-GPR. HIV-free life tables were then estimated using estimates of under-5 and adult mortality rates using a relational model life table system created for GBD, which closely tracks observed age-specific mortality rates from complete vital registration when available. Independent estimates of HIV-specific mortality generated by an epidemiological analysis of HIV prevalence surveys and antenatal clinic serosurveillance and other sources were incorporated into the estimates in countries with large epidemics. Annual and single-year age estimates of net migration and population for each country and territory were generated using a Bayesian hierarchical cohort component model that analysed estimated age-specific fertility and mortality rates along with 1250 censuses and 747 population registry years. We classified location-years into seven categories on the basis of the natural rate of increase in population (calculated by subtracting the crude death rate from the crude birth rate) and the net migration rate. We computed healthy life expectancy (HALE) using years lived with disability (YLDs) per capita, life tables, and standard demographic methods. Uncertainty was propagated throughout the demographic estimation process, including fertility, mortality, and population, with 1000 draw-level estimates produced for each metric.
Findings: The global TFR decreased from 2·72 (95% uncertainty interval [UI] 2·66–2·79) in 2000 to 2·31 (2·17–2·46) in 2019. Global annual livebirths increased from 134·5 million (131·5–137·8) in 2000 to a peak of 139·6 million (133·0–146·9) in 2016. Global livebirths then declined to 135·3 million (127·2–144·1) in 2019. Of the 204 countries and territories included in this study, in 2019, 102 had a TFR lower than 2·1, which is considered a good approximation of replacement-level fertility. All countries in sub-Saharan Africa had TFRs above replacement level in 2019 and accounted for 27·1% (95% UI 26·4–27·8) of global livebirths. Global life expectancy at birth increased from 67·2 years (95% UI 66·8–67·6) in 2000 to 73·5 years (72·8–74·3) in 2019. The total number of deaths increased from 50·7 million (49·5–51·9) in 2000 to 56·5 million (53·7–59·2) in 2019. Under-5 deaths declined from 9·6 million (9·1–10·3) in 2000 to 5·0 million (4·3–6·0) in 2019. Global population increased by 25·7%, from 6·2 billion (6·0–6·3) in 2000 to 7·7 billion (7·5–8·0) in 2019. In 2019, 34 countries had negative natural rates of increase; in 17 of these, the population declined because immigration was not sufficient to counteract the negative rate of decline. Globally, HALE increased from 58·6 years (56·1–60·8) in 2000 to 63·5 years (60·8–66·1) in 2019. HALE increased in 202 of 204 countries and territories between 2000 and 2019.
Interpretation: Over the past 20 years, fertility rates have been dropping steadily and life expectancy has been increasing, with few exceptions. Much of this change follows historical patterns linking social and economic determinants, such as those captured by the GBD Socio-demographic Index, with demographic outcomes. More recently, several countries have experienced a combination of low fertility and stagnating improvement in mortality rates, pushing more populations into the late stages of the demographic transition. The Lost Lessons of Shareholder Derivative Suits
Merger litigation has changed dramatically. Today, nearly every announcement of a significant merger sparks litigation, and these cases look quite different from merger cases in the past. These cases are now filed primarily outside of Delaware, they typically settle without shareholders receiving any financial consideration, and corporate boards now have far more ex ante power to shape these cases. Although these changes are often heralded as unprecedented, they are not. Over the past several decades, derivative suits experienced many of the same changes. This Article explores the similarities between the recent changes in merger litigation and the longer history of derivative suits. The trajectories of these lawsuits are not identical, but they nonetheless suggest larger lessons about shareholder litigation, including the predictable ways in which agency costs play out in the courtroom and at the settlement table. Automated Fact-Checking of Claims from Wikipedia
Automated fact checking is becoming increasingly vital as both truthful and fallacious information accumulate online. Research on fact checking has benefited from large-scale datasets such as FEVER and SNLI. However, such datasets suffer from limited applicability due to the synthetic nature of claims and/or evidence written by annotators that differ from real claims and evidence on the internet. To this end, we present WikiFactCheck-English, a dataset of 124k+ triples consisting of a claim, context and an evidence document extracted from English Wikipedia articles and citations, as well as 34k+ manually written claims that are refuted by the evidence documents. This is the largest fact checking dataset consisting of real claims and evidence to date; it will allow the development of fact checking systems that can better process claims and evidence in the real world. We also show that for the NLI subtask, a logistic regression system trained using existing and novel features achieves peak accuracy of 68%, providing a competitive baseline for future work. Also, a decomposable attention model trained on SNLI significantly underperforms the models trained on this dataset, suggesting that models trained on manually generated data may not be sufficiently generalizable or suitable for fact checking real-world claims
The CLAS12 Spectrometer at Jefferson Laboratory
The CEBAF Large Acceptance Spectrometer for operation at 12 GeV beam energy (CLAS12) in Hall B atJefferson Laboratory is used to study electro-induced nuclear and hadronic reactions. This spectrometerprovides efficient detection of charged and neutral particles over a large fraction of the full solid angle.CLAS12 has been part of the energy-doubling project of Jefferson Lab’s Continuous Electron Beam AcceleratorFacility, funded by the United States Department of Energy. An international collaboration of 48 institutionscontributed to the design and construction of detector hardware, developed the software packages for thesimulation of complex event patterns, and commissioned the detector systems. CLAS12 is based on a dual-magnet system with a superconducting torus magnet that provides a largely azimuthal field distribution thatcovers the forward polar angle range up to 35◦, and a solenoid magnet and detector covering the polar anglesfrom 35◦to 125◦with full azimuthal coverage. Trajectory reconstruction in the forward direction using driftchambers and in the central direction using a vertex tracker results in momentum resolutions of\u3c1% and\u3c3%, respectively. Cherenkov counters, time-of-flight scintillators, and electromagnetic calorimeters providegood particle identification. Fast triggering and high data-acquisition rates allow operation at a luminosity of1035cm−2s−1. These capabilities are being used in a broad program to study the structure and interactions ofnucleons, nuclei, and mesons, using polarized and unpolarized electron beams and targets for beam energiesup to 11 GeV. The Radio Synchrotron Background -- A Cosmic Conundrum
It has recently become apparent that the background level of diffuse radio emission on the sky is significantly higher than the level that can result from known extragalactic radio source classes or our Galaxy given our current understanding of its large-scale structure.~ In contrast to the more well-known and well-constrained cosmological and astrophysical backgrounds at microwave, infrared, optical/UV, X-ray, and gamma-ray wavelengths, this ``radio synchrotron background\u27\u27 at radio wavelengths provides clear motivation for considering the possibilities of new astrophysical sources and new particle-based emission mechanisms
