The Need of Global Understanding and Context: Multicultural and International Perspectives on Teacher Education
This paper examines the issue of lacking global context and international perspectives in the traditional teacher education program and research in the United States through literature review and content analysis. Current research based on teacher quality, professional development, and teacher education programs have developed based on the U.S. focus, while pre-service and in-service teachers are having an increasingly diverse student population in their classrooms. The lack of appropriate trainings and preparations in developing multicultural and international teaching competence will create instructional barriers between teachers and their multicultural and international students. A more specific question this study poses from the review is the following: what we are missing in teacher education by having a U.S.-focused lens in the teacher education literature

Use of Machine Learning in Interactive Cybersecurity and Network Education
Cybersecurity is a complex subject for students to pursue. Hands-on online learning through labs and simulations can help students become more familiar with the subject at security classes to pursue cybersecurity education. There are several online tools and simulation platforms for cybersecurity education. However, those platforms need more constructive feedback mechanisms, and customizable hands-on exercises for users, or they oversimplify or misrepresent the content. In this paper, we aim to develop a platform for cybersecurity education that can be used either with a user interface or command line and provide auto constructive feedback for command line practices. Moreover, the platform currently has nine levels to practice for different subjects of networking and cybersecurity and a customizable level to create a customized network structure to test. The difficulty of objectives increases at each level. Moreover, an automatic feedback mechanism is developed by using a machine learning model to warn users about their typographical errors while using the command line to practice. A trial was performed with students completing a survey before and after using the application to test the effects of auto-feedback on users’ understanding of the subjects and engagement with the application. The machine learning-based version of the application has a net increase in the user ratings of almost every survey field, such as user-friendliness and overall experience
Are open educational resources (OER) and practices (OEP) effective in improving learning achievement? A meta-analysis and research synthesis
While several studies have investigated the various effects of open educational resources (OER) and open educational practices (OEP), few have focused on its connection to learning achievement. The related scientific literature is divided about the effects of OER and OEP with regards to their contribution to learning achievement. To address this tension, a meta-analysis and research synthesis of 25 studies (N = 119,840 participants) was conducted to quantitatively investigate the effects of OER and OEP on students’ learning achievement. The analysis included course subject, level of education, intervention duration, sample size, geographical distribution, and research design as moderating variables of the obtained effects. The findings revealed that OER and OEP have a significant yet negligible (g = 0.07, p \u3c 0.001) effect. Additionally, the analysis found that the obtained effect can be moderated by several variables, including course subject, level of education and geographical distribution. The study findings can help various stakeholders (e.g., educators, instructional designers or policy makers) in understanding what might hinder OER and OEP effect on learning achievement, hence accommodating better learning outcomes and more effective interventions

Needle exchange programs and their impact on HIV incidence in West Virginia: Is it working?
The opioid epidemic has had a strong impact on West Virginia, due to various social, economic, cultural, and environmental hardships. To aid users, Needle Exchange Programs (NEPs) were created to exchange used needles for new sterile ones and provide awareness of treatment and rehabilitation options. This study aimed to assess the effectiveness of NEPs in reducing HIV and Hepatitis C infections in West Virginia, and the subsequent decrease in healthcare costs. In 2018 and 2019, there was an HIV outbreak in Cabell County, with 85 cases requiring CDC intervention in 2019. This occurred after the county-run needle exchange was reduced. Kanawha County also shut down its NEPs in 2018, followed by another HIV outbreak between 1 January 2019 and 13 March 2021, with 65 people testing positive for HIV linked to injection drug use, which required CDC intervention. To rehabilitate the opioid addict population, research on relapse, quality of life, social inclusion, stable housing, habilitation, and treatment adherence should be conducted. Policymakers should also revise existing policies surrounding the provision of harm reduction services to document adequate procedures for SSP procedures. This research suggests that suspending and scaling down NEPs in West Virginia has increased HIV/HCV incidence
