Arbitration with Latin American countries to protect foreign
investment and other vested interests south of the U.S. border is
a field of expanding importance. In the first of two instalments,
the author traces the historical influences that tempered the present
Latin American attitude regarding intergovernmental arbitration in
lieu of adjudication and dissects the current state versus private
arbitration progeny of past arbitral developments.

Millions have suffered or died needlessly in natural and man-
made crises because national governments have refused or obstructed
assistance from relief organizations. The author formulates a plan
under which the United Nations could intervene to secure the
fundamental human rights of future disaster victims.
