Recognizing the conflict between human rights and even limited
unilateral intervention, the author traces the evolution of humani-
tarian intervention as a doctrine of international law. Based upon
an extensive historical evaluation, substantive, procedural, and pref-
erential criteria are set out as guides for the limited use of
unilateral intervention within the framework of the United Nations
Charter.

This article presents a thorough examination of the plight of
the illegal entrant-alien who seeks waiver of formal deportation
under section 241 (f) of the Immigration and Nationality Act. The
authors, after pointing up inconsistent judicial interpretations of this
section, propose legislation to ameliorate the inequitable treatment
of these aliens.
