With the passage of the Trade Agreements Act of 1979 and the Customs
Courts Act of 1980, the Court of International Trade entered into the main-
stream of the federal judicial system. This article reviews the recent develop-
ments in the court's interpretation and application of its new statutory authority.
Numerous examples of the court's review of administrative law and use of its
equity powers are provided. The lawyer's role in the contributions to the judi-
cial process are also explicated.

Northern Ireland: Enduring Stalemate
and Potential Resolution

In 1982 Britain's latest proposals for a Northern Ireland Assembly failed to
elicit popular support. Various Irish Protestant and Catholic factions were not
satisfied that the British plan would result in an equitable and yet functional
distribution of power. This article suggests that given the long-standing fac-
tional polarizations in Northern Ireland, an assembly based upon a concurrent
majority principle may be a means to political reconciliation. The concurrent
majority theory seeks to derive a government from a polity's overall population
by giving each faction a concurrent approval or veto power. This contrasts with
usual constitutional theories which derive government from one faction or an-
other in a polarized community. The use of the concurrent majority principle in
the United Nations Security Council and the history of the 1974 attempt to form
a Northern Ireland Assembly both suggest that a concurrent majority assembly
in Northern Ireland may be feasible.
