Circumstances of the cancellation of the 4th World Recreation Congress (1940) : Why Osaka Prefecture and Osaka City wanted to host it?
Get PDFThis study aims to examine why Osaka bid to host for the 4th World Recreation Congress (WRC) and its im-pact by explaining the bid process and the return of the 4th WRC.
Osaka emerged as a candidate to host the 4th WRC as it aligns with the principles of Kosei, with the aim to address the situational needs of the citizens through the Kosei Undo inspired by the WRC. Osaka Prefecture anticipated a boost in its tourism sector, expecting foreign visitors to Japan for both the Tokyo Olympics and the 4th WRC. During the drafting of the proposal, Osaka Prefecture and the Osaka City and several WRC experts jointly created the criteria based on whether the proposed events aligned with the “spirit of Japan” inherent in Kosei. However, a discrepancy began to emerge between the event proposals suggested by the WRC experts and those envisioned by Osaka. This is because Osaka’s target audience included both the representatives of the participating countries and the residents of Osaka Prefecture, who should be managed solely by the prefecture. The acting events were revised in response to Osaka’s criticism. Both Osaka Prefecture and the Osaka City and the WRC experts modified their adopted logic, which was originally based on the model of the first and second conferences, to consider the current situation and geographical conditions.
Osaka Prefecture saw the invitation of the 4th Congress as an excellent opportunity to manage the people of Osaka in accordance with the times through the Kosei Undo and to revitalize its ailing tourism business targeting foreigners, while Osaka City was pushing for the invitation from the beginning in order to thoroughly pro-mote the Kosei Undo. It is thought that Osaka Prefecture and the Osaka City made efforts to prepare for the 4th Congress, making use of their own financial resources to achieve their respective goals. It can be said that these internal reasons even influenced the criteria for the selection of the 4th Congress performance.本研究の目的は，第4回会議の招致から返上に至るまでの経過を明らかにすることによって，大阪が第4回会議の招致を推し進めた対内的な理由とその影響について考察することである。
第4回会議の候補地として大阪が浮上したのは，大阪が厚生に適した土壌と対象を有していたからであった。大阪府・市は，第4回会議を契機とした厚生運動を媒介に時局に則するべく府・市民を管理することを目論んだ。また，府は，東京オリンピックを目的に来日し第4回会議にも足を運ぶ外国人を対象とした観光事業に期待した。大会原案の作成に際しWRC有識者と大阪は，当初，「日本精神」が反映された厚生であるか否かを演技種目の採用基準とする点で完全一致していた。だが，WRC有識者が提示した演技種目と大阪が思案した演技種目にはズレが生じていった。ズレが生じていったのは，大阪府・市の想定した対象が，参加国代表はもとより管理すべき府・市民にあったためと考えられる。大阪府・市の批判を受けて演技種目は修正された。この修正は，第1回及び第2回会議を範とする有志懇談会（小委員会）の採用論理と，時局や地理的条件を考慮する大阪の採用論理との間で練り直されていったことを物語っている。
大阪府は，第4回会議の誘致を端緒とした厚生運動を介して時局に則すべく府民を管理し，不振に陥っていた外国人を対象とする観光事業を活性化し得る絶好の機会として招致に乗り出したが，大阪市は，当初より，厚生運動の徹底を図るためにその招致を推し進めていたのである。大阪府・市は，それぞれの目的を達成するべく，自らの財力を活かしつつ第4回会議の受け入れ準備に邁進したと考えられる。そしてその対内的な理由こそが，第4回会議演技種目の採用基準にまで影響を及ぼしたといえよう。原著論文departmental bulletin pape
Development of iMacs for informatics learning in physical education : System improvements in conform to the revised curricula of the three faculties
Get PDFThe Information and Music UNIT is currently required to teach a class (‘Information Processing’) for all five faculties at our university. This class is a required subject for the teaching licence in physical education. This paper aims to improve the PC system for this class. In addition to experiments with human manipulation of software, experiments with commonly used benchmark software were also carried out and valid results were obtained. In particular, the PC’s reaction time when switching between two tasks corresponding to different types of software was reduced from 30 seconds before the improvement to approximately 1.5 seconds as a result of the improvements made by the additional memory from 8 GB to 16 GB. This improvement is necessary so that students interested in physical education, sport and health can work on their reports while watching sport videos. This research, which leads to an improvement in the basic learning and learning environment for freshmen, is also an important work for the study of advanced physical education and sport content in the sophomore and onwards.情報・音楽UNITには現在，全5学部向け授業（“情報処理”）の担当が求められている。この授業は，体育の教職免許取得のための必須科目である。本論文は，この授業のためのPCのシステム改善を目的として，人によるソフトウェア操作の実験に加えて，一般のベンチマークソフトウェアを用いた実験を行い有効な結果を得た。特に，PCのタスク切り替え時のコンピュータの反応時間については，改善前の30秒に対して8 GBから16 GBへのメモリ増設によって約1.5秒へ改善した。この向上は，体育・スポーツ・健康に興味ある学生が，スポーツ動画像を見ながらレポートをまとめられるようにするために必要である。初年次の学生にとって基礎の学習および演習など環境の改善につながる本研究は，2年次以降に更に高度な体育・スポーツに関する学習を進める上でも重要な検討の一つであると考える。短報departmental bulletin pape
