Implementing Electric Aviation : Critical Factors and Relevant Policy Instruments
No full textThe Nordic countries have ambitious plans to turn electric aviation into a reality in the Nordic countries in the near future. This working paper describes some critical factors which might pose a challenge to the further development and establishment of low and zero emission aviation in the Nordic countries. A special focus will be placed on purely electric aviation solutions. The publication is based on a literature review comprising first and foremost reports that have been published in recent years in the Nordic countries, resulting from in-depth studies on low and zero emission aviation in the region. It further presents possible policy instruments which could serve the creation of a Nordic policy framework to help address the identified challenges and support the implementation of electric aviation and other solutions in the Nordic countries

No full textThe nordic countries are known for our extensive welfare systems that provide universal access to healthcare, education, and social services. However, with changing demographics and societal needs, there is growing need for welfare innovation to ensure that these systems remain sustainable and effective. By developing new solutions and services that target these pressing issues, welfare innovation can play a critical role in creating more equitable and sustainable societies. This report provides an action plan to accelerate welfare innovation through collaboration between impact startups and the public sector.

No full textVisio 2030:n tavoitteena on tehdä Pohjolasta maailman kestävin ja integroitunein alue vuoteen 2030 mennessä. Visio on kunnianhimoinen, ja siksi kehitystä on seurattava tarkkaan, jotta tietäisimme, miten pitkä matka Pohjoismailla on vision toteutumiseen. Pohjoismaiden ministerineuvosto antoi tämän vuoksi vuonna 2021 Rambøll Management Consultingille tehtäväksi mitata Visio 2030:n toteutuksen pohjoismainen lähtötilanne. Tämä tilanneraportti on jatkoa lähtötilannemittaukselle, ja sen tarkoituksena on arvioida, miten pitkälle Pohjoismaat ovat päässeet alueena toteutettaessa visiota Pohjolasta maailman kestävimpänä ja integroituneimpana alueena vuonna 2030. Raportin lähtökohtana ovat Pohjoismaiden ministerineuvostossa vuonna 2021 sovitut 45 pohjoismaista indikaattoria ja lähtötilanneraporttia varten kehitetty menetelmä. Tilanneraportti 2023 osoittaa Pohjoismaiden edelleen olevan yleisesti oikealla tiellä pyrkiessään maailman kestävimmäksi ja integroituneimmaksi alueeksi. Can local value creation induce a sense of justice during green transitions? : A study of six rural areas in Denmark, Finland, and Norway
No full textThe accelerating impacts of climate change, the need to adapt to changing economic and political realities, and the recent energy crisis have made the green transition something that most Nordic citizens acknowledge. However, especially rural areas and their communities are at risk of being reduced to passive instruments of national green transition measures featuring heavy land-use. These conditions make it very difficult to create a sense of justness in green transitions, leading to growing sense of alienation and resentment and putting the national climate goals in danger. From this starting point, the case studies of the research project “Just Green Transition on Rural Areas: Local Benefits from Value Creation” set out to examine what kind of benefits would generate value from green transition measures in the direct impact zone of new energy projects. The case studies took place in three Nordic countries and six locations: in Northern Ostrobothnia and Northern Central Finland of Finland, involving wind power and land use planning; in Nord-Fron and Nord-Odal in Norway, involving both wind power and strategic sustainability work; and in Skive and Bornholm of Denmark, involving a hybrid mix of renewable energy sources in the context of industrial park development. The results highlight the importance of local involvement and trust in green energy transitions in Nordic rural areas. Neglecting local needs can cause resistance to renewable projects. Early engagement, transparent communication, and ensuring local benefits are vital. While monetary benefits attract attention, relying solely on them can create community divisions. A blend of community engagement, environmental benefits, and local ownership of projects fosters trust and a deeper sense of justice in these transitions

Projektet har gett information om bästa praxis och sammanställt en situationsbild av utvärderingen av effektiviteten hos ungdomsorganisationers verksamhet i olika nordiska länder. Dessa bästa praxis ger upphov till goda förslag för ungdomsorganisationer om hur de kan förbättra kvaliteten på sin verksamhet, samtidigt som en mer omfattande situationsbild skapar mervärde särskilt för den offentliga förvaltningen

A comparative study of municipalities in Denmark, Finland, Norway and Sweden shows that many municipalities wish to explore actions leading towards a low-carbon economy. Inventories of consumption-based emissions support such actions, and municipalities should be supported with data and encouraged to exchange experiences to develop and use such inventorie

No full textThere has never been a more urgent time to document how climate change is affecting our communities and our planet – and what we can do to adapt. Around the world, young people have been at the forefront of climate action, highlighting the effects of rising greenhouse gas emissions and demanding more from politicians and corporations. It was with these two notions in mind that the Nordic-Canadian Fellowship in Environmental Journalism was born: a chance for emerging journalists under 25 from the two regions to report on some of the biggest threats and opportunities related to the climate crisis. This anthology features the work of the thirteen Nordic-Canadian fellows. They collectively represent seven countries and come from a range of professional and personal backgrounds, but all share a passion for the environment and evidence-based storytelling. The book was originally published in December 2022 on the occasion of the exhibition Dispatches: Stories of Hope, Resilience and Change from the Nordic-Canadian Fellowship in Environmental Journalism. The exhibition at Harbourfront Centre was curated by Marlee Choo, Luigi Discenza, Alexandra Harvey and Laura McLeod. The Fellowship and the exhibition were part of Nordic Bridges 2022 - a year-long exchange of art, culture and ideas between Nordic and Canadian artists initiated by the Nordic Council of Ministers for Culture
Study on Loss and Damage Financing Solutions and Sources
No full textClimate change leads to more severe and frequent disasters, increasing heat and sea level rise. When natural or man-made systems meet soft or hard adaptation limits, it can lead to loss and damage (L&D). L&D is unequally distributed, affecting the most vulnerable and least developed countries the worst. The Nordic Council of Ministers’ Working Group for Climate and Air (NKL) has commissioned a project in which the main objective is to map, identify and further develop potential solutions and sources for financial support to developing countries that are particularly vulnerable to climate change induced L&D. This study is a key outcome from this project. In short, this study’s focus is on how to enhance and improve existing solutions and sources and innovate and create new sources of finance that can be used for financing L&D actions.
Working across the Nordic countries : Proposal to simplify Nordic tax rules with a focus on increased mobility
No full textThe Nordic countries want the Nordic Region to be the most sustainable and integrated region in the world by 2030. A natural part of this ambitious vision is an integrated Nordic labour market for companies and citizens. The Nordic Tax Treaty and its administration play a crucial role in this respect. However, the COVID-19 pandemic showed that there are obvious challenges with the application of the Nordic Tax Treaty as well as other bilateral agreements and national legislation. During the pandemic, employees working across a Nordic border risked incurring tax problems if they followed the recommendations to work from home. The challenges were highlighted by the Freedom of Movement Council, which urged the Nordic governments on several occasions to introduce exemptions for those who involuntarily worked from home during the pandemic. While the pandemic is over, the desire for hybrid or remote work is here to stay. However, the problems that companies and employees experience are not limited to taxation of salary payments in conjunction with remote work. For example, studies show that uncertainty, higher taxation and extra administration can arise in connection with contributions to and payment of pensions, as well as in cases where the same employer has to register and deal with tax rules, taxation dates and payroll administration in multiple countries. If the Nordic Region is to develop into a growth region with an integrated labour market with mobility for citizens and businesses, it is essential to have increased focus on citizens and companies, so that legislation and administration support their opportunities. Therefore, in 2022, the Nordic Council of Ministers and the Freedom of Movement Council – in co-operation with the Nordic Council – have launched a project to identify the key issues and recommend possible solutions. The purpose of this report is thus to provide the best possible basis for further political work to eliminate the current Nordic tax problems related to hybrid and remote work
